Receive and file information regarding the submittal of two grant funding
applications related to bicycle and pedestrian safety improvements.
Strategic Plan Obiective
This project will modify existing roadway signing and striping installations related to bicycle and
golf cart lanes. As such, it is relevant to achieving the goals of Priority 3 of the Transportation
section of the Strategic Plan:
Priority 3. De-emphasize single/low occupancy vehicles and optimize multiple modes of travel
(bus, carpool, golf cart, bicycle and pedestrian).
Background
In reaction to several fatal bicycle collisions that have occurred in the Coachella Valley within
the past few years, staff reviewed the layout of existing Class II bike/golf cart lanes within the
City in relation to current design standards as set forth in the California MUTCD 2014 Edition.
Upon review, staff identified 74 locations that were out of compliance with current standards.
Staff estimates that the cost to complete the improvements at the 74 locations will be
$170,000. The proposed project locations are shown on the attached Project Locations
Exhibit.
The substandard locations primarily occur at intersection approaches. The improvements
needed to bring the locations up to current standards will require signing/striping modifications
and traffic signal detection improvements. The proposed modifications range from simple, to
moderate, to extensive. Simple improvements include minor striping and signage
improvements. Moderate improvements include striping and pavement marking removals,
striping and pavement marking installations and additional signage. Extensive improvements
include striping and pavement marking removals, striping and pavement marking installations,
additional signage and modification of traffic signal vehicle detection equipment. Examples of

the type of improvements to be performed by this project are depicted in the attached Class II
Bike\Golf Cart Improvement Exhibit. Modification of existing Class II bike/golf cart lanes to
meet current design standards will increase safety to users of the bike/golf cart facilities as well
as to the motoring public.
Two grant funding opportunities related to bicycle and pedestrian safety became available
earlier this year, as described below:
TDA Article 3 (SB 821). Bicycle and Pedestrian Facilities. Biennial Call for Proiects -
Administered by the Riverside County Transportation Commission, SB 821, the Bicycle and
Pedestrian Facilities Program, is provided through the Transportation Development Act,
funded through a 1/4 cent of the general sales tax collected statewide. $3,467,784 is available
for the FY 17/18 call for projects. SB 821 requires a 50 percent local funding match for any
funds awarded.
2017 Bicycle and Pedestrian Program — This program is a new funding source recently offered
by the Coachella Valley Association of Governments. The program has set aside $10,000,000
in funds for projects that improve pedestrian and bicycle safety throughout the Coachella
Valley. The program requires a 25 percent local funding match for any funds awarded.
$85,000 has been included in the Fiscal Year 2016-2017 budget to perform bike and golf cart
lane improvements. These funds are sufficient to provide for the required local match should
the City be awarded funds from either of the two grant sources.
If the City is fortunate enough to be awarded funding from both sources, the CVAG funding
would be utilized first because of the 25 percent City and 75 percent CVAG split. The SB 821
funds would then be used as a source for the City's matching fund requirement for the CVAG
funding.
Fiscal Analysis
There is no additional fiscal impact associated with this ac,ion is time.

Re: 2017 Bicycle and Pedestrian Safety Program
Dear Mr. Magana:
The City of Palm Desert is interested in participating in the 2017 Bicycle and Pedestrian Safety
Program offered by the Coachella Valley Association of Governments (CVAG). The City's
proposed project includes improvements to bike and golf cart lanes to bring them into
compliance with current design standards and make them safer for users.
The City has identified 74 Class II bike/golf cart lane locations throughout the City for
improvement. Improvements include: striping, signage, and modification of traffic signal
detection equipment. We believe that modification to these locations will improve bicycle safety
near intersections and areas where potential bicycle and vehicle conflicts exist. The project is
estimated to cost $170,000 and, if selected, the City will obtain bids from qualified contractors
to complete the project.

Facilities Program — City of Palm Desert - Class II Bike -Golf Cart Lane
Improvement Project Citywide
Dear SB 821 Evaluation Committee:
This letter provides confirmation that the City of Palm Desert has funding available to
commit to the local share match presented in this application for Class II Bike -Golf Cart
Lane Improvement Project Citywide. Funding for this project was included in the City's
FY 16-17 Capital Improvement Project budget. The project will be combined with our
annual citywide restriping project scheduled to be bid in the fall of this year.
