Recommendation
By Minute Motion, that the City Council:
1) Adopt Resolution No. 2017- 17 amending the Fiscal Year 2016-2017
Budget as a result of mid-year adjustments; and
2) Adopt Resolution No. 2017- 18 rescinding and restating the Fiscal Year
2016-2017 Salary Schedule, Salary Ranges and Allocated Classifications to
reflect approved changes made during the year.
Executive Summary
As a result of the mid-year review of the operational and capital improvement budgets, staff
recommends adjusting the Fiscal Year 2016-2017 estimated revenues and expenditures to
include an increase to general fund revenues of $1,700,000 and an increase to general fund
expenditures of$600,062.
The proposed revisions to estimated revenue and appropriations for the General Fund are as
follows:

The adjustments to the other funds that are being requested in the resolution's exhibits include
reclassifications to and from other funds the net effect of which is zero.Also to reflect the approved
changes since July 1, 2016, staff recommends rescinding and restating the Salary Schedule,
Salary Ranges and Allocated Classifications Resolution for clarification purposes.
Strategic Plan Objective
While not specific to a single Strategic Plan Objective, it is a primary goal of the City Council to
strive for accountability, financial stability, economic consistency and success through budgeting
and planning.
Background
Staff has completed a mid-year review and analysis of the operational and capital improvement
budgets. Based on this review, adjustments are necessary.
As a result of the Transient Occupancy Tax (TOT) rate increase effective January 1, 2017, staff is
recommending an increase to the estimated revenue for TOT in the amount of $1,700,000 for
January 1 through June 30, 2017. This estimated increase is based on prior year average
revenue for the same period.
The increases to General Fund expenditures are due to actual approved department/fund
expenditures that were not previously appropriated or are updated estimations based on the
actual expenditures for the first half of the fiscal year. The following table summarizes the general
fund adjustments that are included in the resolution for which staff is requesting approval.

The additional adjustments that are listed in the exhibits attached to the resolution are
reclassifications from and to other funds that after further review better reflect the nature of the
expenditures, of which there is no effect to the general fund other than those included above.

In addition, several changes have been approved by the City Council since July 1, 2016 related to
the Salary Schedule, Salary Ranges and Allocated Classifications Resolution including the new
City Manager's salary and the downward adjustment to the salary grade for a position that
became open as a result of a recent retirement. Also, during the budget adoption process several
departments and responsibilities were consolidated under the Administrative Services umbrella,
and to more accurately entitle the Director's position that oversees these operations, the City
Manager recommends that the position of Director of Human Resources be renamed to Director
of Administrative Services, there is no change in salary grade as a result of this title change.
Fiscal Impact
The request will amend the Fiscal Year 2016-2017 General Fund revenues by $1,700,000 and
appropriations by $600,062. The remaining adjustments requested in the resolution's exhibits
include reclassifications to and from other funds the net effect of which is zero. The changes to the
Salary Schedule, Salary Ranges and Allocated Classifications Resolution do not require
additional appropriations.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, AMENDING THE FISCAL YEAR 2016-2017
BUDGET AS A RESULT OF MID-YEAR ADJUSTMENTS
WHEREAS, as a result of a mid-year review of the 2016-2017 operations and
capital budgets, it is desirable to revise the Fiscal Year 2016-2017 Budget;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, that the Fiscal Year 2016-2017 Budget is hereby revised as follows:
1. The amounts shown on the schedule: City of Palm Desert, Mid-Year Budget
Adjustments (Appropriations), Fiscal Year 2016-2017, in the column entitled "Proposed
Budget Adjustment" and attached hereto as Exhibit "A", are hereby appropriated to the

RESOLUTION NO. 2017- 18
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT,
CALIFORNIA, RESCINDING AND RESTATING RESOLUTION NO. 2016-62,
"SALARY RESOLUTION."
WHEREAS, the City of Palm Desert identifies employees by classifications and groups
for the purpose of salary and benefit administration; and
WHEREAS, the City of Palm Desert has reached agreement with the City Manager and
Assistant City Manager regarding contract provisions; and
WHEREAS, during the year changes have been approved by council by amendment
and in order to recognize and clarify those changes in a single document it is desirable to
restate the salary resolution in its entirety, incorporating approved changes;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PALM DESERT AS FOLLOWS:
SECTION I - SALARY SCHEDULE, RANGES & ALLOCATED CLASSIFICATIONS
All employees shall be classified and shall receive compensation for services performed. This
compensation shall be in accordance with the established salary schedule and salary ranges for
their respective classification as shown below.
The City of Palm Desert's Personnel System, Section 2.52 of the Palm Desert Municipal Code
prescribes specific terms for appointment and tenure of all City employees. The following
allocated classifications, positions and salary ranges in each department are authorized and
approved for Fiscal Year 2016-2017.
SECTION II - EXEMPT PERSONNEL
The following positions are exempt from overtime provisions as defined by the Fair Labor
Standards Act and set forth in the Personnel Rules and Regulations, Section 2.52.305.
The positions designated as Group X, Executive Contract, have the highest level of executive
responsibility and authority; these positions are governed by individual employment
agreements.

The positions designated as Group A have a higher level of responsibility and authority and,
among other things, these positions require spending numerous extra hours at meetings,
conferences and work.
