Recommendation
By Minute Motion, approve the following:
1. Martha's Village & Kitchen's Thanksgiving Day 5K scheduled for Thursday
November 23, 2017;
2. Road closures on El Paseo between Highway 74 and Portola Avenue; and
3. Allow the Consumption of Alcoholic Beverages on City -owned Property
Pursuant to Palm Desert Municipal Code 9.58.040.
Strategic Plan Objective
Approval of Martha's Village & Kitchen's 2017 Thanksgiving Day 5K would help address the
following priority as specified in the 2013-2033 Strategic Plan, Envision Palm Desert -
Forward Together.
- Parks and Recreation Priority 3: Make recreational and exercise opportunities
available in all public spaces.
Discussion
Martha's Village & Kitchen (MVK) is requesting to hold their 11th annual Thanksgiving Day
5K on Thursday, November 23, 2017, utilizing the City's certified course on El Paseo, with
road closures between Highway 74 and Portola Avenue. Last year's Thanksgiving Day 5K
drew over 2,000 participants and 200 volunteers. The proceeds of this event allow MVK to
continue providing 225,000 meals to the hungry every year.
As a refresher, at its meeting of April 25, 2013, City Council approved a total of six events
that require road closures on El Paseo annually and the Thanksgiving Day 5K was one of
those events. Because this event is scheduled for Thanksgiving Day, there will be no
negative impact to the merchants on El Paseo due to a majority of the businesses being
closed for the holiday.

Last year, the event utilized the City's reconfigured certified 5K course with the start/finish
line and main event area placed on the south side of El Paseo at San Pablo. Additionally,
MVK worked with The Gardens on El Paseo management on approval to place portable
restrooms, sinks, and trash/recycle bins in the El Paseo Village parking lot. They were also
required to notify nearby residents on San Pablo in advance of the event. Upon approval of
the 2017 event, staff will ensure that all of these conditions are met again this year. As with
previous years, for safety precautions, hard closures will be utilized at all major intersections
and sworn police officers will be required at designated locations along the route. It is
anticipated that all roads will be open by 11 a.m.
Following the recent trend in recreational events, MVK is requesting permission once again
to set-up a gated beer garden during the event which requires City Council approval to
allow the consumption of alcoholic beverages on City -owned property pursuant to Palm
Desert Municipal Code 9.58.040. MVK had a beer garden at the event last year without
incident. If approved, staff will ensure that MVK obtains the proper permits from the
Department of Alcohol and Beverage Control (ABC), secures adequate security and
containment fencing, and works directly with the police department to secure the required
public safety services that go along with serving alcoholic beverages at these types of
events.
Fiscal Analysis
There is no direct fiscal impact to the City associated with this request. Martha's Village &
Kitchen will be responsible for all costs related to the event.
