Commission Recommendation At its meeting of April 12, 2017, the Art in Public Places (AIPP) Commission recommended by unanimous vote of 6-0-0 the approval of Desert Wind as the replacement artwork for Lush Life at Desert Crossing located at 72351 Painters Path, Suite B2, Palm Desert. Strategic Plan The installation of public art helps to create a better community for residents and visitors to Palm Desert. This concept is in line with the Arts & Culture Mini-Vision which states: "Arts and culture give a community its soul. Palm Desert is the cultural core of the Coachella Valley. Cultural tourism drives economic growth in Palm Desert. The community is host to internationally recognized cultural events that bring significant economic benefits to the City. Staff Report Desert Crossing Shopping Center Page 2 of 3 May 11 , 2017 Palm Desert is a leader in arts education, ensuring a well-rounded population that possesses high levels of creativity and critical thinking skills." Discussion In August 2016, staff was notified by the management of the Desert Crossing Shopping Center that Lush Life by Barbara Field had been destroyed by vandalism and could not be restored. Lush Life was created utilizing Desert Crossing's public art fee and as such is subject to the requirements of the City of Palm Desert's Art in Public Places Ordinance. The ordinance states that when public artwork is removed from its installation location it must be replaced with City approved artwork of equal or higher value. Therefore, Ms. Field's artwork must be replaced with a work of art that has been reviewed by the Palm Desert Art in Public Places Commission and approved by the City Council. Staff researched the original cost of the artwork at its time of installation and determined that, in order to satisfy the City's requirements the value of the replacement artwork must be a minimum of $15,000. Desert Crossing Shopping Center has submitted a proposal to staff for Desert Wind as the replacement artwork. Desert Wind is by Santa Monica, California sculptor Marko Kratohvil. The artwork will be made from stainless steel, have the dimensions of fourteen feet (14') height x fifteen feet (15') width x nine feet (9') diameter, and is an abstract depiction of the wind in the desert. The sculpture will be located on the same base as Lush Life had previously been. The cost for the sculpture is forty thousand dollars ($40,000), which is well above the required amount of fifteen thousand dollars ($15,000). Marko Kratohvil has a proven history of creating successful projects, and the artwork is an original and not part of an edition. Therefore, staff believes that the proposed sculpture is in line with the City's Public Art guidelines and recommends approval. ARTWORK PROPOSAL AND SPECIFICATIONS Describe the artwork, its location on property, materials, installation requirements, and maintenance needs as completely as possible. You may use additional paper to complete this section of the application. 1. Artwork Description TheA cQQ IpturC e ert Wind" is produced in Stainless Steel. Dimensions: H14' x W15' x D9'. It is placed on Ni iNc std[ l tely 5' tall. The artistic intention is to capture the motion and the lightness of the wind and to create an enliven and memorable visual experience of the place for the shopping center users and the passers by. By its shape, spatial orientation and reflective surfaces the sculpture is well integrated into the existing environment. The pedestal has two equally important functions. To lift the sculpture in the air enhancing the feel of weightlessness movement and at the same time establish the visual connection with the rocky hills and the desert landscape of the surrounding. 2. Location on Property The Art Sculpture "Desert Wind"will replace the damaged decorative fountain located in the Plaza Area between the Pier 1 Imports and Old Navy stores. 3. Materials with Specifications The sculpture will be fabricated in Stainless Steel. The inner construction consists of the flat and round bars that form a support grid. This structure is executed in 304 grade Stainless Steel 1x3/8" rectangular flat and 3/8" round bars welded together. The structure is covered with the 1/8" grade pre-polished Stain- less Steel sheets. The base consists of two parts. The inside part is the structural support for the sculpture. This is fabricated in 304 grade Stainless Steel 3/8" flat and angle bars. The base is bolted to the founda- tions by the embedded 1 inch diameter Stainless Steel threaded rods. the outer, visible, part of the base is constructed from the local rocks that are secured for the structural part of the Stainless Steel mash, 4. Fabrication and Installation Procedures concrete and epoxy resin adhesives. The sculpture is produced in the artist's studio in Los Angeles. The structural, inner part is MIG welded. The outer layer of pre-polished stainless steel will be TIG welded and all welds re-polished to the mirror #8 grade. The finished artwork will be protected and supplied with the lifting frame for the transportation and the installation purposes. The pre polished 316 Stainless Steel has been proven to withstand all weather challenges and it is easy enough to repair in the case of vandalism or graffiti damage. It can be dusted or washed from atmospheric residues once a year or accordingly. Any cleaning and polishing products that are abrasive or contain harsh chemicals such as ammonia or chlorine should be avoided. These include: • Brasso, Semichrome, or any other commercially available metal polishes or creams ■ Windex, Formula 409, and all ammonia-based products (produces streaks) • Degreasing agents. powdered cleansers, paint thinners, or harsh solvents • Furniture polish or paste waxes Any cleaning towels that are abrasive must be avoided. These include: • Paper towels of ANY kind • Commercial Terrycloth, linen, or cotton rags /towels (no matter how "soft" they feel to the touch) ■ Avoid squeegees, sponges, or any type of scouring pad • Avoid razor blades, scrapers, putty knives, etc. Budget Preparation of an existing features at the site.
