HomeMy WebLinkAboutRes 2017-21 - Housing Related Parks 2016 Pgrm RESOLUTION NO. 2017-21 CITY OF PALM DESERT STAFF REPORT REQUEST: ADOPT RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR THE HOUSING RELATED PARKS 2016 PROGRAM SUBMITTED BY: Jessica Gonzales, Senior Management Analyst DATE: March 9, 2017 CONTENTS: CITY RESOLUTION NO. 2017-21 Recommendation By Minute Motion, that the City Council, 1) Waive further reading and adopt City Resolution No 2017-21 a resolution of the City Council of Palm Desert authorizing the submittal of an application to the California Department of Housing and Community Development for the Housing Related Parks 2016 Program, and 2) Authorize the City Manager to execute all documents that may be necessary to facilitate the application or award. Strategic Plan Objective A top priority of the City's Envision Palm Desert Strategic Plan is to secure funding to sustain and enhance the community's parks and recreation areas and activities. This request meets that objective by securing funding to rehabilitate and preserve an existing park, Joe Mann Park. If grant funding is awarded, the City will continue to further its goals by having the opportunity to install new 'inclusive' playground equipment that will expand the usability of an existing park for all ages. Executive Summary Approval of this request will authorize staff to submit an application for the Housing Related Parks (HRP) Program for the 2016 designated program year provided by the California Department of Housing and Community Development. If the application is successful, the City will utilize the grant funds to rehabilitate and preserve an existing park, Joe Mann Park that will benefit the community and enhance the community's quality of life. Background The California Department of Housing and Community Development (HCD) announced in December 2016 the issuance of this Notice of Funding Availability (NOFA) of the Housing Related Parks (HRP) Program. The HRP Program funds available for program year 2016 total approximately $35 million. The HRP Program is funded through the Housing and Emergency Shelter Trust Fund Act of 2006. The HRP Program rewards local governments that approve Staff Report Authorization Request for 2016 HRP Program March 9, 2017 Page 2 of 2 housing for lower-income households and are in compliance with State housing element law with grant funds to create or rehabilitate parks and/or recreational facilities. The HRP Program does not use a competitive process to award funds; all cities and counties that apply and meet eligibility requirements will be funded. The HRP Program awards grant funds on a per-bedroom basis for each newly constructed residential unit affordable to very low and low-income households ($750 and $500 per bedroom respectively). The grant calculation for the 2016 HRP Program year will be based on building permit activity beginning January 1, 2010 through December 31, 2016. The City has submitted an application for available funding under the HRP 2016 Program and has identified Carlos Ortega Villas as an eligible project. A successful application will provide the City with a grant that staff estimates to be between $150,000 and $170,000. The allocated amount to the City of Palm Desert will be determined upon award of funds. HRP Program also requires funds be used within two (2) years from award. HRP 2016 Program funds can be used to create or rehabilitate parks and/or recreational facilities that demonstrate a benefit to the community, particularly infill projects. In the event the City's application submittal is successful, the City will utilize the allocated grant funds to rehabilitate and preserve an existing park, Joe Mann Park, in the most appropriate manner to ensure that the benefit of the award is maximized. Staff recommends approval of the attached resolution authorizing the submittal of the application to HCD in order to request grant funding under the 2016 HRP Program. Lauri Aylaian, Executive Director G\HOUSING\Jessica Gonzales\STAFF REPORTS\2017\2017 SR-HRPark Grant App Auth Rqst 2222 doc RESOLUTION NO.2017-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT WHEREIN THE CITY COUNCIL HEREBY AUTHORIZES THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR GRANT FUNDING UNDER THE HOUSING RELATED PARKS GRANT 2016 PROGRAM; THE EXECUTION FOR SUCH FUNDING AND ANY AMENDMENTS THERETO; AND ANY RELATED DOCUMENTS NECESSARY TO PARTICIPATE IN THE HOUSING RELATED PARKS GRANT 2016 PROGRAM WHEREAS, the State of California, Department of Housing and Community Development (hereinafter referred to as the "Department") has issued a Notice of Funding Availability dated November 16, 2016 (the "NOFA"), under its Housing-Related Parks (the "HRP") Program; and WHEREAS, the City of Palm Desert, a municipal corporation, ("Applicant") desires to apply for a HRP grant and submit the 2016 Designated Program Year Application Package released November 2016 by the Department for the HRP Program; and WHEREAS, the Department is authorized to approve funding allocations for the HRP Program, subject to the terms and conditions of the NOFA, Program Guidelines, Application Package, and Standard Agreement. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PALM DESERT DOES HEREBY RESOLVE, DETERMINE, AND ORDER AS FOLLOWS: 1. Applicant is hereby authorized and directed to apply for and submit to the Department the HRP Program Application Package released November 2016 for the 2016 Designated Program Year in an amount not to exceed $300,000.00. If the application is approved, the Applicant is hereby authorized and directed to enter into, execute, and deliver a State of California Standard Agreement (the "Standard Agreement") in the amount not to exceed $300,000.00, and any and all other documents required or deemed necessary or appropriate to secure the HRP Program Grant from the Department, and all amendments thereto (collectively, the "HRP Grant Documents"). 2. Applicant shall be subject to the terms and conditions as specified in the Standard Agreement. Funds are to be used for allowable capital asset project expenditures to be identified in Exhibit A of the Standard G\HOUSING\Jessica Gonzales\FUNDING RESOURCES\RESOLUTION-2017 Application Authorization Request doc RESOLUTION NO. 2017-21 Agreement. The application in full is incorporated as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the application are enforceable through the Standard Agreement. Applicant hereby agrees to use the funds for eligible capital asset(s) in the manner presented in the application as approved by the Department and in accordance with the NOFA and Program Guidelines and Application Package. 3. That the City Manager is authorized to execute in the name of Applicant the HRP Program Application Package and the HRP Grant Documents as required by the Department for participation in the HRP Program.
