IV. CONSENT CALENDAR
Minutes of the regular meeting held on April 12, 2017.
Commissioner Campbell moved to approve the Minutes of
April 12, 2017. Motion was seconded by Commissioner Hough and
carried 4-0-0 with Boren, Campbell, Hough, and Miller voting AYE
with Adney and Darby ABSENT.

V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION —
Councilmember Susan Marie Weber
Councilmember Susan Marie Weber reported that at its May
25, 2017 meeting, City Council approved the reimbursement
of the return of the public art fee for the art component, TH-
225 Cupids on Dome/Ladies Playing Music by Jacob Dagan,
located at 73600 Alessandro. The applicant will receive the
full amount of the fee ($17,500) that was paid into the public
art fund. It was at the City Attorney's assessment that the
applicant was in substantial compliance with the City's Public
Art Policy and therefore it was appropriate for City Council to
approve the return of the public art fee to the applicant.
Councilmember Weber again thanked the Commission for
standing behind the City's policy and the professionalism
during the events that took place.
The Commission requested that the policy for the return of
the public art fee be reviewed at a future meeting. Staff
indicated that the item will be placed on the September 2017
agenda.
At the City Council's June 8, 2017 meeting, it approved the
annual contract for the maintenance of the City of Palm
Desert's public art collection and the El Paseo Exhibition
which was awarded to Same Day Express. Same Day
Express has held the contract for the last four years.
B. PLANNING COMMISSION REPORT — Lindsay Holt
Ms. Holt reported that the Planning Commission
recommended, to City Council, approval of Grafton's
Restaurant on El Paseo.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
— John Vuksic
Mr. Vuksic reported that the landscape on the median at
Portola Avenue and Country Club Drive was reviewed.
Final plans have been approved for the classrooms at
Sacred Heart School.
Signage for Luna Grill was approved.

Proposed condos at Palm Desert Country Club (PDCC)
have not yet been approved. The applicant will return to
ARC after the summer months to allow feedback from the
residents of PDCC regarding the project.

VII. NEW BUSINESS
A. CONSIDERATION OF COMMISSIONING AN ARTIST TO
PAINT A DESIGN ON THE SET OF TWO TRAFFIC
SIGNAL CABINETS ON THE SOUTHEAST CORNER OF
FRED WARING DRIVE AND MONTEREY AVENUE
Ms. Glickman presented the concept of commissioning an
artist to paint a set of traffic signal cabinets located on the
southeast corner of Fred Waring Drive and Monterey
Avenue with its coordinate on the northwest corner. Ms.
Glickman selected that location to continue the program of
painting designs on signal cabinets on Fred Waring Drive.
She stated that she preferred that the cabinets be painted
and not vinyl wrapped because the other adorned sets of
cabinets on Fred Waring Drive have been painted. Ms.
Glickman will forward the request to send out a call for artists
to City Council at its July 13, 2017 meeting.
Commissioner Hough moved to approve consideration
of commissioning an artist to paint a design on the set of
traffic signal cabinets on the southeast corner of Fred Waring
Drive and Monterey Avenue. Motion was seconded by
Commissioner Miller and carried 4-0-0 with Boren, Campbell,
Hough, and Miller voting AYE and Adney and Darby ABSENT.
B. CONSIDERATION OF ARTIST(S) TO BE INCLUDED IN
CITY OF PALM DESERT'S ARTIST REGISTRY
Artist Marcia Raff applied to be included in the City of Palm
Desert's Artist Registry.
Commissioner Hough moved to accept artist Marcia Raff
in the City of Palm Desert's Artist Registry. Motion was
seconded by Commissioner Campbell and carried 4-0-0 with

and Darby ABSENT.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Glickman reported that the opening reception for, Two
Babes With Brushes, was well attended.
Ms. Glickman reported that there was a possibility of the
north wing, which includes the gallery space, being
renovated during this gallery season, and the gallery season
schedule was planned accordingly to leave a time slot open
during the renovation period. However, the renovation is not
going to occur this year. Ms. Glickman asked CREATE Art
Center, which is a new Palm Desert art based non-profit, to
put together an exhibition to fill the open slot, which will
occur following the current show.
B. Docent Tours
Ms. Glickman stated that the docent program is on hiatus for
the summer unless a private tour is requested.
Ms. Thompson reported that 75 fifth grade students from
Westside Elementary School took a tour of the Civic Center
Park on May 26. Two of the four scheduled docents were
the newly trained docents.
C. First Weekend
Ms. Glickman reported that the First Weekend events went
well this season and next season's events are now being
planned. The event for December 2017 will include the film
Take Me Home Huey as well as having the sculpture, which
was created out of a Huey helicopter that was flown and shot

down in Vietnam, installed in Freedom Park for
approximately four days.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Glickman announced she will be attending the annual
Americans for the Arts Public Art Pre-Conference and
Convention in San Francisco June 14 — 18.
B. COMMISSION REPORTS
Commissioner Hough reported that the Getty Foundation
has provided funding for seventy museums in southern
California to participate in L.A./L.A. (a program based on Los
Angeles' relationship with Latin America). The Getty
encouraged museums to organize exhibitions and publish
books that relate with the connection between southern
California and Latin America. Palm Springs Art Museum
received two grants, and as a result, will be installing two
exhibitions later this summer. The Getty asked that the
museums open the exhibitions in September so that all of
the grant recipients will be opening their exhibitions at the
same time. One show will be held at the main museum
campus and is called Kinesthesia that includes kinetic art
from Latin America. A book is being published to coincide
with the art which Commissioner Hough worked on for
eighteen months (Congratulations!). The second exhibition
will be held at the Museum's Architecture and Design Center
and is called Albert Frey and Lina Bo Bardi: A Search for
Living Architecture. This exhibition is a parallel comparison
of the two architects. A book is being put together for this
exhibition as well.
XII. ADJOURNMENT
Commissioner Campbell moved to adjourn the meeting at 10:00
a.m. Motion was seconded by Commissioner Hough.
