SUBMITTED BY: Kimberly Warpinski, Management Analyst DATE: January 12, 2017 APPLICANT: Edna Carlson Pete Carlson's Golf& Tennis 73-741-HIGHWAY 111 PALM DESERT, CA 92260 CONTENTS: Event White Sheet Recommendation By Minute Motion, approve the following: 1) The 2017 Tennis Expo at Civic Center Park Tennis Courts scheduled for Saturday, February 4, 2017, from 10:00 a.m. to 5:00 p.m.; 2) Temporary waiver of Palm Desert Municipal Code (PDMC) Section 11.01.080.0 (Erection of Advertising Signage in Parks); 3) Temporary waiver of Palm Desert Municipal Code (PDMC) Section 11.01.080 (Prohibited Conduct Generally in City Parks, Item Q — Vendor Sales); 4) Temporary waiver of Palm Desert Municipal Code (PDMC) Section 11.01.140 (Amplified Sound). Strategic Plan Objective Approval of the 2017 Tennis Expo at Civic Center Park Tennis Courts event would impact the following Parks and Recreation and Economic Development priorities as specified in the 2013-2033 Strategic Plan, Envision Palm Desert— Forward Together: • Strategic Plan, Parks and Recreation Priority 3: Make recreational and exercise opportunities available in all public spaces. • Strategic Plan, Economic Development Priority 3: Create and attract entertainment and events to enhance and expand the Palm Desert economy and lifestyle. Staff Report 2017 Tennis Expo at Civic Center Park Page 2 of 3 January 12, 2017 Executive Summary Approval by the City Council would allow the 2017 Tennis Expo at Civic Center Park Tennis Courts to be a wonderful way to energize and educate our residents by encouraging participation in healthy activities and educational seminars. Ultimately, this would serve to improve the overall well-being of our Palm Desert community as it relates to the sport of tennis. Background Staff was approached by Ms. Edna Carlson with Pete Carlson's Golf & Tennis about producing a one-day tennis expo at the Civic Center Park Tennis Courts that would serve to bring the tennis advocates in our community together for a fun day of learning about the sport of tennis and related offerings in our city. The proposed event is completely contained within the Civic Center Park Tennis Courts and would require no road closures, traffic control, or police support. There will be no charge for general admission to the event and, if approved, the event producers will book four of the five available courts through the Desert Recreation District, leaving one court available for recreational use. The event will be completely orchestrated by the event producer, keeping the DRD and City staff apprised of evolving plans and logistics. One of the objectives of the Community Development Department is to see more events such as this come to life in our park spaces that serve to bring community members together under a common goal of healthier, happier living through athletics. Below, please find a brief overview of details and scope: • Event Producer: Pete Carlson's Golf& Tennis VP • Purpose: To have people of the community demo tennis racquets and to introduce people in the community of all ages to the game of tennis. • Vendors: Pete Carlson's Golf& Tennis • Manufacturer Representatives Involved: Prince, Wilson, Head, Babolat and Pickable. • Demo: Attendees will have the opportunity to demo the latest in tennis racquets free and have the opportunity to purchase merchandise at a discounted price. There is no admission fee for this event. This event will come at a perfect time during the year when the BNP Paribas will be going on in the Valley; therefore increasing potential attendance and interest. The event producer is hoping to create something special serving our community and educating the public about the sport of tennis.
