Aryan, Risk Manager DATE: January 26, 2017 CONTENTS: 2016 BMW R1200 RT-P Motorcycle Bid Signatory Page Recommendation By minute motion, approve the purchase of a 2016 BMW R1200 RT-P motorcycle and emergency equipment from BMW Motorcycles of Riverside in the amount of $29,451.27. Commission Action The Palm Desert Public Safety Commission reviewed this item at their January 11, 2017, meeting and recommended approval (5-1-1). One commissioner was concerned about the higher maintenance costs of a BMW motorcycle over a Honda motorcycle and voted no. The Police Department indicated that while the Honda units may have cheaper replacement parts, BMW components tend to last longer. The BMWs are switching from an air cooled to a water cooled system, which should reduce maintenance costs making them more comparable to the Honda units. The Police Department continues to recommend BMW motorcycles for use by the Traffic Team. Strategic Plan Objective This item relates to the Public Safety and Emergency Services section of the Palm Desert Strategic Plan, specifically under Priority 1: Enhance the delivery of public safety services. The priority's strategy is to expand the existing superlative services provided by the fire and police departments to address future growth and safety concerns. The purchase of a 2016 BMW R1200 RT-P motorcycle permits the Police Department Traffic Enforcement Team to continue mitigating traffic safety concerns. Staff Report: 2016 BMW Police Motorcycle Purchase January 26, 2017 Page 2 of 3 Discussion The Palm Desert Police Department's Traffic Enforcement Team is comprised of a sergeant and eight motor officers. Each team member is assigned a fully outfitted police motorcycle. The Police Department currently has the following ten motor units within its fleet: MOTOR NUMBER YEAR & MAKE M-872 2007 Honda M-878 2007 Honda N/A-Trainer 2007 Honda N/A-Spare 2009 Honda M-130Sergeant 2009 Honda M-873 2012 BMW M-877 2012 BMW M-875 2013 BMW M-871 2013 BMW M-874 2015 BMW In 2012, the City Council approved the following police motorcycles replacement schedule: FISCAL YEAR REPLACEMENT RECOMMENDATION FY 2011/12 Replaced Two BMW Units FY 2013/14 Replaced Two BMW Units FY 2014/15-Thereafter Replace One Honda Unit p/year The City issued a Notice Inviting Sealed Bids for a new 2016 BMW R1200 RT-P motorcycle and emergency equipment. BMW Motorcycles of Riverside was the only bidder and submitted a purchase price of $29,451.27. Staff also requested a bid for a FY 2017/18 motorcycle purchase, should the City Council approve another unit as part of the FY 2017/18 budget process. The cost is the same as this unit and would be for a 2016 or most current year available. Staff recommends moving forward with this purchase. The Traffic Team currently has two unfilled positions; however, this is a pilot program and Council may direct that they be filled in the future. In order to maintain a viable fleet, with alternate and training motorcycles, the Police Department and Staff recommend replacing one of the 2007 Hondas. At ten years old they are unreliable. The cost of the new motorcycle is $29,451.27 (excluding graphics). This amount includes applicable taxes, labor, and the necessary aftermarket law enforcement accessories.
