Authorization to designate various Police Department specialized
equipment as surplus and mark for disposal.
By Minute Motion, approve designating various Police Department specialized
equipment, as indicated in this report, as surplus and mark for disposal.
Commission Recommendation
The Palm Desert Public Safety Commission reviewed this matter at their October 10, 2018,
meeting and recommended that the City Council proceed with staff's recommendation.
Strategic Plan
This matter is related to the Public Safety and Emergency Services section of the Palm
Desert Strategic Plan, specifically under Priority 1: Enhance the Delivery of Public Safety
Services. The priority's strategy is to expand the existing superlative services provided by
the fire and police departments to address future growth and safety concerns. One of the
action steps is to identify Public Safety needs including new equipment. Staff's
recommendation meets this goal because the Police Department will ensure it maintains the
appropriate equipment to accomplish their mission.
Background Analysis
The Palm Desert Police Department recommends the disposal of various specialized
equipment purchased for the Special Enforcement Team. The equipment listed below was
thoroughly inspected with regards to working condition and functionality.
The recording equipment are all based on VHS and audio cassette technology. The
wireless equipment utilizes microwave technology and is not in working order. The oldest
piece of equipment was purchased in 1991 and the newest in 2004.
The listed equipment is no longer under warranty and most are inoperable due to missing or
damaged parts. Repairing this equipment would not be cost effective due to outdated
technology and components. Staff recommends disposal of all items as they have no
functionality.

An inventory was conducted of specialized equipment purchased by the city of Palm Desert for
the Palm Desert Station and assigned to the Palm Desert Special Enforcement Teams. The
equipment listed below has been thoroughly inspected with regards to working condition and

This equipment is currently at the Palm Desert Sheriffs Station located at 73705 Gerald Ford
Drive in the city of Palm Desert. I am requesting direction from the city of Palm Desert as to
returning the obsolete equipment for liquidation or destruction.
