prepared for disasters and public safety emergencies. The priority's strategy is to
expand the City's current disaster preparedness efforts through increased education
and public outreach. Although not related to education or outreach, an emergency
generator at the Joslyn Center will be very beneficial during disaster response and
recovery efforts.
Background:
When the old generator at the Civic Center Sheriff Station was replaced during an
upgrade, staff was asked to find a place where the generator could be used. After
researching facilities, the Joslyn Center was selected as the ideal location for the
generator, and a project was designed to relocate the generator to that facility.
Staff discovered that when a generator is relocated to a new parcel, the generator is
treated as a new installation, and it is subject to all of the current emission
requirements. It is not economically feasible to upgrade the generator to meet the air
quality requirements.
Because of the emission requirements that have been placed on the old generator, it
has become functionally obsolete in California. Staff recommends that the City Council
authorize the sale of the generator out of the state.
Although the old generator is not an option to power the Joslyn Center, there is still a
need to provide power to the facility in the event of a power outage. Staff contracted
with an electrical engineer to redesign the project plans to install a new emergency
generator rather than to use the old one.
A call for bids for the project was advertised, and on February 21, 2017, sealed bids
were opened and read aloud. The following is a summary of the bids received:
Contractor Location Bid Amount
CBEC, Inc. Anaheim, CA $189,820
AG Engineering Rancho Cucamonga, CA $220,000
Baker Electric Escondido, CA $318,160
CBEC submitted the lowest responsive bid. Originally $180,000 was budgeted for this
project. However, because a new generator had to be purchased, the cost has risen.
The cost of furnishing and installing the generator is $189,920 by itself. Additional costs
include $18,920 for contingency, approximately $10,000 for SCE fees, and
approximately $2,000 for the revision of the plans. The total cost for the project is
expected to be approximately $221,000, therefore, an appropriation of $41,000 is
necessary.
Although capital project costs for the Joslyn Center are typically shared between the
three cove communities, the city councils for Indian Wells and Rancho Mirage have
declined to participate in the cost of this project.

Fiscal Analysis:
In addition to the cost of the project, the generator will require periodic maintenance and
fees must be paid to the Air Quality Management District. The cost to operate the
generator is estimated to be less than $1,000 per year.
