CITY OF PALM DESERT ECONOMIC DEVELOPMENT STAFF REPORT REQUEST: APPOINT ROBIN MCCORMICK, ECONOMIC DEVELOPMENT TECHNICIAN, TO THE OVERSIGHT BOARD OF THE SUCCESSOR AGENCY TO THE PALM DESERT REDEVELOPMENT AGENCY SUBMITTED BY: Martin Alvarez, Director of Economic Development DATE: September 28, 2017 Recommendation By Minute Motion that the City Council: Appoint Robin McCormick, Economic Development Technician, to the Oversight Board of the Successor Agency to the Palm Desert Redevelopment Agency as the City's former redevelopment agency employee appointment. Background On February 2, 2012, the approval of Assembly Bill X1-26 Community Redevelopment eliminated all redevelopment agencies in the State of California. Pursuant to this legislation, the Successor Agency to the Palm Desert Redevelopment Agency (Successor Agency) was formed to address the on-going dissolution matters of the former redevelopment agency, including payment of Successor Agency obligations, refunding of outstanding bonds, and disposition of all assets and properties of the former redevelopment agency. In addition to the Successor Agency formation, the legislation required the formation of an Oversight Board to each Successor Agency composed of seven members: 1. One member appointed by the County Board of Supervisors (Riverside County Economic Development Agency - Ana Rodriguez) 2. One member appointed by the Mayor for the City that formed the Redevelopment Agency (former City of Palm Desert Mayor Robert Spiegel) Staff Report Appointment of Robin McCormick to the Oversight Board Committee Page 2 of 2 September 28, 2017 3. One member appointed by the largest special district, by property tax share, with territory in the territorial jurisdiction of the former redevelopment agency, which is of the type of special district eligible to receive property tax revenues (Coachella Valley Water District—Anthony Bianco) 4. One member appointed by the County Superintendent of Education (Desert Sands Unified School District—Wendy Jonathan) 5. One member appointed by the Chancellor of the California Community Colleges (College of the Desert—Aurora Wilson) 6. One member of the public appointed by the County Board of Supervisors (Ken Stendell) 7. One member representing the employees of the former redevelopment agency appointed by the Mayor, from the recognized employee organization representing the largest number of former redevelopment agency employees employed by the Successor Agency at that time (formerly Heather Buck, Project Administrator). With the recent departure of Heather Buck from City employment, this leaves a board vacancy responsible for representing the City. Successor Agency staff and the City Manager have reviewed the legislation and identified the eligible candidates to fulfil the former redevelopment staff member appointment. It is staff's recommendation that the Mayor appoint Robin McCormick, Economic Development Technician, to fill the Oversight Board vacancy left by Heather Buck. Fiscal Impact There is no fiscal impact associated with this action.
