Wednesday, July 12, 2017 I. CALL TO ORDER Vice Chairperson Miller convened the meeting at 9:01 a.m. II. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Minutes of the regular meeting held on June 14, 2017. Commissioner Campbell moved to approve the Minutes of June 14, 2017. Motion was seconded by Commissioner Hough. Campbell, Hough, and Miller voted AYE, with Adney and Darby ABSTAINING and Boren ABSENT. Motion failed for lack of majority vote. Minutes of the regular meeting held on June 14, 2017 will be continued to the meeting of September 11, 2017. Art in Public Places Minutes July 12, 2017 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Councilmember Susan Marie Weber No report. B. PLANNING COMMISSION REPORT — Lindsay Holt The zoning ordinance now complies with the General Plan. Village Pup was continued. The Sands apartments, the vacant property at Hovley and Portola, had been previously approved for 312 units. The developer is looking to provide low income housing which would increase the units to 400 +. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT — John Vuksic Plans for the wall at Village Pup were continued. Red Carpet Car Wash on Town Center Way is under new management and the name has been changed to An American Car Wash. New signage was submitted and was approved. Preliminary plans for CarMax at Dinah Shore and Monterey near Sam's Club were approved. Final construction documents for the Ruiz Building on El Paseo were approved. The construction drawings for a large lab building at the Coachella Valley Water District on Hovley Lane were preliminarily approved. Ms. Glickman mentioned that she has talked to the architect about a public art component for the new building. She asked if they would consider possibly relating the new artwork to the existing mural that was placed on a wall between the parking lots several years ago. VI. CONSENT ITEMS HELD OVER NONE 2 Art in Public Places Minutes July 12, 2017 VII. NEW BUSINESS A. CONSIDERATION OF COMMISSIONING AN ARTIST TO PAINT A DESIGN ON THE SET OF TWO TRAFFIC SIGNAL CABINETS ON THE SOUTHWEST CORNER OF FRED WARING DRIVE AND DEEP CANYON ROAD Ms. Glickman reminded the Commission that at last month's meeting it approved the commissioning of an artist to paint a design on the set of two traffic signal cabinets located on Monterey Avenue and Fred Waring Drive. However, Ms. Glickman found out that those particular cabinets may be replaced at some time in the foreseeable future. Therefore, she has tabled that item until the new cabinets are installed. Ms. Glickman presented images of the set of two traffic signal cabinets located on the southwest corner of Fred Waring Drive and Deep Canyon Road and proposed this set as an alternate to those on Monterey Avenue and Fred Waring Drive. Ms. Glickman stated that if this item is approved, she will send out a Request for Qualifications (RFQ) for the sets of cabinets located on Fred Waring Drive and Deep Canyon Road as well as the set of two cabinets on Fred Waring Drive and Cook Street. It will be stated in the RFQ that the artists will be asked to relate the design to the area surrounding the cabinets as opposed to setting a theme for the design. From the received qualifications, the Commission will select up to three artists to receive an honorarium to create a proposal for the project. From the proposals one artist will be contracted and receive $1,500 to paint the design on the cabinets. Commissioner Darby moved to approve commissioning an artist to paint a design on the set of two traffic signal cabinets on the southwest corner of Fred Waring Drive and Deep Canyon Road. Motion was seconded by Commissioner Campbell and carried 5-0-0 with Adney, Campbell, Darby, Hough, and Miller voting AYE with Boren ABSENT. 3 Art in Public Places Minutes July 12, 2017 B. CONSIDERATION OF COMMISSIONING AN ARTIST TO PAINT A DESIGN ON THE SET OF TWO TRAFFIC SIGNAL CABINETS ON THE NORTHWEST CORNER OF FRED WARING DRIVE AND COOK STREET Ms. Glickman presented images of the set of two traffic signal cabinets located on the northwest corner of Fred Waring Drive and Cook Street and proposed commissioning an artist to paint a design on them. She noted that the same process for finding and commissioning an artist would apply for this set of cabinets as would for the previous mentioned item (Fred Waring Drive and Deep Canyon Road). Commissioner Hough moved to approve commissioning an artist to paint a design on the set of two traffic signal cabinets on the northwest corner of Fred Waring Drive and Cook Street. Motion was seconded by Commissioner Adney and carried 5-0-0 with Adney, Campbell, Darby, Hough, and Miller voting AYE with Boren ABSENT. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Glickman reported that Two Babes With Brushes, is still on exhibit in the gallery. B. Docent Tours Ms. Glickman reported that there are a couple of upcoming tour requests for December and January. 4 Art in Public Places Minutes July 12, 2017 Xl. REPORTS AND REMARKS A. STAFF Ms. Glickman announced that the Desert X project will be returning in 2019. She met with one of Desert X's staff members to discuss feedback from the 2017 event. Sponsorship for 2019 is also being discussed. If Palm Desert provides funds for the 2019 Desert X project it would require one piece in Palm Desert, but Ms. Glickman is going to ask for two; possibly three pieces. Palm Desert had two of the best and most publicized pieces in the 2017 Desert X project. Ms. Glickman is seeking suggested locations in Palm Desert that might be good for a piece to be sited in 2019. She stated that it does not necessarily have to be a location in the desert. Some of the locations that included Desert X pieces were located in retail, a hotel room, at the museum, etc. Ms. Glickman presented the Americans for the Arts Year in Review. Due to time constraints, the balance of the Year in Review will be presented at the September meeting. Start with #26. Palm Desert and Indio will be hosting a meeting with the Southern California Public Arts Coalition in October. Ms. Glickman reported that City Hall held an open house for the community members to see the changes that will transpire on the San Pablo Corridor. The art elements will include bike racks, tree grates for trees, benches, lending library, crosswalks, and more. The project will start on San Pablo Avenue at Highway 111 and continue north to Magnesia Falls. Ms. Glickman showed the plans to the Commission members. B. COMMISSION REPORTS Commissioner Hough circulated the Palm Springs Art Museum Magazine to the Commission members. 5 Art in Public Places Minutes July 12, 2017 XII.
