GROUP, RELATING TO THE ENGINEERING DESIGN OF THE
ALESSANDRO WEST IMPROVEMENT PROJECT

Recommendation
By Minute Motion that the City Council:
1. Approve Amendment No. 2 to Contract No. C33330A with The Altum
Group in the amount of$27,127.00, for the Alessandro West Improvement
Project design;
2. Funds are currently available in Capital Project Fund Account No.
4004341-4400100 and will be reimbursed to the City from bond proceeds
pursuant to the approved Alessandro Bond Proceeds Funding Agreement;
3. Authorize the City Manager to execute the amendment and any
documents necessary to facilitate the contract award and implemenation.
Strategic Plan Objective
The Alessandro West Improvement Project will contribute to the City's Strategic Plan and is
directly linked to the Economic Development Priority 1: Expand job and business creation
opportunities and Action Step 3 - Revitalize Highway 111.
Background
In March of 2015, the City Council authorized a contract with the Altum Group in the amount
of $105,560.00 to complete the engineering design for the Alessandro West Improvement
Project.
On June 9, 2017, the City Council approved Contract Amendment No. 1 in the amount of
$28,860.00 to address the additional field surveying necessary to complete the unexpected
design changes, additional work required for the completion of the Water Quality
Management Plan and utility coordination required to relocate utilities in the alley.

The project as a whole proposes to widen and improve the Alessandro West corridor by
adding new public parking spaces with landscaping and lighting improvements from Las
Palmas Avenue on the east to approximately 300 feet east of Monterey Avenue on the
west. The project would widen the majority of Alessandro West by 27.0 feet to a total width
of 47.0 feet, and would provide public parking at a 90-degree angle on the north side of
Alessandro West, perpendicular to a new six foot block wall barrier adjoining residential
parcels to the north. The project will also involve the closure of San Marcos Way to
vehicular access, but will maintain pedestrian access. The San Marcos road has been
vacated and the adjacent parcels to the east and west may be consolidated to create a
central parking facility that would further assist with the goals of expanding businesses and
the concepts that were developed as part of the General Plan update.
The second component of the Alessandro West Improvements includes the demolition of
existing carports located in front of the Las Palmas Apartments and the construction of new
public parking spaces to be owned by the City. New carports for use by the apartment
tenants will be constructed on the adjacent property, west of the existing apartments. The
property that will house the new apartment tenant carports has been transferred to the
owner of the apartment complex.
Discussion
The Altum Group has completed the engineering design for the Alessandro West
Improvement Project. Amendment No. 2 to The Altum Group contract is requested to
address additional design work not included in the original contract. Specifically, the
contract amendment includes the following components:
• Revisions to the Alessandro West Street Plans required the relocation of water
meters located in the alley that serve residential properties to the north and the
existing apartment complex at Las Palmas Avenue.
• Additional utility coordination required to address the relocation of existing utilities
such as gas, electricity, telephone and cable.
• Additional project management and coordination
• Costs associated with new requirements to utilize prevailing wages for field survey
work.
The Altum Group's proposed contract amendment is in the amount not to exceed
$27,127.00. Staff recommends that the City Council authorize the City Manager to execute
the amendment to the agreement. Once the utility coordination is complete, the project is
expected to be placed out to bid in April of 2017 and construction is expected to begin in the
summer.
Utility Undergrounding:
The overhead utilities along the Alessandro West corridor are located on existing wood
poles and serve both the commercial properties to the south and the residential properties
to the north of the alley. The overhead utilities span a distance of approximately 0.5 miles

from Monterey Avenue to San Pablo Avenue. Staff has investigated the potential cost and
schedule implications to include the undergrounding of the overhead electric, telephone and
cable as part of the Alessandro West Corridor Project. The estimated cost to underground
the utilities within the corridor is approximately $2 to $3 million. If the City Council chose to
include the utility undergrounding as part of the Alessandro West Improvement Project, the
project would be delayed approximately 12 to 18 months to allow the design of the
undergrounding. Staff recommends that the Alessandro West Project proceed as
scheduled without the utility undergrounding. If the City Council chooses to pursue the utility
undergrounding, staff recommends that it be done as a separate project.
Fiscal Analysis
The Alessandro West Improvement Project is eligible to be funded from Project Area 1 bond
funds and $2,100,000 has been programmed for this project. Funds for this project are
currently available in Account No. 4004341-4400100. Although the Capital Projects Fund
would initially advance the funds for the design and construction of the Alessandro West
Improvement Project, the City will be reimbursed by the Successor Agency pursuant to the
approved Alessandro Bond Proceeds Funding Agreement and funds available from the
Project Area 1 Bond Funds.

The Altum Group (Altum) has been requested by (Client) to provide a scope and fee for utility
improvements associated with the Alessandro project, located in Palm Desert,California. Altum's
scope of work is based on a Request for Proposal provided by Client, and our experience with this
type of project.
• SCOPE OF SERVICES
Task 1—Revise Alessandro Street Plans— West of Apartments
Current plan set shows water meter relocation along the existing alley. Revise plans to show
removal of existing water meters only. Revise plan set to show slurry fill along water line
abandonment on San Marcos Avenue and relocation of irrigation meter. Revise plans to show the
installation of new water meters and service connections from the front of the existing dwellings
along Alessandro, per direction from CVWD.
Task 2—Revise Alessandro Street Plans—Apartment Set
Revise plans to show removal of existing water meters serving the apartment complex and relocate
to Las Palmas Avenue, including routing of the private line through the interior of the apartments.
Task 3—Site Visit
Perform site inspections as needed to establish alignments and points of connection.A field survey
is not included.
Task 4—Project Management& Coordination (T&M)
Coordinate relocation of water meter services and connections with RGA and CVWD.
• ASSUMPTIONS AND EXCLUSIONS
1. Altum assumes that final water meter box visit locations can be determined based on a
field visit and that CVWD can determine location and elevation based on marks set on
the existing curb.
2. Altum assumes that only minor survey is required to perform the work included in this
scope of services may be included.

This Professional Service Amendment covers changes to the subject contract as described herein. The Consultant
shall perform all work as necessary or required to complete the Professional Service Amendment items for a lump
sum price agreed upon between the Consultant and the City of Palm Desert, otherwise referred to as Owner.
Contract Time Extension 30 Days.
Revised Contract Total Varies from one semiannual update to the next based on number of pages requiring
editing/reprintinq .
The undersigned Consultant approves the foregoing Professional Service Amendment# 1 as to the changes, if any,
in the contract price specified for each item including any and all supervision costs and other miscellaneous costs
relating to the change in work, and as to the extension of time allowed, if any, for completion of the entire work on
account of said Professional Service Amendment # 1 . The Consultant agrees to furnish all labor and materials and
perform all other necessary work, inclusive of that directly or indirectly related to the approved time extension, required
to complete the Professional Service Amendment items. This document will become a supplement of the contract and
all provisions will apply hereto. It is understood that the Professional Service Amendment shall be effective when
approved by the Owner.
Execution of this Professional Service Amendment by the Consultant constitutes a binding accord and satisfaction that
fully satisfies, waives, and releases the Owner from all claims, demands, costs, and liabilities, in contract, law or
equity, arising out of or related to the subject of the Professional Service Amendment, whether known or unknown,
including but not limited to direct and indirect costs and/or damages for delay, disruption, acceleration, and loss of
productivity, as well as any and all consequential damages.
This document will become a supplement to the Contract and all provisions will apply hereto, all items included above
must have required signatures as per the purchase resolution.
