REQUEST: APPROVAL OF AN EXTENSION TO THE TEMPORARY PARTIAL
ROAD CLOSURE OF LARKSPUR LANE FROM SEPTEMBER 2,
2017 THROUGH OCTOBER 13, 2017 FOR HOTEL PASEO

Recommendation
By Minute Motion, extend the existing temporary, partial street closure of Larkspur
Lane from September 2, 2017 through October 13, 2017 for Hotel Paseo
construction.
Executive Summary
Approval of the motion will allow for the partial closing of Larkspur Lane (as shown in
the attached site plan) to expedite the offloading of equipment and building materials
and to assist in meeting the completion schedule of November 2017.
Discussion
The 150-room Hotel Paseo is currently under construction at the northeast corner of
Larkspur Lane and Shadow Mountain Drive. The hotel expects to be open and in
operation by November 2017.
During this phase of construction, there will be major deliveries of site work material
including heavy equipment and cranes followed by large amounts of finishes and
fixtures. In order to maintain a schedule and provide safe access during deliveries, it
will be advantageous to extend the temporary closure of Larkspur Lane to traffic from
south of the entrance to The Gardens on El Paseo continuing to Shadow Mountain
Drive. The extension will allow for the installation of the fixtures and finishes to remain
on schedule.

All closure equipment and fencing have been provided by the hotel developer along with
a $10,000 bond to the City should there be any damage to the street, sidewalks or
curbing.
Staff has reviewed the proposed road closure with The Gardens management and they
do not believe this will impact their business. Therefore, staff recommends approval of
the above motion.
Fiscal Analysis
There is no direct fiscal impact to the City associated with this request. West River Inc.
will be responsible for submitting a $10,000 bond to cover any costs should the road,
sidewalks or curbs be damaged during the closure.
