Grant an exception to the bidding requirements, as provided for by Section 3.32.090 of the Municipal Code, for FY 2017/18; and 2. Approve the use of specific automotive facilities for supplemental general fleet repairs in an amount not to exceed $75,000 from Palms to Pines Automotive, Ozzie's International Tire and Auto, Inc., and Kim's Automotive. Funds are available in General Fund Account No. 1104331-4334000, R/M Fleet. Staff Report Approve Us 9 pecific Automotive Services Page 2 of June 22, 017 / Strategic Plan Objective This is an on-going maintenance function and, as such, does not directly contribute to the objectives of the Strategic Plan. Background The City's fleet inventory consists of 68 vehicles ranging from small sedans to heavy- duty trucks operating on electricity, gasoline, compressed natural gas (CNG), propane, diesel, or a combination of these fuels. The City's maintenance facility is neither equipped, nor staffed to accomplish the necessary repairs and maintenance of these vehicles; consequently, the City relies on outside service facilities. It is important for City staff to establish a pool of qualified service vendors so that when repairs costing more than $1,000 are necessary, staff does not have to remain idle and unproductive during competitive selection of a vendor. Posting a Request for Quotes, per the City's bidding requirements, for vehicle maintenance and services can attract low bidders that are not qualified to work on, and/or are not familiar with the City's specialty vehicles. For this reason, staff opted to distribute a vehicle repair survey to five local repair facilities requesting information on the mechanical services provided, and their hourly labor rate. These facilities were chosen because of their location, the quality of work they provide, and their familiarity with the City's vehicles. Palms to Pines, Ozzie's International Tire & Auto, Inc., and Kim's Automotive completed the survey; however, L&L Automotive, and A&G Toyota Autocare declined participation. Therefore, these three auto repair shops have been selected for fleet repair services during Fiscal Year 2017-18 at the noted hourly rates: Palms to Pines $75, Ozzie's $86, and Kim's $95. For significant repairs, City staff's decision on which vendor to use is based on availability and cost. Consequently, the amount for each purchase order cannot be equally distributed among the three vendors. During the FY17/18 budget approval, staff submitted a White Paper to implement a vehicle leasing program on a three-year cycle that will include vehicle maintenance and repairs. Following the City Council's budget approval, staff will commence the necessary steps to implement the leasing program. Consequently, staff estimates the costs for vehicle maintenance will be significantly reduced in the next three years. They provide services to Gas, Diesel, Hybrid, CNG vehicles and equipment trailers. Services include free pickup and delivery of vehicles. Three ASE certified Mechanics to provide these services. Kim's Automotive 74-977 Joni Drive Ste. F2 Palm Desert, CA 92260 Service is available to sedans and trucks from half-ton to heavy duty vehicles. They provide services to Gas, Hybrid and equipment trailers. No service is available for CNG vehicles, Diesel vehicles and smog certifications. Body work and glass repair is available. Three technicians are available to provide these services.
