Recommendation
By Minute Motion:
1. Award Contract No. C36150, including Bid Alternate #1, for construction
of the 2017 Street Resurfacing Project to Matich Corporation of Highland,
California, in the amount of$3,575,080 (Project No. 752-17);
2. Authorize the Director of Finance to set aside a 10 percent contingency in
the amount of$357,508; and
3. Authorize the Mayor to execute the agreement.
Funding is available for this project in Account No. 2364311-4332000, Recycling Fund
Street Maintenance ($200,000); Account No. 2134311-4332000, Measure "A" Street
Maintenance ($2,732,588); and Account No. 2114311-4332000, Gas Tax Fund Street
Maintenance ($1,000,000).
Strategic Plan Objective
Street maintenance is an on-going maintenance function and, as such, does not contribute
specifically to achieving the goals of the Strategic Plan.
Background
This project is part of the annual street resurfacing program. Two paving processes will be
used on the project. The work on Hovley Lane East will be using the Cold In-Place
Recycling (CIR) process, and the neighborhood area south of Highway 111 will be using the
Cold Central Plant Recycling (CCPR) process. CIR uses a train of equipment to recycle the
asphalt on-site, while CCPR transports the asphalt to a plant to be recycled then brings it

back to the project site. The central plant will be located on City-owned land east of Dinah
Shore and north of Gerald Ford. Both processes will construct a new driving surface by
recycling the existing asphalt into a base course of asphalt, and a final cap of warm-mix
asphalt will then be paved to complete the street rehabilitation. These processes are
significantly more environmentally friendly than standard paving processes.
A call for bids was advertised and on June 6, 2017, sealed bids were opened and read
aloud. The following is a summary of the bids received:
Contractor Location Bid Amount
Matich Corporation Highland, CA $3,282,330.00
ATP General Engineering San Diego, CA $3,447,215.00
Hardy and Harper, Inc. Santa Ana, CA $3,474,000.00
All American Asphalt Corona, CA $3,821,815.71
Granite Construction Indio, CA $3,941,520.00
Matich Corporation submitted the lowest responsive bid in the amount of $3,282,330. The
bid was six percent less than the engineer's estimate.
Per an agreement the City has with CVWD (Contract No. C31910), all paving projects
include an alternate bid item to raise the valves and manholes to the new grade on behalf of
CVWD. CVWD has the option of accepting the price from the City's contractor and
reimbursing the City for the work, or using their own forces to perform the work. CVWD has
accepted the price of Bid Alternate #1 given by the contractor for the subject alternate bid
item. Therefore, the contract price is increased by $292,750 for raising the valves and
manholes to grade.
Fiscal Analysis
This street resurfacing project is being done as a part of the City's annual street
maintenance program. There is no fiscal impact beyond the contract amount. The City
will be reimbursed by CVWD for work done on their behalf.
