REQUEST: CONSIDERATION TO APPROVE AN EXCEPTION TO PALM
DESERT MUNICIPAL CODE SECTION 9.58.010
(CONSUMPTION OF ALCOHOLIC BEVERAGES ON PUBLIC
PROPERTY) FOR THE SALE AND CONSUMPTION OF
ALCOHOL BY THE JOSLYN CENTER (73-750 CATALINA
WAY).

Recommendation
By Minute Motion,
1. Approve an exception to Palm Desert Municipal Code Section 9.58.010
(Consumption of Alcoholic Beverages on Public Property) at the Joslyn
Center (73-750 Catalina Way), for an event on January 22, 2017.
2. Authorize the City Manager to sign the Daily License Application from
the California Department of Alcoholic Beverage Control for this event.
Strategic Plan Obiective
Approval of this request does not directly tie into the strategic results portion identified
in the Palm Desert Strategic Plan; however, events at the Joslyn Center are geared
toward a wide audience and provide a cultural and lifestyle enrichment for all ages.
Discussion
The Joslyn Center is a nonprofit community organization providing programs, services and
activities for adults over 50 years old in Palm Desert, Rancho Mirage and Indian Wells.
The Center hosts numerous weekly programs and activities that are designed to
encourage active involvement. Members have access to the Center's free activities and
clubs as well as discounts to select fee -based programs.
The Joslyn Center is hosting an event on Sunday, January 22, 2017, to celebrate Arthur
Newman's 93rd birthday and the Center's thirty five (35) years of service to the community.
Mr. Newman is a former Rancho Mirage City Councilmember who remains very active in
the community. There will also be an evening of cabaret, with entertainment provided by a
pianist.

As the Center is serving liquor at a City owned property, an exception to Palm Desert
Municipal Code Section 9.58.010 is required. The Center completed a daily license
application from the California Department of Alcoholic Beverage Control (ABC) that will be
submitted contingent upon City Council approval.
They also have submitted a temporary use permit application for this event through the
City's Community Development Department. The City's Risk Manager confirmed that the
Joslyn Center maintains liquor liability coverage. Staff recommends approval of the
exception and authorization of the City Manager to sign the ABC application.
