CALL TO ORDER Chairperson Boren convened the meeting at 9:02 a.m. II. ROLL CALL Present Absent Maureen Boren Sonia Campbell Donna Jean Darby Katherine Hough Lesley Miller Also Present Deborah S. Glickman, Management Analyst Debbie Thompson, Recording Secretary Ron Gregory, Planning Commission Liaison John Vuksic, Architectural Review Commission Liaison Kathy May, Guest III. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Minutes of the regular meeting held on September 14, 2016. Commissioner Hough moved to approve the Minutes of September 14, 2016. Motion was seconded by Commissioner Campbell and carried 4-0-1 with Boren, Campbell, Hough, and Miller voting A YE, with Darby ABSTAINING. Art in Public Places Minutes November 2, 2016 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Councilmember Susan Marie Weber Councilmember Weber asked Ms. Glickman to give a report regarding the Helen Putnam Award. Ms. Glickman announced that the City of Palm Desert was awarded the League of California Cities Helen Putman Award for its First Weekend program at the League's annual conference in October. A contract to extend the loan of Large Steel Roots was approved. A contract was awarded to FG Creative to manage the Swing `N Hops event held on February 4 as part of First Weekend. The contract with Otocast LLC, the company for the app for the 2017/2018 El Paseo Exhibition, was approved. B. PLANNING COMMISSION REPORT — Ron Gregory Mr. Gregory reported that the Planning Commission approved the precise plan and Conditional Use Permit for the expansion of the Living Desert, and the update to the City's General Plan. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT — John Vuksic Mr. Vuksic reported that a veterinarian clinic will be added to Barkingham Palace, and a three story building on El Paseo with retail on the lower level and two floors of residential was approved. The architectural design for Jared Jewelers came back to ARC for the second time and the Commission is asking for a more inspiring building design. VI. CONSENT ITEMS HELD OVER NONE 2 Art in Public Places Minutes November 2, 2016 VII. NEW BUSINESS A. SELECT A THEME AND TITLE FOR THE 2017 STUDENT ART AND ESSAY CONTEST Commissioner Darby suggested the title, When the School Bell Rings. Other suggestions were Art Can Change Your Life, Art Is All Around Us, and We See Art In Many Things. After much discussion, the Commission concurred to select the theme and title of the 2017 Student Art and Essay Contest to be When the School Bell Rings. Motion was seconded by Commissioner Hough and carried 5-0-0 with Boren, Campbell, Darby, Hough, and Miller voting AYE. Ms. Thompson noted that Commissioners Bussing and Thompson had assisted with the judging of the art and essays in the past and that she will need help from the Commission to judge the contest. She will also need someone to announce the winners at the Award Ceremony. Commissioner Darby stated that she will read and judge all of the essays and Chairperson Boren will judge the art and announce the winners at the Award Ceremony. B. CONSIDERATION OF ARTISTS(S) TO BE INCLUDED IN THE CITY OF PALM DESERT'S ARTIST REGISTRY Artists BJ Kribineck and Gabaldon applied to be included in the City of Palm Desert's Artist Registry. Commissioner Hough moved to accept artists BJ Kribineck and Gabaldon in the City of Palm Desert's Artist Registry. Motion was seconded by Commissioner Darby and carried 5-0-0 with Boren, Campbell, Darby, Hough, and Miller voting AYE. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE 3 Art in Public Places Minutes November 2, 2016 X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Glickman stated that the current exhibition, Beyond Nature with Dina Budingas and Robert Bergazyn is being installed and the opening will be Monday, November 7 at 5:30 p.m. B. Docent Tours Ms. Glickman reported that the First Weekend Saturday tour is on November 5 at the Civic Center Park. Five new docents are being trained through the program. C. Public Art Documentary Film Series Ms. Glickman is finalizing films for the 2017 Public Art Documentary Film Series. D. El Paseo Exhibitions Ms. Glickman reported that the deinstallaiton of the 2015/2016 El Paseo Exhibition is complete! ® The dedication will be held on Saturday, January 7, at 10:30 a.m. XI. REPORTS AND REMARKS A. STAFF Ms. Glickman has a meeting this week regarding Desert X. Mesa will be installed on the newly poured concrete pad in the Civic Center Park on November 22. B. COMMISSION REPORTS Commissioner Hough circulated invitations for the Glass for the New Millennium: Masterworks from the Kaplan- Ostergaard Collection exhibition. 4 Art in Public Places Minutes November 2, 2016 XII.
