THE AMOUNT OF $38,850 FOR CONTINUANCE OF WORK ON
THE PRESERVATION OF THE HORIZONTAL CONTROL
MONUMENTS IN CONJUNCTION WITH THE 2017 STREET
RESURFACING PROJECT

Recommendation
By Minute Motion, authorize payment of additional funds to MSA Consulting,
Inc., (MSA) of Rancho Mirage, California, in the amount of $38,850 for
continuance of work on the preservation of the horizontal control monuments
in conjunction with the 2017 Street Resurfacing Project.
Funds are available in Account No. 2134311-4332000, Measure A.
Strategic Plan Objective
While this project does not further a specific priority of the Transportation section of the
Strategic Plan, it is in line with the Transportation Mini-Vision of providing safe,
convenient, and efficient transportation options within the City. As part of this effort,
preservation of monuments is critical to the protection of private property rights and
public infrastructure.
Background
Protection of monumentation is mandated by Section 732.5 of the Streets and
Highways Code, and Section 8771 of the Business and Professions Code, which
requires public agencies to enforce the perpetuation of monuments on construction

projects within their jurisdiction. In conjunction with the 2017 Street Resurfacing Project
(Project No. 752-17), which covers approximately 1.3 million square feet, staff sent out
a Request for Proposal to search, establish, and reset the horizontal control monuments
to four equally qualified firms: MSA, Michael Baker International, The Altum Group, and
Meyer Surveying.
Because staff was uncertain as to the number and locations of the horizontal control
monuments within the project area, the firms were asked to provide a proposal amount
for each of the potential types of locations where the monuments may be found. Staff
then used an estimated number of monuments to arrive at an overall cost using each
firm's proposed cost by type of location. MSA's proposal, when applied to the estimated
number of monuments, was deemed to be the lowest cost coupled with staff availability
meeting the proposed schedule, and a purchase order was issued on July 20, 2017, for
the work to proceed at a cost of $21,000.
The first task MSA undertook for this project was to locate all monuments within the
project. A total of 88 monuments were searched for, of which 55 monuments were
located that will need to be protected and/or reset. Of these found monuments, 25 were
not previously indexed in the City's GIS database. Staff had estimated 30 monuments
based on City records. Since the total number of monuments located exceeded staff's
estimate, and the mix of types of locations also varied from staff's estimate, an
additional $38,850 is being requested to continue and complete the project in order to
comply with the mandated codes. This additional expenditure results in a total project
cost of $59,850.
Fiscal Analysis
There is no/scal impact associated with this action beyond the cost of the pro' ct.
