REQUEST: Consideration to Approve Temporary Waiver to Palm Desert
Municipal Code (PDMC) Sections 11.01.080
(Consumption/Possession of Alcohol) and 11.01.140 (Amplified
Sound) at Homme Adams Park (72500 Thrush Road) for the 2019
Desert X Exhibition
Recommendation
By Minute Motion, approve temporary waiver to Palm Desert Municipal Code
(PDMC) sections 11.01.080 (consumption/possession of alcohol) and
11.01.140 (amplified sound) at Homme Adams Park (72500 Thrush Road) for
the 2019 Desert X Exhibition on various dates to be determined from February
9 to April 21, 2019.
Strategic Plan
Approval of the this item would help address the following priorities as specified in the
2013-2033 Strategic Plan, Envision Palm Desert- Forward Together.
- Economic Development Priority 3: Create and attract entertainment and events to
enhance and expand the Palm Desert economy and lifestyle.
- Tourism and Marketing Priority 2: Grow existing events and develop new events
to enhance the desirability of Palm Desert as a year round destination; Priority 3:
Attract new and developing travel/tourism markets; and Priority 4: Support the
City's tourism industry through enhancement of its marketing efforts with an
allocation of additional City resources, the development of partnerships, and
coordination of existing efforts.
Background Analysis
The Desert X Exhibition is scheduled to return to the Coachella Valley in February 2019.
One project currently under review is a structure to be built in Homme Adams Park. The
producers of DesertX have requested permission to occasionally serve alcohol (beer and
wine) and play background music at the structure on various evenings (dates to be
determined)throughout the exhibition scheduled from February 9 to April 21, 2019. These
evenings would be invitation only receptions for discussions with the artist about her

exhibit. If approved, staff will work with the producers to ensure that they obtain the
required permitting from the Department of Alcohol and Beverage Control and direct them
to work with the Palm Desert Police Department on security measures as needed.
Fiscal Analysis
There is no fiscal impact to the City associated with this request.
