Recommendation
By Minute Motion:
1. Authorize staff to issue a Request for Qualifications (RFQ) seeking
artists to create artwork for the set of two (2) traffic signal cabinets on
the northwest corner of Fred Waring Drive and Cook Street and set of
two (2) traffic signal cabinets on the southwest corner of Fred Waring
Drive and Deep Canyon Road;
2. Approve up to six (6) $100 honoraria for finalists to create proposals
for the artwork.
Commission Recommendation
At its meeting of July 12, 2017, the Art in Public Places (AIPP) Commission
recommended approval with a 5-0-0 vote with Commissioner Boren absent, to
commission up to two (2) artists to create artwork for the set of two (2) traffic signal
cabinets on the northwest corner of Fred Waring Drive and Cook Street and set of two
(2) traffic signal cabinets on the southwest corner of Fred Waring Drive and Deep
Canyon Road. The Commissioners agreed that these sets of signal cabinets should
have the artwork painted on them rather than applying a vinyl wrap to them because the

other sets of signal cabinets on Fred Warng Drive that have artwork on them have been
painted and it is preferable to keep the painted aesthetic constant along the Fred
Waring Drive corridor.
Strategic Plan
The installation of public art helps to create a better community for residents and visitors
to Palm Desert. This concept is in line with the Arts & Culture Mini-Vision which states:
"Arts and culture give a community its soul. Palm Desert is the cultural core of the
Coachella Valley. Cultural tourism drives economic growth in Palm Desert. The
community is host to internationally recognized cultural events that bring significant
economic benefits to the City. Palm Desert is a leader in arts education, ensuring a
well-rounded population that possesses high levels of creativity and critical thinking
skills."
Discussion
Since 2007, the City of Palm Desert has commissioned or received a donation to paint a
design on traffic signal cabinets throughout Palm Desert. The program of painting
designs on traffic signal cabinets has been well received by the community, and
therefore staff would like to proceed with commissioning an artist to paint a design on
the set of two (2) traffic signal cabinets on the northwest corner of Fred Waring Drive
and Cook Street and the set of two (2) traffic signal cabinets at the southwest corner of
Fred Waring Drive and Deep Canyon Road.
In order to attract interested artists to apply for the project, staff would send out a
Request for Qualifications. From the submitted qualifications, the Commission would be
asked to narrow the selection to up to two (2) finalists per set of signal cabinets to be
paid an honorarium of $100 each to create a proposal. These proposals would be
brought before the Commission to select one (1) proposal for each set of signal
cabinets to recommend to the City Council for approval. The selected artists would
receive $1 ,500 each to complete each project.
Fiscal Analysis
Staff estimates the total cost of each of the set of signal cabinets will be $4,000 with the
expenses as follows:
• $300 for artist design honoraria
• $1,500 for artwork fabrication
• $500 for cabinet preparation and UV/graffiti coating
• $1,500 for road closures
• $200 for unanticipated expenses

Funds are available for both sets of traffic signal cabinets in the FY 2017/2018 public art
budget in Account No. 436-4650-4400100.

ABOUT THE COMMISSION:
The City of Palm Desert is seeking up to two (2) artists to create artwork for the set of
two (2) traffic signal cabinets on the northwest corner of Fred Waring Drive and Cook
Street and set of two (2) traffic signal cabinets on the southwest corner of Fred Waring
Drive and Deep Canyon Road. The painting of the traffic signal cabinets is intended to
compliment the area's already existing painted traffic signal cabinet program along Fred
Waring Drive.
MATERIALS:
Selected artists will be required to provide their own materials, which must be pre-
approved by the City. The City will perform the preparatory work on the cabinets prior
to the painting and anti-graffiti and UV coating after the painting.
SUBMITTAL DEADLINE:
The deadline for entries is Friday, October 6, 2017 at 4:00 p.m. (receipt deadline)
PROJECT BUDGET:
• $1,500 for the painting of each set of two (2) cabinets
ELIGIBILITY:
Open to artists in the Coachella Valley and surrounding area. Selected artists or teams
will be required to adhere to insurance requirements as determined by the City's Risk
Manager.
FINALISTS:
Up to three (3) finalists for each set of cabinets will be selected to receive a $100
honorarium each to create a proposal.
SUBMITTALS:
• A current resume or CV, including current contact information.
• Up to 10 images of past work in jpeg format on CD, flash drive, or jpegs via email
and a corresponding image list.
• Three (3) references.
• Materials should be submitted to:

TENTATIVE TIMELINE:
August 28, 2017: Request for Qualifications available
October 6, 2017 at 4:00 p.m.: Qualifications due (receipt deadline, NOT postmark)
October 11, 2017: Art in Public Places Commission to select up to three
(3) finalists per set of signal cabinets to create
proposals
October 16-18, 2017: Finalists notified
December 8, 2017 at 4:00 p.m.: Proposals due in Public Art office
December 13, 2017: Proposals reviewed by Art in Public
Commission
January 11, 2018: Artist proposals selected by City Council
January 15, 2018: Selected artist notified and commencement of
contracting
April 13, 2018: Completion of project
