ORAL COMMUNICATIONS None Art in Public Places Minutes April 12, 017 IV. CONSENT CALENDAR Minutes of the regular meeting held on February B, 2017. Commissioner Campbell moved to approve the Minutes of February 8, 2017. Motion was seconded by Commissioner Darby and carried 6-0-0 with Adney, Boren, Campbell, Darby, Hough, and Miller voting AYE. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION T Councilmember Susan Marie Weber Councilmember Weber complimented Deborah Glickman on her presentation to the City Council regarding the Venus de Fido item. She also thanked and applauded the Art in Public Places Commission for standing behind the City's policy and not recommending the waiving of the return of the public art fee to the developer.. The Commission ensured that the requirements were to be fulfilled and continued the item to give the developer an opportunity to abide by the policies, The item was on the March 23, 2017 City Council meeting agenda and was continued to the April 13, City Council meeting. The applicant asked to pull the item from the April 13, agenda but once it is on the agenda it cannot be removed, so the Council continued the item. After the meeting, City Council and staffed reached out to the applicant and offered to help her to comply Mth the City's requirements.. Ms. O[ickman stated that she would notify the Commission of when the item would be on the City Council agenda. S. PLANNING COMMISSION REPORT — Lindsay Holt Ms. Holt reported that the Planning Commission recommended approval of the future Monterey Crossing development to be located on the northeast corner of Monterey and Dinah Shore, The eighteen acre parcel will include hotels, restaurants, retail, walking paths, and landscape. 2 An in Public Places Minutes April 12 2017 C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT — John Vuksic Mr. Vuksic reported that a developer is proposing to build residential homes on the now vacant golf course at Palm Desert Country Club. The'item has been before ARC twice. Some of the residents have concerns because they have purchased homes in Palm Desert Country Club with the expectation of having open space but now they are concerned that there may be houses in their view. Desert Business Club located on the north side of Highway 111 next to McGowan's) was approved and will go to the Planning Commission. The addition of classrooms to Sacred Heart School was approved. An apartment project on Hovley west of the Soccer Park (The Sands) was preliminarily approved. VI. CONSENT ITEMS FIELD OVER NONE VII. NEW BUSINESS A, RECOMMEND TO CITY COUNCIL APPROVAL OF DESERT WIND BY IvIARK0 KRATOHVIL, FOR THE DESERT CROSSING SHOPPING CENTER, LOCATED AT 751 PAINTERS PATH, SUITE 02, PALM DESERT, AS THE REPLACEMENT ARTWORK FOR LUSH LIFE BY BARBARA FIELD Ms. Glickman reported that Lush Life by Barbara Field which was located in the Desert Crossing shopping center was vandalized and destroyed last summer. This sculpture was installed as'part of the development's public.art program, as per the Art in Public Places Ordinance. The Art in Public Places ordinance states that if an artwork is removed from its location, another artwork of equal value needs to replace it. The new project is not eligible for a second reimbursement of a public art fee, The:amount of the public art fee was paid in one lump sum for.all of the public art in the Desert Crossing center. Ms, Glickman met with the City Attorney to try to determine the fee for Lush Life and 3 Art in Public Places Minutes April 12, 2017 estimated 'it to be $15,000. The value of the art being considered is $40,000 which is well above the required amount.; The management for Desert Crossing worked through the City's artist registry and found Santa Monica, California artist Marko Kratohvil. Mr. Kratohvil was present at the meeting and talked 'about the sculpture. He created the design to depict the desert wind in an abstract form. The sculpture will be placed within the same planter in which Lush Life was installed on a mound which is intended to represent the mountains that stand behind the center. The sculpture will be made of polished stainless steel. ommissioner Campbell moved to recommend to City Council. approval of Desert Wind by Marko Kratohvil as the replacement sculpture. for Lush Life by Barbara Field for the Desert Crossing shopping center located at 73351 Painters Path, Suite 02, Palm Desert. Motion was seconded by Commissioner Hough and carried 6-0-0 with Adney, Boren, Campbell, Darby Hough, and Miller voting AYE VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS A. CONSIDERATION. TO CHANGE THE ART IN PUBLIC PLACES COMMISSION MEETING MINUTES FROM THE JANUARY 11 , 2017 MEETING. Ms. Glickman stated that the applicant for the Venus de Fido project 'had requested a copy of the minutes from the January 11, 2017 Art in Public Places Commission meeting and after reviewing them asked for a correction under New Business; Item C. The minutes had been approved by the Commission at its meeting of. February 8, 2017, but had not yet been forwarded to the City Council' for approval and therefore have not been finalized. The applicant has asked staff to have the following statement added to the minutes. "Ms. Biggi asked for a show of hands from all of the Commission members present as to which had actually visited the site to see the art piece they were being asked to judge. Not one had visited the site." Ms. Glickman stated that staff is proposing to add that, Ms. Biggi asked if any of the Commission members had seen the artwork in front of Venus de Fido to which one Commissioner responded she 4 Art in Public Places Minutes' April 12, 2017 had seen it (as per the audio tape of the meeting). Ms. Glickman stated that because the item had been added to the agenda that.morning, the Commissioners did not have a chance to go to the establishment and look,at the artwork prior to the meeting, Commissioner Darby moved to change the minutes of the January t 1, 2017 Art in Public Places Commission meeting to read, "Ms. Biggi asked if any of the Commission members had seen the artwork in front of Venus de Fido to which one Commissioner responded she had seen it. Ms. Glickman stated that because the item had been added to the agenda that morning, the Commissioners did not have a chance to go to the establishment and look at the artwork prior to the meeting." Motion was seconded by Commissioner Adney and carried 6-0-0 with Adney, Boren, Campbell, Darby, Hough, and Miller voting AYE B. CONSIDERATION OF PROPOSALS FOR EXHIBITION IN THE PALM DESERT COMMUNITY GALLERY FOR THE 2017/2018 SEASON Ms. Glickman stated that when the applications for the 2017/2108 Palm Desert Community Gallery season were originally reviewed by the Commission at its February 8, 2017 meeting,: she had mistakenly left out a proposal from Jim Becher. Additionally, Ms. Glickman stated that the north wing reception area, ,which includes the gallery, is potentially going to be remodeled during the next gallery season and therefore she adjusted the season's schedule to leave several months unprogrammed. Ms. Glickman reminded the Commission members of the artists who were approved at the February meeting and showed the artwork of Jim Beucher. After. reviewing the artists, Ms. Glickman suggested the following exhibitions: Jim Beucher with Gary Rosenblum and Juan-Manuel Alonso. (Mr. Alonso had previously been selected for a solo exhibition, but it has been determined that he only has a couple of paintings to display and therefore.needs to be grouped with other artists) Grant McMillan and Ron Dalberg as another show, and Alicia Siegler and Kathleen:Scoggin (were already selected to exhibition together) as the first show of the season. Ms. Glickman presented the artv+ork from the artists that would be paired together: It was the concurrence of the ComMission to group the artists as stated above. 5 _ Art in Public Places Minutes April 12. 2017 Commissioner Campbell moved to include Cary Rosenblum, Jim Beecher, and Juan-Manuel Alonso as one show,,and Grant McMillan and Ron Dalberg as another show with Alicia Siegler and Kathleen Scoggin to begin the 2017/ 01$ season with a duo exhibit. Motion was seconded by Commissioner Hough and carried 6-0-0 with Adney, Boren, Campbell, Darby, Hough, and Miller voting AYE. X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Thompson reported that the Student Art and Essay Contest is on display in the Community Gallery. Ms. Thompson thanked Commissioner Darby for reading and judging all of the essays. There was some discussion regarding the amount of entries and low participation from the schools. Ms. Thompson stated that she talked to some of the teachers about the program as the entries were being dropped off at City Hall. Those teachers stated.they would like to see the program continue. One teacher said that there is more free.time near the Thanksgiving holiday which would allow them to work on the contest. Ms., Glickman stated that staff would review the gallery schedule and consider having the Student Art and Essay at the beginning of the school year. Ms.. Thompson thanked Commissioner Boren for judging the entire art portion of the contest. The Award Ceremony is Wednesday, May 3, at 6:30 p.m. in the Council Chamber. Staff will set a meeting and host a focus group with teachers and principals in the fall. B. Docent Tours Ms. Glickman reported that there were twelve people on the Saturday, April 8, tour of the Et Paseo Exhibition. After the tour, some of the, people joined the Desert•X event at the Homme/Adams Park for the talk with Claudia Comte at her artwork, C. Public Art Documentary Film Series Ms. Glickman reported that the film, Packed in a Trunk:'The, Lost Art of Edith Lake Wilkinson which will be shown on April 20, is the final film for the 2017 film series. 6 Art in Public Places Minutes April 12, 2017 D. First Weekend On Saturday: April 8, Ms. Glickman moderated a talk with artist Claudia Comte and Desert X Executive Director Elizahete Betinski at Ms. Comte's sculpture Desert sculpture located at the Hornme/AJams Park. Following the discussion, there was a hike to enable the visitors to view of the sculpture.from different angles. KCET was present and filmed the talk. Ms. Glickman stated that segments of Desert X were being filmed and she is .hoping to be. able to incorporate them.into next year's film series. XI. REPORTS AND REMARKS A. STAFF Ms. Glickman noted that.Desert X was very successful and received international acclaim and press coverage. There were several photo .shoots of the artworks in Palm Desert, including one for'the cover of Vogue magazine. Desert will continue through the end of April; however, Ms. Comte's sculpture may remain onsite through the.end of May. Ms: Glickman would like to propose having at least two sculptures for the 2019 Desert X exhibition. M . Glickman reported that the Americans for the Arts Conference is in San Francisco this year and will not interfere with the regularly scheduled June meeting date, B. COMMISSION REPORTS No report. XII.
