Recommendation
By Minute Motion, authorize the Palm Desert Fire Department to purchase a MSA
E6000 Thermal Imager from Fire-Etc (San Diego, CA) In the amount of $8,046.
Monies are available for this purchase within Equipment Replacement Fund Account
Number 5304220-4404000.
Commission Action
The Palm Desert Public Safety Commission will review this matter at their January 11,
2017, meeting. Their action is unknown at the time of preparation of this report. Staff will
provide a verbal update to the City Council on the Commission's action if they take
exception to staff's recommendation.
Strategic Plan Objective
This item is related to the Public Safety and Emergency Services section of the Palm
Desert Strategic Plan, specifically under Priority 1: Enhance the delivery of public
safety services. The priority's strategy is to expand the existing superlative services
provided by the fire and police departments to address future growth and safety
concerns. By replacing a defective thermal imaging camera, the City ensures that the
Fire Department continues to have a critical fire protection and life safety tool they can
use during an emergency response.
Discussion
Thermal imaging cameras (TICs) are devices that translate thermal energy (heat) into
visible light to analyze a particular object or scene. They are considered sophisticated
devices that process the captured image and display it on a screen. When using a TIC, a
fire department can identify victims through smoke and identify hotspots.

The two TICs utilized by the Palm Desert Fire Department are a critical tool for fire
protection and life safety, which are housed on Ladder Truck No. 33 (T33). During fire
ground operations they routinely split the crew of the ladder truck into an "Inside Crew" and
"Outside Crew". The Inside Crew makes forcible entry into the structure, performing search
and rescue and identifying optimal tactics for the Outside Crew. The Outside Crew is
responsible for many ground functions that support the operations, including structure
ventilation.
One of the thermal imaging units was damaged during a fire response in 2015. It was
evaluated by the vendor and deemed inoperable, requiring replacement. In the interim, a
loaner unit from a neighboring city was used in place of the damaged TIC. Staff respectfully
recommends the purchase of one thermal imaging camera in the amount of $8,046 from
Fire-Etc (San Diego), one of two authorized representatives for the manufacturer, MSA-The
Safety Company. Fire-Etc has the lowest price for this imager and Riverside County
purchased two similar units from them this year.
Fiscal Impact
Approval of staff's recommendation will authorize the Fire Department to purchase a new
MSA E6000 Plus thermal imaging camera in the amount of $8,046. Monies are available for
this purchase within Equipment Replacement Fund Account Number 5304220-4404000; no
appropriation is required.
As this unit is replacing a damaged one, Staff submitted a claim to the City's insurer, the
California Joint Powers Insurance Authority (CJPIA). The CJPIA will offset the cost of the
new TIC by $3,046 and the City will be responsible for the remaining $5,000 insurance
deductible.
