HomeMy WebLinkAboutRes 2017-33 - H.Putnam Awrd Applications RESOLUTION NO. 2017- 33 CITY OF PALM DESERT DEPARTMENT OF COMMUNITY DEVELOPMENT STAFF REPORT REQUEST: ADOPT CITY COUNCIL RESOLUTION NO. 2017- 33 OF THE CITY OF PALM DESERT, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF APPLICATIONS TO THE LEAGUE OF CALIFORNIA CITIES FOR THE HELEN PUTNAM AWARD FOR EXCELLENCE IN THE CATEGORY OF HOUSING PROGRAMS AND INNOVATIONS, PLANNING AND ENVIRONMENTAL QUALITY, AND PUBLIC SAFETY SUBMITTED BY: Heather Buck, Assistant Planner DATE: April 13, 2017 CONTENTS: City Council Resolution No. 2017- 33 Helen Putnam Award Program Brochure Recommendation Waive further reading and adopt City Council Resolution No. 2017- 33 of the City of Palm Desert authorizing the submittal of an application to the League of California Cities for the Helen Putnam Award for Excellence in the categories of Housing Programs and Innovations, Planning and Environmental Quality, and Public Safety. Background Established in 1982 by the League of California Cities, the California Cities Helen Putnam Award for Excellence program recognizes outstanding achievements by California's cities. The program recognizes cities that have made unique contributions to community residents and businesses that have resulted in lower costs or more effective delivery of services. The purpose of the California Cities Helen Putnam Award for Excellence program is to recognize and promote the outstanding efforts and innovative solutions by city governments. The program goals are listed below: • Improve the quality of life in local communities. • Implement efficiencies in service delivery and operations. • Provide services that are responsive to the community. Any League of California member city that provides a program or service that has proven tangible and measurable results with a minimum of one year of implementation may apply; however, approval must be obtained from the City Manager and Mayor prior to submittal of an application. Staff Report Helen Putnam Award Application Submittal Page 2 of 2 April 13, 2017 Based on the award categories staff recommends that the City Council adopt a resolution supporting the submittal of applications for the following awards: 1. Housing Programs and Innovations - Carlos Ortega Villas Part of the application will be to define how this project supports the League's strategic goals for cities. The development of the Carlos Ortega Villas supports the League's 2017 goals related to transportation and water infrastructure (through the new roundabout improvements) and housing affordability. 2. Planning and Environmental Quality — General Plan 2033 is a comprehensive update to the City's General Plan and land use policies. Concurrent with the adoption of the General Plan the Council also adopted the One Eleven Development Code and University Neighborhood Specific Plan to implement the Plan. In addition, the City hosted the "Vision San Pablo" event and demonstration to present new street concepts for the San Pablo Avenue corridor envisioned in the General Plan. 3. Public Safety — Fire Department "Pit Crew" CPR Program. As cardiac arrest is a leading cause of death, the Fire Department investigated methods to improve survivability by altering the delivery of cardiopulmonary resuscitation (CPR). This new and innovative delivery of high performance CPR is known as "Pit Crew CPR" and utilizes a team approach to pre-hospital cardiac care for patients. Historically, approximately 10-12% of all cardiac arrest patients had return of spontaneous circulation (ROSC). In the first year following the implementation of "Pit Crew CPR" in Palm Desert, this percentage increases to 48% and greatly increased survivability. Fiscal Analysis There is no fiscal impact associated with this action. WHEREAS, the League of California Cities (hereinafter referred to as the "League") has issued a call for applications for the 2017 Helen Putnam Award for Excellence; and WHEREAS, the City of Palm Desert, a municipal corporation, ("Applicant") desires to apply for the Helen Putnam Award for Excellence and submit an application in the Categories of Housing Programs and Innovations, Planning and Environmental Quality, and Public Safety. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS: 1. Applicant is hereby authorized and directed to apply for and submit to the League the 2017 Helen Putnam Award for Excellence application. 2. That the City Manager or her designee is authorized to execute in the name of the Applicant the application package and related documents as required by the League in participation of this program. Instructions must be followed carefully as this will facilitate the fair evaluation of all applications and ensure fairness among entries. SCORING CRITERIA The selection juries will judge each entry on: ■ the impact of the problem/challenges and how well it is outlined ■ the innovativeness of the solution ■ the quality of the results achieved In addition, the following criteria will be used in the evaluation and scoring process.
