REQUEST: Approval of actions related to membership on the City's Marketing
Committee.
Recommendation
1. By Minute Motion, accept the resignations of Theresa Maggio, Arlene Amick,
and Barb Wagner; and recognize the technical resignation of Jerry Martin from
the Marketing Committee.
2. Waive further reading and adopt Resolution No. 2018 - 84 , a resolution of
the City of Palm Desert, amending the bylaws of the Marketing Committee to
decrease the number of members to seven (7).
Strategic Plan Objective
Appointment/Reappointment of individuals to the City's standing committees and
commissions furthers the Strategic Plan's objective of continuing to provide opportunities
of valuable citizen engagement in the City's governance.
Background Analysis
Due to recent changes in their employment, Theresa Maggio, Arlene Amick and
Barb Wagner have each indicated a need to resign from the Marketing Committee. Due
to lack of attendance, Jerry Martin has technically resigned from the Marketing
Committee. Staff would like to thank these members for their service to the City and
recommend that Council officially recognize their resignations.
In addition, because the City has in the past year moved to consolidate committees and
make them more efficient, staff recommends that the Marketing Committee bylaws be
amended to decrease the number of members of the Marketing Committee. Whereas
many City committees have five to seven members, the Marketing Committee bylaws call
for 11 members. The original intent of this seems to have been to include a wider cross
section of the community as it relates to tourism. However, by the very nature of their jobs
these members are extremely busy during the high season, which has created a
challenge in obtaining a quorum for committee meetings.

In the interest of seeking input from a broad spectrum of community partners, staff spends
considerable time in outreach to build relationships with marketers, business owners and
organizations throughout the City, which helps shape the City's marketing efforts. The
CVB and CVEP are also important partners in this regard, providing a larger marketing
context in which the City participates.
The resignation of these four Marketing Committee members renders this an opportune
time to rescale the Committee to a more efficient size. Staff believes that seven members
would ably accomplish the committee's advisory role, and would enable that committee
to reach a quorum more easily throughout the year. Therefore, staff recommends that the
Committee bylaws be amended to reduce the number of members from 11 to seven.

RESOLUTION NO. 2018 - 84
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM DESERT, CALIFORNIA, AMENDING RESOLUTION
NO. 03-49 TO DECREASE THE MEMBERSHIP OF THE
PALM DESERT MARKETING COMMITTEE
WHEREAS, in an effort to consolidate and increase the effectiveness of the
Palm Desert Marketing Committee, it is deemed prudent to decrease the number of
members appointed to the Committee.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Palm Desert, California, that the following portion of Resolution No. 03-49 is hereby
amended to read as follows:
"5. This Committee shall comprise no more than seven (7) members
representing one of the following categories: a large hotel, a small
hotel/motel, a large retailer, a small retailer, a shopping center, a
restaurant, culture/arts, local attraction or tourism advocate."
PASSED, APPROVED, AND ADOPTED at a regular meeting of the Palm
Desert City Council held on this 15th day of November, 2018, by the following
vote, to wit:
