ADMINISTRATIVE SERVICES DEPARTMENT
STAFF REPORT
REQUEST: AUTHORIZE BMW MOTORCYCLES OF RIVERSIDE AND
HONDA/YAMAHA OF REDLANDS TO PERFORM POLICE
MOTORCYCLE MAINTENANCE IN EXCESS OF $25,000.
SUBMITTED BY: Stephen Y. Aryan, Risk Manager
DATE: June 8, 2017
Recommendation
By Minute Motion, authorize BMW Motorcycles of Riverside and Honda Yamaha
of Redlands to perform motorcycle maintenance for the Police Department in
excess of $25,000, but to not exceed $45,000.
Commission Action
The Palm Desert Public Safety Commission has not reviewed this item, but annually
reviews the Police Department Budget.
Strategic Plan Objective
This matter is related to the Public Safety and Emergency Services section of the Palm
Desert Strategic Plan, specifically under Priority 1: Enhance the Delivery of Public
Safety Services. The priority's strategy is to expand the existing superlative services
provided by the fire and police departments to address future growth and safety
concerns. One of the action steps is to identify Public Safety needs including new
equipment. By ensuring the Police Department has properly maintained motorcycles
this objective can be sustained.
Discussion
The Palm Desert Police Department's Traffic Team is primarily comprised of BMW
motorcycles, but still has a few Honda units in operation. To date, approximately
$25,000 has been expended on maintenance of the BMW motor units. As any future
maintenance expenditures exceed staffs spending authority, the City Council must
formally approve any expenditure beyond this amount. Both organizations are
designated as a preferred City and law enforcement vendor and their proximity to the
City is advantageous to minimize staff time delivering and returning the motor units.

Fiscal Impact
Approval of staffs recommendation will not increase the City's Police Budget. The City's
Assistant Police Chief has enacted savings under billable hours in anticipation of
increase motor maintenance costs. There are currently approximately $3,400 in
outstanding motor maintenance invoices that require processing. Staff also anticipates
additional invoices for May and June that have not yet been received.
