Comstock of Comstock Homes requested in a meeting with the previous City Manager, John Wohlmuth, that Comstock Homes be allowed to enter into a "Third Party Inspection Agreement." This agreement allowed a full time inspector on the site at all times in hopes of accelerating completion of the Villa Portofino project. The City entered into an agreement with Comstock Homes on March 21, 2014, which allowed Comstock Homes to contract with Willdan Engineering to provide third party inspection services for the Villa Portofino project. The fees requested for reimbursement are only those fees that were collected to cover building inspections.
