By Minute Motion:
1. Authorize the purchase of a surveillance system and server for the
Corporation Yard from Vector Resources, Inc., of Rancho Cucamonga,
California, in the amount of $44,198.05; and
2. Grant an exception to the bidding requirements, as provided for by Section
3.32.065 of the Municipal Code.
Funds are available for the surveillance system in Account No. 4504330-4400100 Building
Maintenance; and for the server in Account No. 5304190-4404000, Equipment Replacement.
Strategic Plan Objective
The purchase of this surveillance system is an operational function and has no impact on the
Strategic Plan.
Background
The existing exterior surveillance system at the Corp Yard is the only security for the exterior
of the facility and consists of six dome cameras, and a 16-channel NVR (network video
recorder). The system was installed in 2006 when the 74605 42nd Avenue addition was
constructed. This system is now more than ten years old, two of the cameras have failed,
and the rest are near the end of their useful life. A significant amount of City-owned assets

are installed, parked, and/or stored in the exterior yard, and the ineffective surveillance
system leaves these assets vulnerable to vandalism.
A new surveillance system with eight high-resolution, pan tilt zoom cameras was approved in
the FY 2016-17 budget. Staff has obtained a California Multiple Award Schedule (CMAS)
Program quote from Vector Resources, Inc., in the amount of $27,937.48 for eight Samsung
cameras, and the related equipment needed for the surveillance system and installation.
CMAS is a state program that allows public agencies to acquire a wide variety of
commodities and services at prices that have been assessed to be fair, reasonable, and
competitive. Therefore, in accordance with Palm Desert Municipal Code 3.30.260, the bidding
process is not required for the surveillance system.
A new server compatible with the new surveillance system is also necessary, but it is not
covered under the CMAS program. However, the IT Master Plan identifies this surveillance
system as a high priority. Vector Resources, Inc., is able to provide the server recommended
as being most compatible by the camera manufacturer at a cost of $16,260.57. This cost is
consistent with other servers, and has been deemed reasonable by the City's Information
Systems Manager. Given the concerns over warranty and compatibility with the cameras,
staff recommends purchasing the server from the same vendor, and requests an exception to
Section 3.32.065 of the Municipal Code.
Fiscal Analysis
There is no fiscal impact beyond the cost of the equipment.

2.0 Project
2.1 Overview
Vector is pleased to present the following proposal to City of Palm Desert ("client") for the
Campus Surveillance project located at the City of Palm Desert Maintenance Facility. This
proposal includes:
-Specifications for the installation of (8) 4K Network IR Dome Cameras
-Specifications for the installation of a CAT6 structured cabling system
-Project Parameters
-Detailed Pricing
This proposal was based on the information gathered from meetings and conversations, the
site walk, and our experience with similar types of projects. The proposal includes: the
furnishing of all materials, labor, transportation, tools, permits, fees, utilities and incidentals
necessary for the complete installation of all work specified within this document.
Scope of Work:
- Provide and install new Samsung cameras
- Install Category 6 cabling.
- Provide specifications and install one new client provided surveillance server
- Provide and install new ONSSI license.
Note: Client will provide light pole, conduit pathway, to new camera location in planter next
to building where Palm Trees obstruct the camera view from the side of the building. In
addition client will provide new server for Surveillance system.

3.0 Project Team
3.1
Vector will establish a project team comprised of individuals with knowledge and experience
relevant to this project. An experienced project manager or project coordinator will head the
project team to ensure that the project is on schedule and within budget.
In addition to the core project team, Vector has over 400 employees with a full range of
specialties who will assist on the project as needed. Among these employee resources are
Vector's quality control officials, who will visit the project site over the course of the project to
ensure that the highest-quality installation practices are being used.
Vector recommends that the client create its own project team prior to the project's start.
This team will work together with Vector's team to determine the implementation schedule,
establish policies and procedures, and decide how best to handle the distribution of
information to
client's staff members, technical issues, training, device management and maintenance, and
system maintenance.
4.0 Codes

All work performed on this project will be installed in accordance with IEEE 802.11 installation
guidelines, the current edition of the NEC, NESC, BICSI Telecommunications Distribution
Methods Manual (TDMM), BICSI Cabling Installation Manual, and the latest issue of the
ANSI/TIA/EIA Standards, along with all state/local codes and ordinances.

5.0 Post Support
5.1
Vector offers several support options that can assist the client once their system is
operational. These options include quarterly, semiannual, and annual onsite preventive
maintenance and audits; blocks of time for onsite maintenance and upgrades; and
management of the RMA process.
On request, Vector will customize a post-installation project support and maintenance plan to
suit the client's needs.

-Guaranteed hourly services from network engineers and service technicians for onsite/offsite
maintenance and upgrades, RMA management, and system moves, adds and changes

Vector Hourly IS Services
With this option, Vector provides "time and materials" post-installation services and support.
The standard support package includes access to the Vector Help Desk during normal
business hours, and 24x7 emergency assistance for critical issues. At the client's request,
Vector will also handle manufacturer alerts directly for manufacturer warranties that include
monitoring.

6.0 Surveillance
6.1 Scope of Work - Camera & Access
Vector proposes to install a network surveillance system as described below.
Installation - Overview
Vector will install (8) total Samsung network cameras to gain a situational overview of the
perimeters, quads, and the interior administration office areas.
Installation - Outdoor Fixed Camera
Vector shall install (8) new Samsung 4K Network IR Dome Cameras. Each camera will take
approximately 1-2 hours to assemble, mount and orientate. All outdoor cameras are to be
installed surface mounted onto the building using a wall mount bracket. A single 5/8" wall
penetration shall be made for each of the cameras to be installed onto the building's outer
wall surface.
Installation - Indoor Fixed Camera
No indoor cameras will be installed as part of this project
Installation - Camera Cable Termination
Each video data cables shall be dressed into a Category 6, RJ-45 data insert and will snap
into the faceplate of a single port, surface mount box that is to be installed within 6 feet of
each camera location. A certified Category 6 patch cable shall connect to the camera's RJ-45
port providing connectivity and PoE power.
Installation - Camera Data Inserts
All data inserts shall be 8-position modular inserts.
All data inserts shall be Cat-6 rated.
All data inserts shall be white.
All wiring shall be T568-B standard.
Installation - Camera Cable Identification
All surface mount boxes shall be labeled with adhesive labels (white background / black
lettering) and be given a unique labeling/numbering scheme. All cabling shall be terminated,
tested and documented for each of the camera locations.
Installation - Camera Focus/Adjustment
Each camera will take approximately 30-45 minutes to sight-in and adjust the cameras.
Vector has allocated 15 minutes, per camera to work with a person from your staff to
configure, focus and align each camera to meet your specifications.

6.2 Scope of Work - Cable & Pathway
Vector proposes to install a new Category 6 structured cabling system as described below.
Description - Indoor Cable
All indoor data cables designated for surveillance applications shall be Unshielded Twisted Pair
(UTP) 4 pair 24 AWG, Cat-6 rated. Cables installed in plenums shall meet UL 910 and cables
to be installed in risers shall meet UL 1666. For this project application all indoor video data
cables shall be plenum rated; the jacket of the cable shall be blue in color.
Installation - Indoor Cable Pathway
Vector shall pull and install Cat-6 cabling to each of the camera locations. Vector shall install
cable hangers, 3-hooks, or other supporting assemblies every 4-5 feet or as needed in order
to properly secure and support all data cables. No cables will be attached to support wire for
ceiling tile grids, support assemblies for electrical conduits, the conduits themselves, or
support assemblies for fire protections systems.
Installation - Cable Penetrations
Cable penetrations of walls or floors shall be sleeved with metallic conduit with bushing
material installed on the conduit ends. All penetrations through fire rated walls or floors shall
be metal conduit, with edge bushings, packed with appropriate fire blocking material to
conform to all applicable Fire Codes matching the assigned barrier rating.
6.3 Scope of Work - MDF/IDF
Vector proposes to terminate cabling & install hardware in the MDF/IDF as described below.
Installation - Video Server - MDF/IDF
Vector shall install and configure (1) Client provided video server in the client's existing rack
enclosure, and shall be pre-configured with Microsoft Server 2008. Vector will install OnSSI's
Ocularis video management software. Vector shall install and configure OnSSI's Ocularis
video software application according to the needs of City of Palm Desert.
Installation - Cable Termination - MDF/IDF
Vector shall terminate all new cabling to the client's existing Category 6 patch panel(s) in the
each of the designated IDF equipment racks as the cable termination points. Vector shall
place and terminate (8) Category 6 cables onto the each of the patch panels; all termination's
shall be to according the T-568-B standard.

6.4 Overview - Cameras
Vector has selected Samsung network surveillance cameras for this installation, see details
below.
Overview of Samsung PNV-9080R 4K Network IR Dome Camera
The ivory WiseNet P Series 4K IR Dome Camera from Samsung features 1/1.7" CMOS sensor
and 4.5-10mm motorized varifocal lens. It can capture videos in 4K resolution and supports
2.2x zoom. The camera offers WDR of up to 120 dB for capturing images under varied
lighting conditions. It comes with a built-in microSD/SDHC/SDXC card slot (up to 128GB) for
on-board storage.
- Records 20 fps at 12MP (4000 x 3000) and 30 fps at DCI 4K (4096 x 2160)

6.6 Overview - Storage
See below for details on configuration.
(08) cameras 4K or 8MP resolutions
For this application the server will require approximately 7.96 TB of recording storage
capacity to archive (30) days locally, and 49.1 Mbits per second of network bandwidth, to
record motion based, (24) hours a day, at 15 fps, in 1280 x 1024 and 1920 x 1080
resolutions, applying H.264 compression, at 50% estimated video motion scene activity.
All performance numbers are for recording only mode. The number of cameras supported will
be reduced by local viewing in some modes, or running access control and/or video analytics
in other modes. Live viewing can consume up to 50% of appliance or server resources.
Actual video throughput may vary slightly based upon video surveillance platform OS and
VMS choices, RAID 5/6 allocation, resolution and camera types selected. This proposal
assumes there is no watermarking, live local viewing, or encryption in these calculations.
The storage and hardware recommendations for this system configuration, as entered, is an
estimate based on performance testing and manufacturer's recommendations. Vector has
made every effort to assure the accuracy of the estimated storage requirements, however
each system varies based on the environment, percentage of motion or activity and lighting
conditions. It is recommended to add hardware/storage overhead to accommodate future
changes.

6.7 Overview - Software
Ocularis, OnSSI's flagship IP-video and security platform, is a comprehensive video
management system that combines powerful network video recorders (NVRs) with physical
security information management (PSIM) functionality.
Ocularis represents the latest evolution in IP-video surveillance and security. As an integrated
video and event management platform, it includes a full-fledged video management system
(VMS) for streaming, recording and managing an unlimited number of cameras at multiple
sites.
Ocularis' straightforward workflow provides a collaborative environment in which video and
alerts from across the organization are converted into meaningful events, for efficient shared
handling and building a video-evidence case file.

OnSSI's Software Upgrade Plan (SUP)
OnSSI's optional Software Upgrade Plan (SUP) is designed to help protect users' investment
in OnSSI's software and enables them to realize maximum value and ongoing access to new
functionality. The SUP is available for 1-5 years for most OnSSI solutions.
Under SUP, any new software release of the covered product during the covered period will
be provided at no extra cost. Since the advancements in the IP Video Surveillance market are
rapid, one to two new software versions are typically released per year, making the SUP a
significant and cost effective investment protection program.
Ocularis v2.0 is designed to meet the needs of organizations of all sizes and structures, from
single-location retail outlets or schools to multiple-site, complex municipal and campus
installations. For this installation Vector has chosen ONSSI's IS version.
Ocularis IS - Competitively priced, Ocularis IS was designed for organizations operating at
multiple locations with no size limitations. It supports integration with access control, video
analytic and other 3rd-party systems, meeting the needs of organizations with dedicated
resources for live monitoring and alerting.

6.8 Overview - Analytics
ONSSI Ocularis Analytics - Increase Security and Reduce Operational Costs.
Ocularis Analytics enable the automated detection of specific movement and behavior
patterns, both human and vehicular, significantly increasing the effectiveness and
responsiveness of the entire video and security system.
ONSSI Ocularis Analytics - Overview
With Ocularis Analytics, alerts are generated on specific behaviors, rather than for each and
every detected motion. This reduces false detection and false alarm rates, while reducing,
and in some cases even eliminating altogether, the need for live monitoring of video from
large camera systems. The result is that larger camera systems can be monitored using the
same or fewer operators, with superior responsiveness, dramatically cutting costs while
providing better security coverage.
Scalability and Compatibility
Multiple Analytics behaviors can be applied to a single camera, and unlimited rules can be set
for each behavior. Analytic detection can also be assigned for PTZ cameras, for tracking
human/vehicular movement within the cameras field of view, and for detecting motion within
PTZ presets. With Ocularis Analytics, complex detection scenarios can be created by linking
analytics behaviors and rules, and using Ocularis' Event Fusion functionality, can be linked to
events generated by access control and other security systems.
Analytics-generated alerts can be pushed automatically to users' video clients, together with
a graphical metadata overlay indicating the object or movement that triggered the event.
OnSSI's Analytics integrate with an array of cameras and video encoders which perform the
analytics processing on-edge (prior to image compression), thus maximizing bandwidth
utilization.
Ocularis Analytics are fully scalable, with no limit on the number of connected cameras,
analytics behaviors per camera or analytics servers.
7.0 Project Parameters
7.1 Network Equipment
Vector has based this proposal on the client's providing all network switches and uplinks. All
network switches must be PoE (802.3af) and will be in place and operational prior to the
cutover date. In addition, the network equipment must meet the minimum standards set by
the systems manufacturer.
7.2 Rack Space
Vector has based this proposal on the assumption that there will be approximately 8 to 12
units of rack space to accommodate new and/or additional network equipment for the video
surveillance server and/or additional storage device needs.

7.3 UPS
Vector has based this proposal on others providing a UPS to supply back up power to the PoE
switches, recording devices etc. There is no UPS costs included in this proposal.
7.4 PC(s)/Laptop(s)
Vector has based this proposal on the client's providing the PC(s)/Laptop(s) for all application
software or Soft Consoles, unless outlined otherwise in the proposal. The PC(s)/Laptop(s)
must meet the minimum standards set by the systems manufacturer.
7.5 Project Coordination
Prior to implementing and/or acceptance of the project, verification of cabling pathway,
cabling distances and wire closets must be done. This proposal includes estimated cable
distances; any additional costs over and above what this proposal includes will be considered
a change order.
This proposal was based on the information gathered from meetings and conversations. No
site walk has been conducted. This information must be verified prior to implementing this
project.
7.6 Port Space
Vector has based this proposal on the client's existing patch panels and or network switches
as having available port space to accommodate additional cameras. If ports are unavailable it
will be the responsibility of others to provide additional equipment.
Vector can assist with additional equipment where needed and if requested by the client in
the form of a written change order.

be as specified. Any alterations or deviation from above specifications involving extra costs will be
executed only upon written orders, and will become an extra charge over the estimate. All agreements
contingent upon strikes, accidents or delays beyond our control will be settled in a formal agreement.
Owner is responsible to carry fire, tornado and other necessary insurance. Our workers are fully covered
by Workman's Compensation Insurance.

2.0 Project
2.1 Overview
Vector is pleased to present the following proposal to City of Palm Desert ("client") for the
Campus Surveillance project located in San Bernardino, CA this proposal includes:
-Specifications for the provision of (1) Seneca Surveillance Server

This proposal was based on the information gathered from meetings and conversations, the
site walk, and our experience with similar types of projects. The proposal includes: the
furnishing of all materials, labor, transportation, tools, permits, fees, utilities and incidentals
necessary for the complete installation of all work specified within this document.
Scope of Work:
The intent of this proposal is to provide material only for (1) network surveillance server.
Note: the labor to install the proposed server is included on a separate proposal.

3.0 Project Team
3.1
Vector will establish a project team comprised of individuals with knowledge and experience
relevant to this project. An experienced project manager or project coordinator will head the
project team to ensure that the project is on schedule and within budget.
In addition to the core project team, Vector has over 400 employees with a full range of
specialties who will assist on the project as needed. Among these employee resources are
Vector's quality control officials, who will visit the project site over the course of the project to
ensure that the highest-quality installation practices are being used.
Vector recommends that the client create its own project team prior to the project's start.
This team will work together with Vector's team to determine the implementation schedule,
establish policies and procedures, and decide how best to handle the distribution of
information to
client's staff members, technical issues, training, device management and maintenance, and
system maintenance.
4.0 Codes

All work performed on this project will be installed in accordance with IEEE 802.11 installation
guidelines, the current edition of the NEC, NESC, BICSI Telecommunications Distribution
Methods Manual (TDMM), BICSI Cabling Installation Manual, and the latest issue of the
ANSI/TIA/EIA Standards, along with all state/local codes and ordinances.

5.0 Post Support
5.1
Vector offers several support options that can assist the client once their system is
operational. These options include quarterly, semiannual, and annual onsite preventive
maintenance and audits; blocks of time for onsite maintenance and upgrades; and
management of the RMA process.
On request, Vector will customize a post-installation project support and maintenance plan to
suit the client's needs.

Vector Insight Managed Services:
This complete systems management package includes:
-24x7 systems monitoring
-Guaranteed hourly services from network engineers and service technicians for onsite/offsite
maintenance and upgrades, RMA management, and system moves, adds and changes
-Monthly performance reporting and quarterly consulting analysis
Vector Hourly IS Services
With this option, Vector provides "time and materials" post-installation services and support.
The standard support package includes access to the Vector Help Desk during normal
business hours, and 24x7 emergency assistance for critical issues. At the client's request,
Vector will also handle manufacturer alerts directly for manufacturer warranties that include
monitoring.
6.0 Surveillance
6.1 Scope of Work - MDF/IDF
Vector proposes to terminate cabling & install hardware in the MDF/IDF as described below.
Installation - Video Server - MDF/IDF
This is a material only propsal for the provision of (1) Seneca video server. The server shall
be pre-configured with Microsoft Server 2012 and OnSSI's Ocularis video management
software.

6.3 Overview - Storage

(08) cameras 4K or 8MP resolutions
For this application the server will require approximately 7.96 TB of recording storage
capacity to archive (30) days locally, and 49.1 Mbits per second of network bandwidth, to
record motion based, (24) hours a day, at 15 fps, in 1280 x 1024 and 1920 x 1080
resolutions, applying H.264 compression, at 50% estimated video motion scene activity.
All performance numbers are for recording only mode. The number of cameras supported will
be reduced by local viewing in some modes, or running access control and/or video analytics
in other modes. Live viewing can consume up to 50% of appliance or server resources.
Actual video throughput may vary slightly based upon video surveillance platform OS and
VMS choices, RAID 5/6 allocation, resolution and camera types selected. This proposal
assumes there is no watermarking, live local viewing, or encryption in these calculations.
The storage and hardware recommendations for this system configuration, as entered, is an
estimate based on performance testing and manufacturer's recommendations. Vector has
made every effort to assure the accuracy of the estimated storage requirements, however
each system varies based on the environment, percentage of motion or activity and lighting
conditions. It is recommended to add hardware/storage overhead to accommodate future
changes.

sites.

alerts from across the organization are converted into meaningful events, for efficient shared
handling and building a video-evidence case file.

OnSSI's Software Upgrade Plan (SUP)
OnSSI's optional Software Upgrade Plan (SUP) is designed to help protect users' investment
in OnSSI's software and enables them to realize maximum value and ongoing access to new
functionality. The SUP is available for 1-5 years for most OnSSI solutions.
Under SUP, any new software release of the covered product during the covered period will
be provided at no extra cost. Since the advancements in the IP Video Surveillance market are
rapid, one to two new software versions are typically released per year, making the SUP a
significant and cost effective investment protection program.
Ocularis v2.0 is designed to meet the needs of organizations of all sizes and structures, from
single-location retail outlets or schools to multiple-site, complex municipal and campus
installations. For this installation Vector has chosen ONSSI's IS version.
Ocularis IS - Competitively priced, Ocularis IS was designed for organizations operating at
multiple locations with no size limitations. It supports integration with access control, video
analytic and other 3rd-party systems, meeting the needs of organizations with dedicated
resources for live monitoring and alerting.

7.0 Project Parameters
7.1 Network Equipment
Vector has based this proposal on the client's providing all network switches and uplinks. All
network switches must be PoE (802.3af) and will be in place and operational prior to the
cutover date. In addition, the network equipment must meet the minimum standards set by
the systems manufacturer.
7.2 Rack Space
Vector has based this proposal on the assumption that there will be approximately 8 to 12
units of rack space to accommodate new and/or additional network equipment for the video
surveillance server and/or additional storage device needs.
7.3 UPS
Vector has based this proposal on others providing a UPS to supply back up power to the PoE
switches, recording devices etc. There is no UPS costs included in this proposal.
7.4 PC(s)/Laptop(s)
Vector has based this proposal on the client's providing the PC(s)/Laptop(s) for all application
software or Soft Consoles, unless outlined otherwise in the proposal. The PC(s)/Laptop(s)
must meet the minimum standards set by the systems manufacturer.
7.5 Project Coordination
Prior to implementing and/or acceptance of the project, verification of cabling pathway,
cabling distances and wire closets must be done. This proposal includes estimated cable
distances; any additional costs over and above what this proposal includes will be considered
a change order.
This proposal was based on the information gathered from meetings and conversations. No
site walk has been conducted. This information must be verified prior to implementing this
project.
7.6 Port Space
Vector has based this proposal on the client's existing patch panels and or network switches
as having available port space to accommodate additional cameras. If ports are unavailable it
will be the responsibility of others to provide additional equipment.
Vector can assist with additional equipment where needed and if requested by the client in
the form of a written change order.
