REQUEST: APPROVAL OF REIMBURSEMENT TO FRIENDS OF THE DESERT

Recommendation
By Minute Motion, approve the following:
1) Reimbursement to Friends of the Desert Mountains for purchase of materials to
erect directional signs along the Palm Desert hiking trail systems in the amount
not to exceed $5,000.
Strategic Plan Objective
Approval of the reimbursement to Friends of the Desert Mountains for the purchase of Palm
Desert hiking trail signs would impact the following Parks and Recreation and Tourism &
Marketing priorities as specified in the 2013-2033 Strategic Plan, Envision Palm Desert —
Forward Together:
• Strategic Plan, Parks and Recreation Priority 3: Make recreational and exercise
opportunities available in all public spaces.
• Strategic Palm, Parks and Recreation Priority 2: Assure a continuing flow of
innovative ideas by seeking creative partnerships, ensuring adequate staffing, and
encouraging resident input.
• Strategic Plan, Marketing and Tourism Priority 4: Support the city's tourism industry
through enhancement of its marketing efforts with an allocation of additional city
resources, the development of partnerships, and coordination of existing efforts.
Background
For several years, both the City and Friends of the Desert Mountains have recognized the need
to improve hiking trail signage on our Palm Desert trail systems. Most of the City hiking trails
have very minimal directional signs, if any at all. This minimal guidance proves to be a hazard to
our community members and visitors especially when temperatures rise, causing them to stray
from the established hiking trails. Trail signs would also serve to set distance expectations and
minimize "social" or "unauthorized" trails from forming.

Friends of the Desert Mountains has agreed to be the project lead in procuring the materials
and manpower to implement the trail signs, and are requesting that the City reimburse them for
these costs. The City has funds for this project available under the MOU with the Bureau of
Land Management. These funds are reserved for the BLM to utilize for hiking trail improvement
projects. However, with their limited manpower, the BLM is not always able to utilize the funds
to make these much needed improvements. Friends of the Desert Mountains has the available
personnel, expert knowledge of all hiking trails in the valley, and has been successfully
partnering with both the City and BLM for several years on similar projects.
To date, Friends has planned identifier and directional arrow decals for 9 hiking trails and routes
in Palm Desert. Anchors will also be purchased to prevent theft and vandalism to the carsonites.
Signs are generally placed as needed: at hiking trail junctions, near unauthorized social hiking
trails, and as sightline markers in areas where the hiking trail path is less distinct (washes). This
project is in conjunction with the Greater Palm Springs Convention & Visitors Bureau plan to
establish trail identifiers along all recognized hiking trails in the Coachella Valley. Work has
already been approved and begun in La Quinta, with other cities to follow.
Also included in the estimate is a general figure to cover the repair and replacement of tools and
Friends' time spent coordinating volunteers, mapping and cataloging hiking trail signs, and
designing signs and decals.
Staff believes improving signage at hiking trailheads is also an important goal. Most of that effort
is still in the future, but staff is planning to add a map and information panel to the new Randall
Henderson kiosk. The collaborative efforts between the City and Friends of the Desert
Mountains have proved to be extremely positive as they have been excellent stewards of our
beloved recreational hiking trails over the years. Such partnerships promote cohesion and
efficiency when maintaining hiking trails, as well as reach a larger community audience as
residents and visitors look to expand their options for recreational activities in our City.
Fiscal Analysis
A cost estimate for this work from Friends of the Desert Mountains is an amount not to exceed
$5,000. Funds are available in the Civic Center Account for Professional Services under the
MOU with the Bureau of Land Management: 1104610-4309200.
