Contract No. C35520C STAFF REPORT CITY OF PALM DESERT PUBLIC WORKS DEPARTMENT MEETING DATE: December 13, 2018 PREPARED BY: Tom Garcia, PE, Director of Public Works REQUEST: Authorize the City Clerk to advertise a Notice Inviting Sealed Bids for the construction of the San Pablo Avenue Corridor Improvements — Phase I, from Highway 111 to Fred Waring Drive (Project No. 691- 16) Recommendation By Minute Motion: 1. Authorize the City Clerk to advertise a Notice Inviting Sealed Bids for the construction of the San Pablo Avenue Corridor Improvements — Phase I, from Highway 111 to Fred Waring Drive (Project No. 691-16). Strategic Plan The improvements to the San Pablo Corridor fulfill priorities identified in the City's Strategic Plan, including the following: • Tourism and Marketing — Priority 1: "Improve access to Palm Desert and its attractions to enhance the ease of lifestyle." • Transportation—Priority 1: "Create walkable neighborhoods and areas within Palm Desert that would include residential, retail, services and employment centers, and parks, recreation and open space to reduce the use of low occupancy vehicles." • Transportation — Priority 3: "De-emphasize single/low-occupancy vehicles and optimize modes of travel(bus, carpool, golf-cart, bicycle and pedestrian)." • Land Use - Priority 4: "Create a mixed-use city core integrating shopping, dining, lodging, and housing." Background Analysis The City's General Plan identifies San Pablo Avenue as a transformational corridor that helps to facilitate the development of a "downtown/city center." Chapter 10 provides three design options for the future road-diet configurations and enhanced pedestrian infrastructure. In May 2016, as part of the outreach effort to promote and demonstrate the transformation of the Corridor, the City hosted an 11-day "Vision San Pablo" event. Feedback from the community, especially from surrounding residents, was December 13, 2108 - Staff Report Authorization to Advertise for Bids— San Pablo Avenue Corridor Improvements— Phase I Page 2 of 5 overwhelmingly positive. Of those surveyed, 95 percent supported permanent street improvements along this corridor, and 83 percent supported the addition of roundabouts. At the conclusion of the event and at the direction of Interim City Manager Justin McCarthy, an internal team of City staff members was formed to discuss the ultimate configuration, themes, funding sources, and timeframe for the Corridor improvements. The team included members with various backgrounds and expertise, including representatives from the Office of the City Manager, Planning Division, Public Works Department, Finance Department, Economic Development Department, Public Art Division, and Special Programs. The intent of the team was to develop a preliminary plan that accomplishes the vision for the Corridor, accounts for existing conditions, and accounts for other City goals, such as an event space, public art, and economic development incentives. In July 2016, the City Council approved a contract with Sargent Town Planning to aid the team in this review. The plan produced by the consultant represents the collective efforts of the San Pablo team, and was vetted with the City Manager, the Director of Public Works, and the Director of Community Development. The preliminary design emphasizes pedestrian and bicycle safety through enhanced infrastructure, provides additional on- street parking along the entire length of the Corridor, incorporates new shade trees for added ambiance and cooling, and incorporates additional recreational space in proximity to existing neighborhoods. Traffic safety improvements are also incorporated into the conceptual design, such as locating pedestrian crossings at appropriate intersections, providing roundabouts at traveled intersections, and providing a physical barrier between bicyclists and vehicles north of Fred Waring Drive. The preliminary design also addresses grade changes in the commercial core of San Pablo Avenue by providing an interesting system of retaining walls. The retaining wall system provides a defined public space for pedestrians, and provides commercial tenants the ability to have an outdoor presence along the street. Economic development incentives and programs for how these spaces are utilized by tenants will be introduced at a later date. In July 2017, the City Council approved the preliminary design for the San Pablo Avenue Corridor Improvements project. In addition, the City Council added the San Pablo Corridor Improvements project to the City's Five-Year Capital Improvement Program (CIP), listing the project as high importance. The City Council also directed staff to prepare final construction drawings based on the concept. On March 22, 2018, the City Council awarded the design contract to Dokken Engineering for the San Pablo Avenue Corridor Improvements. The first phase of construction of the San Pablo Avenue Corridor Improvements is the roadway section from Highway 111 to Fred Waring Drive. The project detailed design incorporates the preliminary engineering approved previously by City Council with highlighted project elements including widened sidewalks, pedestrian crosswalks, pedestrian scale lighting, landscaping, drainage and pavement improvements, minor utility improvements, and a roundabout at the intersection of San Pablo Avenue and San Gorgonio Way. December 13, 2108 - Staff Report Authorization to Advertise for Bids— San Pablo Avenue Corridor Improvements— Phase I Page 3 of 5 Planning Commission Recommendation: At its regularly scheduled meeting of December 4, 2018, the Planning Commission reviewed the improvements plans for the San Pablo project. The Commission expressed their excitement to see the project move forward and had an impassioned conversation about the ultimate build-out and importance of the project. Ultimately, the Planning Commission recommended the following to the City Council: • Priority for this project should be focused on the Commercial Core area between Highway 111 and San Gorgonio Way. In this core area the following recommendations were made by the Planning Commission: o Materials: The Commission expressed concern over the value engineering decisions for this project, and asked staff to ensure the City Council considers the original design alternatives. The two specific areas addressed were pavers in the center parking area, and concrete finishes along the sidewalks. o Lighting: The Commission expressed that lighting is of critical concern for the success of this district. The Commission ultimately recommended that lighting be a high priority to ensure that the core is appropriately lit, safe, and comfortable for evening and nighttime use. o Landscaping:The Commission agreed upon two specific recommendations related to landscaping. Firstly, the box size of trees installed should be between 36"-48". Secondly, that tree planter box sizes within the main commercial core area should be maximized to the extent possible to provide additional opportunities for landscaping. o Signage: Vice-Chair Holt indicated that signage / branding could be important to the success of the street. It was agreed upon that signage is important however, the street should function for a period of time prior to locating signs. • Commissioners believed the elimination of the right turn lane at San Pablo and Highway 111 was a "strong improvement," by providing additional spaces for landscaping and activities. • Commissioners also recommended that staff continually review the need for additional mid-block crossings north of San Gorgonio Way. At the conclusion of the discussion, the Planning Commission expressed enthusiasm with how far this project has come and their excitement in bringing it to reality. Commissioner Pradetto stated that he was happy that the City was making a conscious decision to favor pedestrians and people in this area. With City Council approval, bids for the first phase will be advertised beginning February 2019. With City Council concurrence, staff will include bid alternates to address the input and recommendations from the Planning Commission concerning the value engineering December 13, 2108 - Staff Report Authorization to Advertise for Bids— San Pablo Avenue Corridor Improvements— Phase I Page 4 of 5 done for the project to maintain project construction costs within existing available sources. When the construction bid award recommendation is brought before the City Council for approval, staff will review with the City Council the proposed bid alternates for acceptability, budget and schedule impacts. Construction will proceed after the City Council approves the award of a contract in Spring 2019, with construction of the first phase anticipated completion in Summer 2020. Design continues on the second phase of the San Pablo Avenue Corridor Improvements; the section from Fred Waring Drive to Magnesia Falls Drive includes the second roundabout at the entrance to College of the Desert. The City has applied for up to $4,167,000 in Caltrans Active Transportation Program grant funding, which, if awarded, will substantially defray the City's construction costs for the second phase of construction. The City is presently awaiting notice if the grant will be awarded. Plans for the second phase of the Corridor project are expected to be completed mid-2019 with construction anticipated to begin by the end of 2019 and be completed by mid-2020. Staff is requesting City Council approval to proceed with bidding this first phase of construction of the San Pablo Avenue Corridor Improvements project. Sets of the proposed construction plans are available for review by Councilmembers in the Council Office Conference Room. Fiscal Analysis The construction estimate for the first phase of the San Pablo Corridor Improvements is currently at $7.8 million. No General Fund monies are proposed for use on this project. Bond funding is currently available. Staff is utilizing Drainage and Street Rehabilitation funds for the San Pablo Project as well. The Drainage Funds are being used to enhance the drainage infrastructure for the area to serve future high-density development. The Street Maintenance Funds are being utilized as this section of San Pablo was previously scheduled to be rehabilitated, but that maintenance was deferred while this project was under design. As the project includes the rehabilitation of the San Pablo street section, it is staff's opinion that the use of Street Maintenance funds is both viable and appropriate. Beyond the cost of publication there is no fiscal impact associated with this action. Funds are available for this project in Account Number 213-4389-433-4001. LEGAL REVIEW DEPT.
