Strategic Plan Objective Approval of the 2017 Fight the Bite 5k and Health & Resource Fair would impact the following Parks and Recreation and Economic Development priorities as specified in the 2013-2033 Strategic Plan, Envision Palm Desert— Forward Together: • Parks and Recreation Priority 3: Make recreational and exercise opportunities available in all public spaces. • Economic Development Priority 3: Create and attract entertainment and events to enhance and expand the Palm Desert economy and lifestyle. Executive Summary Approval of staff's request will serve to create an organized, interactive event day for the proposed athletic challenge. The "Fight the Bite 5K and Health and Resource Fair" is organized by the Coachella Valley Mosquito and Vector Control District and aims to raise awareness about: • The dangers of mosquito-borne diseases in the Coachella Valley Staff Report 2017 Fight the Bite 5k and Health & Resource Fair Page 2 of 3 January 12, 2017 • Future threats from invasive mosquito species recently detected here • Tips on what can be done to prevent mosquito breeding and mosquito bites This event is open to runners and walkers of all ages and abilities - families, friends, and colleagues are all encouraged to participate. In conjunction with the event, the approval allows the event organizer to host an exposition area where attendees can learn about recreation, fitness, sporting goods/wares, and other beneficial services. Their vision is to host an event that showcases all varieties of healthy living, including mindful practices as they relate to mosquito borne illnesses. Discussion The 2017 Fight the Bite 5k and Health & Resource Fair is proposed for Saturday, April 8, 2017. This date has no existing conflicts with area events. The event will begin and end within Civic Center Park, and includes pre and post activities including music and an award ceremony (both of which require amplified sound). There will be no vendor sales taking place in the park, nor any alcoholic beverages present. The race organizer is projecting 300-500 event attendees. Provided below are pertinent details relative to the courses, public safety, and traffic control for the event: • 5K Course: The 5K course will begin and end at the Palm Desert Civic Center Park and will include use of Magnesia Falls Drive from the entrance to the Palm Desert Aquatic Center to Monterey Avenue and San Pablo Avenue from Magnesia Falls Drive to Fred Waring Drive. (See attached USATF certified course map). • Public Safety: Police services will be contracted by the event organizer for this event in order to ensure public safety on the road. Upon approval of the 2017 event, staff will remain privy to discussions the event producer has with police and fire to ensure that an appropriate level of traffic control and public safety services are planned for the event. • Traffic Control: Attached is the draft traffic control plan for the 2017 event. The road closures and set-up will begin at 5:00 a.m. with on-site registration beginning at 7:00 a.m. and the race starting at 8:00 a.m. The route will be cleared of all barriers no later than 11:00 a.m. Staff will ensure the event producer is in compliance with City standards upon finalization of the event traffic control plan. The road closures/barricades set up along the course will be accompanied by a police officer, where necessary, to allow vehicular traffic to proceed as well as ensure safety of the race participants. In addition, traffic control cleanup will follow the last participant to ensure that roads open in a timely manner.
