Recommendation
By Minute Motion:
1) Architectural Review Commission:
a) Appoint Douglas Brewer to fill the term formerly held by Paul Clark (12/31/20), who is being
transferred to the Cultural Resources Preservation Committee; reappoint Michael McAuliffe for
a four-year term (1/1/17 - 12/31/20); extend sincere appreciation to Mr. Eugene Colombini for
his service to the Architectural Review and Housing Commissions for the last seven (7) years.
b) Direct staff to prepare the appropriate legislative enactment document and return to City
Council with it in order to reduce Architectural Review Commission from nine (9) to seven (7)
members from this point forward.
2) Art In Public Places Commission: Appoint Carol Adney to the vacant term formerly held by
Norma Bussing (12/31/19).
3) Building Board of Appeals & Condemnation: Subject to her agreement to serve, appoint
Deborah Hall to the vacant term formerly held by Eric Vogt (12/31/17) and appoint Michael Rover
to the vacant term formerly held by Robyn Ritchey (12/31/20).
4) Cultural Resources Preservation Committee: Appoint Paul Clark to the vacant term formerly held
by Leslie Roth (12/31/20); reappoint Don Graybill and Tom Mortensen each to a four-year term
(1/1/17 - 12/31/20).
5) El Paseo Business Association Board of Directors: Reappoint Elyssa Goldberg and Susan Stauber
each to a four-year term (1/1/17 - 12/31/20).
6) Housing Commission: Appoint Beverly Fitzgerald to the vacant term formerly held by Jane Turner
(12/31/17).
7) Library Promotion Committee: Appoint Carol Marcuse to the vacant term formerly held by
Aaron Bonner(12/31/20); reappoint Marilyn Hahn and Ella Manor each to four-year terms(1/1/17-
12/31/20).
8) Parks & Recreation Commission: Appoint Van Tanner to the vacant term formerly held by
Ray Rodriguez Jr. (12/31/17); reappoint Deborah Hall and Mary Helen Kelly each to a four-year
term (1/1/17 - 12/31/20); transfer Alternate Member Lindsay Holt to the Planning Commission.
9) Planning Commission: Appoint Lindsay Holt to the vacant term formerly held by Kathleen Kelly
(12/31/19); reappoint Nancy DeLuna to a four-year term (1/1/17 - 12/31/20).

11) Rent Review Commission: Confirm reappointment of William Adams and Ken Dorf each to a four-
year term effective last year(1/1/16-12/31/19)when reappointments were temporarily suspended
subject to outcome of reorganizing the Commission; and reappoint Brian Torsney to a four-year
term (1/1/17 - 12/31/20).
12) Citizen's Sustainability Committee: Appoint Jim Schmid to the vacant term formerly held by
David Koller (12/31/18) and David O'Donnell to the vacant term formerly held by Bob Leo
(12/31/17); reappoint Tommy Edwards and Greg Gritters each to a four-year term (1/1/17 -
12/31/20).
13) Youth Committee: Reappoint Zachary Berenbaum, Matthew Chang, Isaac Cho, Patricia Dan,
Timothy Fitzpatrick, Ismael Haile, Tacie Johnson, Claire Kim, Lily Kim, Sarah Lauer, Uriah Shaw,
and Dania Wood, pursuant to Committee Bylaws, each for a one-year term (1/1/17 - 12/31/17).
Strategic Plan Objective
Appointment/Reappointment of individuals to the City's standing Committees and Commissions furthers
the Strategic Plan's objective of continuing to provide opportunities for valuable citizen engagement in the
City's governance.
Background
City Councilmembers were provided with copies of current active Committee/Commission applications and
roster information on December 14, 2016, and interviews of selected incumbents and applicants were
scheduled for a City Council Study Session on Monday, January 9 . Following the Study Session, staff was
given direction about reappointments and new appointments, as indicated above. Therefore,your approval
of the recommendations is respectfully requested.
Fiscal Analysis
Appointments and reappointments to City Committees and Commissions do not make a fiscal impact on
the City Budget.

Personal Statement of Qualifications
I moved here in 1999 to be Director of the Capital Campaign which resulted in 13 million dollars to
begin building the Cal State campus here in Palm Desert. Prior to that time, and since 1975 I
worked full time in arts organizations ranging from large art museums to teaching Gallery
Management to students in Colorado Springs at the Un. of Colorado. As a member of the San
Francisco ArtTable (women leaders in the visual arts) I served as Treasurer.
I competed for and was awarded a Critics Fellowship from the National Endowment for the Arts.
That eventually produced two major exhibitions presented at Indiana University-Purdue University
in Indianapolis. One of those exhibits traveled to 2 other states with a hard-bound color catalogue
which I wrote. During that time I was writing published articles, including one for Artforum
magazine and Herron Gallery was covered in Art in America.
At Falkirk Cultural Center we organized and funded an exhibit of contemporary Native American
art which traveled with a catalogue to five locations from Northern California to Washington
D.C.. Earlier I organized a student film festival,and was responsible for a national public art
competition which resulted in a large site specific work being built for the Indianapolis Art League.
In almost every position I was provided with funds for staff,yet needed to raise additional funds
to cover the costs of programs and exceptional exhibits. This long term fund raising
responsibility resulted in my being recruited to become the Capital Campaign Director for Cal
State. I have been fortunate to work in the visual arts and follow a passion that has guided my
life. Now, I am semi-retired and want to re-involve myself as a volunteer by contributing my
experience and skills where they can be helpful.

The commission meeting was very well run by the staff in a business-like manner. It started on time and
went through the agenda at a good speed. It was impressive that I was emailed the agenda in advance.
The commissioners had good questions and true interest in the topics. They were also well informed
about the recent and future activities. Particularly interesting was a slide presentation of sculpture
exhibited at a national public art conference. Deborah provided enlightening information about the
works,and the current trends that are evolving due to the marriage of technology and what is thought of
as traditional sculpture. I was impressed,and have the potential of being a good addition to the current
Commission. I now have time,and can make a commitment to become a volunteer for the City of Palm
Desert.

I am writing this letter to request consideration of the City Council for re-appointment to the Architectural
Review Commission for another four-year term. My current term expires on December 31, 2016. The
election of new council members and the expected re-organization of the Council this coming month leaves me
with a certain level of uncertainty as to proper protocol in this matter. I have therefore directed this letter to
you, with copies to council members. Please direct this letter and copies to the appropriate party for further
action.
I have served on the Architectural Review Commission since May 2012. I have enjoyed working with the
commission members and the city staff. During this time period, I feel I have expanded by personal knowledge
both professionally and regarding the organization and geography of the City of Palm Desert. Among my past
experiences of relevance to the commission:
1992: Received membership in the American Institute of Certified Planners(AICP),the national
accreditation for the Planning profession through the American Planning Association.
2009: Retired after thirty years from the Riverside County Planning Department, previously supervising
the department's Desert Office since 1983 (being a desert resident since that time).
2014: Elected as Vice-Director of Policy, Inland Empire Section of the American Planning Association.
I am active in Toastmasters International, being a member of Confident Speakers Toastmasters Club of Palm
Desert and have made presentations to the Palm Desert Historical Society. 0

I am writing with regard to the current vacant seat on the City of Palm Desert's Planning Commission and my
desire to obtain a position on said Commission.I believe that I would be an excellent candidate for the Planning
Commission given both my knowledge of position requirements and my background and credentials,which are
available for review on the attached Resume.
I completed my BA in Political Science and Urban Studies and Planning at the University of California,San Diego
and obtained my MPA from San Diego State University where I graduated magna cum laude. In July of 2015, I
obtained a Certificate in Non-Profit Management from the University of California, Riverside. It has always been
my intent to serve communities and their governments on a local level.I have served as a contract City Planner
and Community Development Director for various cities throughout Southern California and Western Arizona
including the cities of Blythe,Calipatria, Holtville, Imperial and Westmorland,California and the Town of
Quartzsite,Arizona. In these positions, I was responsible for managing the Planning and Community Development
Departments,and often times managed projects for the Engineering and Code Enforcement Departments as well. I
reported directly to the City/Town Manager and often worked with the City/Town Manager on both short and
long-term city projects and programs.
I also served on the City of Cottonwood Heights' Planning Commission,a position held from August 2009 to March
2014. I was the youngest member,as well as the first female,to ever have served on the Commission.This position
allowed me to become familiar with the policies and procedures of the City,as well as rules and regulations
relative to planning and municipal management.It also afforded me the opportunity to work with a variety of local
and regional residents,stakeholders,interest groups,businesses,government staff and politicians. My experiences
in municipal government, private business and while serving on the Planning Commission have allowed me to
better balance the needs of the public,community organizations,interest groups and government agencies. I am
also a member of the Palm Desert Rotary Club and regularly participate on special committees for volunteer
opportunities.

I would like to express my interest in the City of Palm Desert Planning Commission. I have had the
pleasure of calling the City of Palm Desert home for all of my life. In fact, my family has roots in the City
since 1962. While I've witnessed many changes over the years,one constant has been Palm Desert's
commitment to allowing its residents and visitors to enjoy life, and thrive both economically and safely.
Where people live, work, and play, how they travel,and the quality of these experiences,depends in
large part upon something few people ever think about: land use planning. I would very much
appreciate the opportunity to give back to the City through continuing and building upon the efforts
taken before me.
I have not only been a long time resident of the City of Palm Desert, but I have also been a business
owner(Tri-A-Bike on San Pablo) within the City for over 30 year as well as a residential and commercial
property owner. I believe my perspective through various lenses can add value to the City's Planning
Commission and help positively shape the long-term policies and objectives as they relate to Palm
Desert's socioeconomic concerns.
