Wednesday, February 8, 2017 I. CALL TO ORDER Chairperson Boren convened the meeting at 9:02 a.m. II. CONSENT CALENDAR Minutes of the regular meeting held on January 11 , 2017. Commissioner Campbell moved to approve the Minutes of January 11, 2017. Motion was seconded by Commissioner Hough and carried 5-0-1 with Boren, Campbell, Darby, Hough, and Miller voting AYE with Adney ABSTAINING. Art in Public Places Minutes February 8, 2017 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Councilmember Susan Marie Weber Councilmember Weber congratulated staff on the success of the Swing `N Hops event that took place on Saturday, February 4 which was the First Weekend featured event. Councilmember Weber asked about the possibility of obtaining information about the sculptures that are part of the Desert X project prior to its official announcement. Ms. Glickman responded that she talked to the Desert X staff and they want to keep the artwork a mystery. She is working with the City's marketing department to create a social media campaign to provide basic information on the Exhibition. Commissioner Miller expressed that the sculpture that has been placed at Homme/Adams Park could be misconstrued as controversial in this political atmosphere and asked what the artist's intent was to create a wall. Ms. Glickman stated that the sculpture is not intended to represent a wall but instead is an exploration of design; there is no political intent. Ms. Glickman added that art will be interpreted differently by its viewers. There are approximately 17 sculptures included in the Desert X project. There will be a presentation regarding the sculpture that is temporarily located at Homme/Adams Park on Saturday, April 8 to educate visitors. Commissioner Miller reiterated her concerned about the sculpture being interpreted as being a political statement. Ms. Glickman stated that the artwork by Claudia Comte is a sculpture that has been in the planning stages and discussions for a year. The City has a contract with Desert X that includes educational programs. Ms. Glickman reported that she has not yet received any negative feedback on the project or Ms. Comte's sculpture - only interest of what other sculptures will be included in the Desert X project. Commissioner Hough stated that artist Claudia Comte is a Swiss artist who is influenced by architecture; specifically Brazilian architecture (curvy, spiral, etc.). Signage will be provided at each artwork that will include an artist statement. Chairperson Boren explained to Commissioner Miller that the sculpture at Homme/Adams Park could be interpreted as a "non wall" because it is open; it is not a boundary, and it depends on how one is approaching the sculpture. 2 Art in Public Places Minutes February 8, 2017 B. PLANNING COMMISSION REPORT — Ron Gregory No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT — John Vuksic No report. VI. CONSENT ITEMS HELD OVER NONE VII. NEW BUSINESS A. CONSIDERATION OF PROPOSALS FOR EXHIBITION IN THE PALM DESERT COMMUNITY GALLERY FOR THE 2017/2018 SEASON Ms. Glickman stated that staff received six applications for exhibition in the Palm Desert Community Gallery for the 2017/2018 season. Each season includes five exhibitions with one being the Student Art and Essay Contest. Depending on what the Commission decides with the applications received, the number of exhibitions could be reduced from five shows to four with the duration of each show being lengthened. Additionally, staff could advertise another call for artists in hopes of receiving more applications and fill the latter part of the season with new applications. Ms. Glickman stated that from the applications that were submitted, one or two exhibitions could be formed. If only three exhibitions are formed for the upcoming season, we would resume to four exhibitions next season. The following artists submitted proposals for exhibition in the Palm Desert Community Gallery for the 2017/2018 season. Juan-Manuel Alonso, Ron Dahlberg, Gary Rosenblum, Grant McMillan, Kathleen Scoggin and Alicia Siegler (together), and Ulrik Maria. It was the concurrence of the Commission to include the following artists to show in the Gallery for the upcoming season. Kathleen Scoggin and Alicia Siegler as one show and Gary Rosenblum and Grant McMillan as one show. If artists Ron Dahlberg and Juan-Manuel Alonso each have enough artwork for a solo show, that would make up four exhibitions, as well as the Student Art and Essay Contest, for the 2017/2018 season. 3 Art in Public Places Minutes February 8, 2017 Commissioner Hough moved to accept Gary Rosenblum and Grant McMillan; Kathleen Scoggin and Alicia Siegler; Ron Dalberg, and Juan-Manuel Alonso as the artists who will exhibit in the Palm Desert Community Gallery for the 2017/2018 season. Motion was seconded by Commissioner Adney and carried 6-0-0 with Adney, Boren, Campbell, Darby, Hough, and Miller voting AYE. B. CONSIDERATION OF ARTISTS(S) TO BE INCLUDED IN THE CITY OF PALM DESERT'S ARTIST REGISTRY Ms. Glickman stated that artist Eric Powell, whose images were not able to be viewed at the January 11, 2017 meeting, did not resubmit images to be included in the Artist Registry. No other artists submitted images so the item was pulled and a motion was not required. C. CONSIDERATION TO GRANT AN EXCEPTION TO THE PREAPPROVED POLICY FOR PUBLIC ART FOR TH-225 CUPIDS ON DOME/LADIES PLAYING MUSIC BY JACOB DAGAN AS THE PUBLIC ART COMPONENT FOR 73600 ALESSANDRO DRIVE, PALM DESERT, CALIFORNIA IN REGARDS TO THE RETURN OF ART IN PUBLIC PLACES FEES TO THE APPLICANT (Continued from the meeting of January 11 , 2017) Ms. Glickman reminded the Commissioners that at its Art in Public Places Commission meeting of January 11 , 2017, the Commission continued the above stated item requesting that the applicant provide the Commission with information on the artist, information as to the size of the edition this sculpture is a part of, and what edition number the installed artwork is. Ms. Glickman reminded the Commissioners that the City's policy requires that in order for artwork to be eligible for reimbursement of the Art in Public Places fee, it needs to be part of an edition of 20 or less. Ms. Glickman referred to the paperwork that the applicant supplied to staff which states that the installed sculpture is number 14 in a potential edition of 50, although the paperwork submitted by the applicant states that the artist is not clear as to if all 50 in the edition will be produced. Commissioner Hough noted that in most cases the edition number will be included on the artwork. There were no images provided that indicated the edition number. The paperwork that was provided by the applicant regarding information on the artist was not specific 4 Art in Public Places Minutes February 8, 2017 to the artist but explained the lost wax casting process that the fabricator used to create the sculpture. Ms. Glickman stated that she did try to look up the name of the artist that was provided by the applicant but did not find any information on the Internet. The Commission is being asked to decide if it wants to waive all of the above discussed discrepancies. She noted that if the Commission recommends waiving the discrepancies, it could set a precedent for future projects. This concern was echoed by other Commissioners. If the Commission denies the request, the artwork does not need to be removed; it only means that the applicant will not be refunded the public art fee. Ms. Glickman noted that at its January 11 , 2017 meeting, the applicant stated that she was aware of the City's requirements but did not fulfill them. Staff referred to a letter from two years ago written to the applicant by the former City Manager explaining the steps that are required in order for a developer to receive a refund for the public art fee for artwork that has been installed at a developer's property. Commissioner Darby stated that once a procedure is broken, precedence is set and in any organization procedures need to be maintained or its credibility is lost. Commissioner Hough stated that there would be no reason to have a Commission if the policies were not required to be followed. The City informed the applicant of the procedures, she understood, and placed the artwork in front of the building. She believes an exception should not be made. Upon Motion by Commissioner Hough, it was recommended to deny the request to allow the exception to the TH-225 Cupids on Dome/Ladies Playing Music by Jacob Dagan due to the applicant's not following the standard procedures set forth by the City for the return of the public art fee. Motion was seconded by Commissioner Miller and carried 6-0-0 with Adney, Boren, Campbell, Darby, Hough, and Miller voting AYE. It was noted that the subject item was denied due to the applicant not providing the Commission with the items that were addressed and requested at the meeting of January 11, 2017; specifically, the request of information on the artist and the information of the edition number was still unclear. Commissioner Miller reiterated that the Commission determined that the procedures set forth are to be respected 5 Art in Public Places Minutes February 8, 2017 by all applicants and did not find that the procedures had been followed by the applicant. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Glickman reported that Art on the Edge is on exhibit in the Palm Desert Community Gallery. The opening reception was well attended. She thanked the Commission members who attended the opening. The next show will be the Student Art and Essay Contest. Entries are due March 30. The Award Ceremony is Wednesday, May 3 at 6:30 in the Council Chamber. B. Docent Tours There were twenty-one people present at the Saturday, February 4 tour of the Civic Center Park. Three new docents have been trained and are ready to give tours. C. Public Art Documentary Film Series Ms. Glickman stated that the film Stealing Klimt held on January 19 was well attended. Pilchuck: Dance with Fire will screen on February 16. Patrick Blythe will speak after the film. D. First Weekend Ms. Glickman reported that the Swing `N Hops event on February 4 was successful and well attended (as previously noted). The Coachella Valley Wildflower Festival will take place at the Santa Rosa and San Jacinto Mountains National 6 Art in Public Places Minutes February 8, 2017 Monument on Saturday, March 4 as the First Weekend featured event. Desert X will be the April First Weekend featured event. On Saturday, April 8 at 10:30 a.m. there will be a presentation at Claudia Comte's sculpture at Homme/Adams Park followed by a hike to view the sculpture. There will tentatively be a Desert X party at Phillip Smith's studio on Sunday, April 9 in the afternoon. He has a sculpture at Portola Avenue and Frank Sinatra Drive that is part of Desert X. Xl. REPORTS AND REMARKS A. STAFF Ms. Glickman reported that she received late notice from the City of La Quinta regarding the All Valley Public Art meeting as there was a glitch in communication with the staff who organized the meeting. She reminded the Commission that Chairperson Boren initiated the idea of creating an All Valley Public Art Commission. The idea was to hold three to four meetings a year with each meeting being hosted by a different city. Cathedral City initiated the second meeting at the Cathedral City Library where they dedicated a new art piece. La Quinta hosted the third meeting but technical difficulties resulted in communication issues. Chairperson Boren attended the meeting which included discussion on the All Valley Arts Commission and the California Desert Arts Council. Steven Biller of the Council spoke about its mission, which is to promote cultural tourism, collaboration of artists, network, provide an arts calendar and directory, online resources, professional development for artists, brand the desert as an art destination, provide mentorship and internship, grants and resource development, etc. There was representation from the All Valley Public Art Commission. There was discussion to combine the two groups into one but she was not sure which group would be the lead. The balance of the meeting was about the La Quinta Arts Festival. Ms. Glickman would like to have another city initiate a meeting or Palm Desert could host another meeting. Ms. Glickman will inquire with the City of Indio to see if they have any interest in hosting the next meeting. 7 Art in Public Places Minutes February 8, 2017 B. COMMISSION REPORTS Chairperson Boren circulated the Palm Springs Art Museum newsletter that lists events at the Galen. Commissioner Hough circulated invitations to the opening for the Women of Abstract Expressionism at the Palm Springs Art Museum (Palm Springs location) on February 18. It is organized by the Denver Art Museum including works by twelve female artists from the 40s and 50s. The artworks are borrowed from private collectors and other museums around the country. XII.
