REQUEST: Direct Staff to Implement the Wounded Warrior Recognition Parking
Program
Recommendation

1. Direct staff to prepare a Resolution incorporating the Wounded
Warrior Recognition Parking Program.
Strategic Plan
The City's Strategic Plan supports efforts to increase ease of access to Palm Desert from
areas inside and outside the Coachella Valley. This could include air access, passenger
rail, as well as directional and image signage.
The City's General Plan sets forth the vision of a community with safe, convenient, and
efficient transportation options for residents and visitors. It also requires consideration
that buildings, districts, neighborhoods, and corridors are designed for people first, to
ensure we are working toward the creation of a town with great accessibility and great
connectivity. Finally, it discourages physical barriers to walking and bicycling between
and within neighborhoods and neighborhood centers.
Executive Summary
At the September 27, 2018, City Council meeting, Councilmember Nestande requested
the City consider providing parking spaces for combat wounded veterans, as more and
more cities are designating spaces for them. It was noted that it is standard practice to
provide handicap parking spaces across the United States, and in Palm Desert.
The Department of Public Works researched existing programs similar to that described
by Councilmember Nestande. The City of Temecula was found to have such a program
that could serve as a model. Therefore, staff has drafted, for City Council consideration,
a parking program engaging local businesses with requirements, policy, and procedures
supporting the recognition of combat wounded veterans.

I. PURPOSE
In 2015, the City of Palm Desert adopted the 7th Marine Regiment at the Marine
Corps Air Ground Combat Center Twentynine Palms in support of the Marines and
sailors who are forward deployed and stationed locally.
California Vehicle Code 5101.8 allows Purple Heart recipients to apply for special
license plates inscribed with the special military insignia. When an applicant for the
Purple Heart license plate qualifies as a disabled veteran, he or she can also apply
for a placard that allows for special parking privileges, according to the state vehicle
code.
Expanding upon its support for active duty military personnel and veterans, the City
hereby establishes the Wounded Warrior Recognition Parking Program, hereinafter
referred to as "Program", to acknowledge and honor the sacrifices made by Purple
Heart recipient service men and women.
Through the Program, the City will provide to owners of off-street parking facilities,
business owners, and commercial tenants within the City of Palm Desert, a supply
of signage materials in annual allotments on a first come, first served basis. The
Program also establishes a policy and procedure for signage applications and
guidance for signage installation.
Owners of public and private parking within the City of Palm Desert are invited to
participate in this program by allocating a distinct, designated parking space for
recipients of the Purple Heart.
II. APPLICABILITY
This program applies to businesses and owners of privately maintained, off-street
parking lots within the City of Palm Desert.
III. ELIGIBILITY
A. Wounded Warrior Parking signs will be available to privately maintained, off-
street parking lots within the City of Palm Desert.

B. Commercial property owners or commercial tenants with support from their
property owner may apply to receive Wounded Warrior Parking signs.
IV. DEFINITIONS
A. City means the City of Palm Desert.
B. Off-street parking lot means a designated outdoor area used for parking motor
vehicles that serves commercial uses.
V. REQUIREMENTS
A. The City will make a limited number of Wounded Warrior Parking signs available
per year, subject to budget availability.
B. Signs will be provided at no cost to approved applicants on a first come, first
served basis.
C. The City may limit the number of approved applications per off-street parking
facility.
D. To be eligible, the City's minimum parking requirements must be met.
E. It is not the intent of the Program to replace existing ADA parking stalls, but
rather to designate a place of honor for these service men and women.
Therefore, a parking stall identified for handicapped accessible use will not be
eligible for the Program.
F. Signs provided by the City become property of the off-street parking lot owners
upon receipt. The City shall not be responsible for installing or maintaining signs
on privately owned and maintained off-street parking lots.
G. Two sign panels shall be provided per approved application. The top portion
measures 18" x 12" while the lower portion measures 12" x 9". Refer to Exhibit
1 for illustration.
H. The applicant shall be responsible for providing a sign post (if needed),
brackets, and installation.
VI. PROCEDURE
A. Download and complete the Program application, which can be found on the
City's website at www.cityofpalmdesert.orq.
B. Applicants shall submit a completed application to the City via email, US Postal
Service, or by dropping off in person to the City.
