CALL TO ORDER
Chairperson Boren convened the meeting at 9:02 a.m.

III. ORAL COMMUNICATIONS
Chairperson Boren asked to add an item to the agenda under New
Business, Item C. Consideration to Grant an Exception to the
Preapproval Policy for Public Art for TH-225 Cupids on
Dome/Ladies Playing Music by Jacob Dagan as the Public Art
Component for 73600 Alessandro Drive, Palm Desert, California in
Regards to the Return of Art in Public Places Fees to the Applicant.
Commissioner Campbell moved to add Consideration to Grant
an Exception to the Preapproval Policy for Public Art for TH-225
Cupids on Dome/Ladies Playing Music by Jacob Dagan as the Public
Art in Public Places Minutes January 11 , 2017
Art Component for 73600 Alessandro Drive, Palm Desert, California
in Regards to the Return of Art in Public Places Fees to the Applicant
Under New Business, Item C. Motion was seconded by
Commissioner Hough and carried 5-0-0 with Boren, Campbell, Darby,
Hough, and Miller voting AYE.
IV. CONSENT CALENDAR
Minutes of the regular meeting held on November 2, 2016.
Commissioner Hough moved to approve the Minutes of
November 2, 2016. Motion was seconded by Commissioner
Campbell and carried 5-0-0 with Boren, Campbell, Darby, Hough, and
Miller voting AYE.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION —
Councilmember Susan Marie Weber
Councilmember Weber stated that the City Council members
who attended the 2017/2018 El Paseo Exhibition dedication
enjoyed being able to talk to the artists in a more intimate
setting. They have received positive feedback from the
public who preferred the event being in the morning.
B. PLANNING COMMISSION REPORT — Ron Gregory
Mr. Gregory reported that a private club on El Paseo was
approved.
A resident purchased a home on Somera that included a
casita that was built without being properly permitted by the
previous owner when it was constructed. The resident
bought the home knowing the casita was not in compliance
and is asking for approval of the existing setback. The
required setback is twenty feet and the casita was built eight
feet back from the property line. The request was denied
and the owner will have to move the casita to the proper
setback.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
— John Vuksic
Mr. Vuksic reported that final working drawings were
approved for Grafton's located on El Paseo west of Lupine.

Final working drawings for Tower Market on Highway 111
were approved and construction has begun.
The architectural design for Jared Jewelers was approved.
Design drawings for Desert Business Club on the frontage
road on the north side of Highway 111 west of San Pablo,
were not approved.

VII. NEW BUSINESS
A. ELECTION OF A CHAIRPERSON AND VICE
CHAIRPERSON FOR 2017
Commissioner Darby moved to reelect Chairperson
Boren as Chairperson and Commissioner Miller as Vice
Chairperson for 2017. Motion was seconded by Commissioner
Campbell and carried 5-0-0 with Boren, Campbell, Darby,
Hough, and Miller voting AYE.
B. CONSIDERATION OF ARTISTS(S) TO BE INCLUDED IN
THE CITY OF PALM DESERT'S ARTIST REGISTRY
Artists Carin Mincemoyer, Christopher Owen Nelson, Eric
Powell, Mark Yale Harris, Susan Stamm Evans, Won Choi,
and Zenos Frudakis applied to be included in the City of
Palm Desert's Artist Registry.
Commissioner Campbell moved to accept artists Carin
Mincemoyer, Christopher Owen Nelson, Mark Yale Harris,
Susan Stamm Evans, Won Choi, and Zenos Frudakis in the
City of Palm Desert's Artist Registry and continue Eric
Powell's proposal to the meeting of February 8, 2017. Motion
was seconded by Commissioner Hough and carried 5-0-0 with
Boren, Campbell, Darby, Hough, and Miller voting AYE.
C. CONSIDERATION TO GRANT AN EXCEPTION TO THE
PREAPPROVED POLICY FOR PUBLIC ART AND
RECOMMEND APPROVAL OF TH-225 CUPIDS ON

REGARDS TO THE RETURN OF ART IN PUBLIC PLACES
FEES TO THE APPLICANT
Ms. Glickman explained to the Commission members that
this item was being added to the agenda due to the
applicant's requesting staff to bring it before the
Commission. Ms. Glickman stated that Venus de Fido
opened on July 10, 2016, and the artwork had been installed
without the applicant's going through the required process
for approval of the public art in order to receive the return of
the public art fee. The applicant is asking that the policy for
preapproval of the installed artwork be waived and the public
art fee returned. The application for return of fees and
images of the artwork were circulated to the Commission.
Ms. Glickman stated that the Commission needed to be
aware of the fact that the applicant did not abide by the
City's required policy of getting initial approval of the
proposed artwork from the Commission and City Council in
order to receive the return of the public art fee once the
artwork has been installed. Upon question from the
Commission members, Ms. Glickman reviewed with the
Commission and audience members the application process
that applicants must follow in order for their public art fee to
be returned. The process is as follows:
Applicant meets with staff regarding the potential artwork for
the project;
Applicant submits a Developer Application to staff;
A Staff report is prepared for the Art in Public Places
Commission's review and recommendation to City Council;
City Council reviews and approves project;
Developer installs artwork then requests return of public art
fee.
Ms. Glickman stated that the paperwork that was provided
by the applicant did not include the required information on
the artist — a resume, biography, or CV. Additionally, the
invoice for the sculpture stated that the artwork is one of 50,
which implies that it is in an edition of 50, but is not clear on
this point. The City's policy reads that artwork needs to be in
editions of artworks are to be 20 or less. Commissioner
Hough asked the applicant to provide the Commission with
information on the artist as well as a clarification of the
question about whether or not this is part of an edition of 50
and if so, what number in the edition it is.

Ms. Biggi asked if any of the Commission members had
seen the artwork in front of Venus de Fido to which one
Commissioner responded they had seen it. Ms. Glickman
stated that because the item had been presented to the
Commission to be added onto the agenda that morning, the
Commissioners did not have a chance to see the artwork
prior to the meeting.
Ms. Biggi addressed the Commission and asked that the
Commission grant her a waiver of the preapproval
requirement. Ms. Biggi stated that she was busy during the
construction of the building and neglected to complete the
City's required paperwork but was aware of the policy
regarding the return of the public art fee. She added that the
installed artwork is quite beautiful and she feels that it stands
up aesthetically to any artwork in Palm Desert.
After much discussion it was the concurrence of the
Commission to continue the item to allow the applicant to
supply the Commission information on the artist and what
edition number the installed artwork is.
Upon Motion by Commissioner Darby, the Consideration
to Grant an Exception to the Preapproved Policy for Public Art
in Regards to the Return of the Public Art Fee to the Applicant
will be continued to a future meeting to allow the applicant to
supply the Commission information on the artist and what
edition number the installed artwork is. Motion was seconded
by Commissioner Hough and carried 5-0-0 with Boren,
Campbell, Darby, Hough, and Miller voting AYE.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery

Ms. Glickman reported that the new exhibition, Art on the
Edge, will open on January 19 with the opening reception on
Monday, January 23 at 5:30 p.m.
Ms. Glickman noted that the Call for Artists for the gallery
season is out with applications due on February 1. The
proposals will be presented to the Commission at its
February 8 meeting.
B. Docent Tours
Ms. Glickman reported that the First Weekend Saturday tour
on January 7 was of the 2017/2018 El Paseo Exhibition
which kicked off the events for the day. Thirty five people
attended the tour.
The next First Weekend Saturday tour is February 4 at the
Civic Center Park.
C. Public Art Documentary Film Series
Ms. Glickman reported that the Public Art Documentary Film
Series begins on Thursday, January 19. The lineup is as
follows. January 19 — Stealing Klimt, February 16 — Pilchuck
- A Dance with Fire; March 16 — Bending Sticks: The
Sculpture of Patrick Dougherty, April 20 — Packed in a Trunk:
The Lost Art of Edith Lake Wilkinson.
D. El Paseo Exhibition
Ms. Glickman stated that the 2017/2018 El Paseo Exhibition
dedication went well and was well attended. There were
three arts organizations with seven art stations along El
Paseo that provided interactive art projects, and the artists
stood on the sidewalk in front of their respective sculpture to
share information with passersby about their artwork. She
noted that having the artists stand in front of their sculpture
did not work well as they were too spread out. For the next
dedication, she will plan to have the artists in a central area
near the dedication site as opposed to having them spread
along El Paseo. Ms. Glickman circulated the El Paseo rack
cards and pointed out that it includes an app download of the
artists and their sculptures. There will be signage placed
along El Paseo on the sidewalk in the tree planters noting
the app download as well. Chairperson Boren commented
on the overall presentation of the dedication and felt that the

size of the crowd was the perfect amount and heard positive
comments on being able to talk to the artists.
E. First Weekend
Ms. Glickman reported that the featured First Weekend
event is the Swing N Hops event on February 4, on El
Paseo. There will be approximately nineteen vendors that
will be at the event.
Xl. REPORTS AND REMARKS
A. STAFF
Ms. Glickman has a meeting this week regarding Desert X
and is finalizing multiple sites for the project.
B. COMMISSION REPORTS
Commissioner Hough reported that Arlene Amick transferred
to the Palm Springs Art Museum in Palm Springs and was
promoted to Director of Audience Development and
Marketing for all three museum sites.
XII. ADJOURNMENT
Commissioner Hough moved to adjourn the meeting at 10:15 a.m.
Motion was seconded by Commissioner Campbell.
