REQUEST:
Approve the continued use of Office Team for the purpose of payroll
processing for student interns and ratify a modification to the FY
2018/2019 Office Team Purchase Order No. P114070 to $30,000 for
Student Interns.
Recommendation
By Minute Motion:
1. Authorize the use of Office Team for the purpose of payroll processing for
Student Interns for FY 2018/2019 in an amount not to exceed $30,000.
2. Ratify an increase in the Office Team Purchase Order No. P114070 in an
additional amount of $10,000.
Strategic Plan Obiective
Although this item is not related specifically to the Palm Desert Strategic Plan, adequate
staffing is required to achieve the goals outlined in the plan. In particular, Student Interns
provide low-cost assistance in entry level positions and providing internship opportunities
supports the City's broader economic and workforce development goals.
Background
One of the goals identified by the Council in the Citywide goal setting meeting for 2018
was the increased use of student interns. This goal serves multiple purposes, it provides
the City with cost effective work in entry-level positions, but more importantly it provides
a pathway to developing future public sector professionals. It also supports students in
our local university by providing real world experiences to develop their professional skills.
At its July 12, 2018 meeting the City Council approved the use of Office Team to provide
payroll processing for student interns, for an amount not to exceed $20,000. Our outreach
efforts, and the willingness of staff to take on interns, made 2018 one of the most
successful years for the program. We have had the opportunity to retain local CSUSB
students and will exceed the original $20,000 request.
Staff is requesting that the original request be modified to the amount of $30,000, an
increase of $10,000. There is no budget impact, as these funds will be reallocated from
funds designated for other temporary staffing.

Professional Services/Unique Services
Palm Desert Municipal Code Sections 3.30.080 (B) allows for Professional Services to be
awarded utilizing Best Competitive Value Procedure (Section 3.30.140.) Staff has
requested pricing information for the suggested vendors, along with information on
services provided, accounting and time keeping methods and recommends the continued
use of Office Team based on this evaluation.
Fiscal Analysis
These expenditures are included in the FY 2018/19 budget and there is no additional
fiscal impact.
