HomeMy WebLinkAboutCCA-Electric Pwr Purchasing Prgm '� CITY OF PALM DESERT DEPARTMENT OF COMMUNITY DEVELOPMENT � e INTEROFFICE MEMORANDUM Fp=97�+3µ0 To: Honorable Mayor & Councilmembers From: Ryan Stendell, Director of Community Development Date: July 13, 2017 Subject: Update: Community Choice Aggregation (CCA) Program Recommendation: Continue this matter until the August 24, 2017, City Council meeting to allow time for continued risk assessment, and community outreach efforts. Background: At its meeting of June 8, 2017, the City Council directed staff to investigate the pros and cons of joining a CCA program being created by the Coachella Valley Associations of Government (CVAG). The City Council identified several questions needing to be answered, several of which related to risk and community engagement. The two most critical issues discussed were risk assessment and community engagement which are outlined below: • Risk Assessment: CVAG staff has been very cooperative in helping identify all areas of potential risk and is preparing a memo to all cities participating that will formally address this issue. Staff is arranging to use this document as the basis for a formal risk assessment with both the California Joint Powers Insurance Authority (CJPIA) and Best Best & Krieger (Counsel). Once the formalized memo has been received from CVAG, staff anticipates needing approximately 30-days to accomplish the risk assessment report. Staff anticipates having CVAG's memo by the first week of July. • Community Engagement: Councilmember Kelly inquired as to whether or not we had any way to poll the community on their desire for purchasing power. In response to that question, Staff has put together a survey under the Open City Hall page (http://cityofpalmdesert.org/our-city/open-city-hall#peak democracy). The survey will be posted for a period of 30-days in an effort to maximize response. There were additional questions posed by Councilmembers at the June 8, 2017 meeting which will be addressed in the final staff report.
