REQUEST: Authorize the City of Palm Desert to Participate in the Coachella
Valley Association of Governments (CVAG) Housing First
Homelessness Program in the Amount of$103,000
Recommendation
By Minute Motion,
1. Approve Resolution No.2017-72 to participate in the CVAG Homelessness
Program
2. Authorize the expenditure of$103,000 for the CVAG Housing First
Homelessness Program.
Funds are available Dues, Account No. 1 1 041 59-4363000. This is a one time
commitment.
Strategic Plan
Approval to participate in CVAG's Housing First Homelessness Program does not specifically tie
into identified goals within the Strategic Plan; however, it does meet the intent of several areas:
Land Use, Housing & Open Space Priorities:
Priority 2: Facilitate development of high-quality housing for people of all income levels.
Priority 5: Utilize progressive land use policies and standards to support ongoing and future
needs.
Public Safety & Emergency Services Introduction:
Priority 1: Enhance the delivery of public safety services.
Priority 2: Increase methods of preventing crime, especially through expanded community
participation.
Background Analysis
The City of Palm Desert as well as other communities within the Coachella Valley have
partnered with CVAG with regards to the operation of Roy's Desert Resource Center, which has
since closed its doors. This facility closed as of July 2017 and as a result CVAG and the CVAG
Homelessness Committee have been considering various options.
Since a majority of the funding for homelessness services/housing comes from the U.S.
Department of Housing and Urban Development (HUD), the County has been moving toward
the new Housing First Model, which is designed to place homeless person(s) in housing first,
and address support services once housing has been established. This type of housing is

considered a scattered housing site model with housing available throughout Riverside
County/Coachella Valley through private landlords.
CVAG entered into a new agreement with Path of Life Ministries to operate the new Housing
First Homelessness Program. The organization is still in the initial phase of the program start
up, but is moving forward, while the CVAG Homelessness Committee continues to work with
other cities in regards to resuming their financial partnership with this new program. Currently,
there are three (Coachella, Cathedral City (CC), and Palm Springs (PS)) cities participating with
Desert Hot Springs and the Agua Caliente Band of Cahuilla Indians currently reviewing options.
In addition, the Desert Health Care District has partnered with the CVAG Homelessness
Committee to provide a 100% match to those cities that participate in this program. Currently
CVAG has financial commitments of approximately 1.1 million. Outlined below is an outline of
financial commitments:
County of Riverside: $359,711.00
Cities of PS, CC, and Coachella: $309,000.00
Desert Health Care District (match): $309,000.00 (No match to County funding)
Desert Health Care District (contribution): $103,000.00 (On top of 100% match)
TOTAL $1,080,711.00
Cities that have opted to undertake a different course are Indian Wells and Rancho Mirage,
which contributed directly to Coachella Valley Rescue Mission, with Rancho Mirage also
contributing $30,000 directly to Path of Life Ministries. Both Indio and La Quinta opted to
contribute to East Valley programs.
Fiscal Analysis
The initial fiscal impact is the $103,000 from the General Fund; therefore, this year's
contribution was provided for within the budget. However, future participation would impact the
General Fund in the amount of future contributions.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM DESERT, CALIFORNIA, APPROVING
PARTICIPATION IN COACHELLA VALLEY
ASSOCIATION OF GOVERNMENT (CVAG) HOUSING
FIRST HOMELESSNESS PROGRAM
WHEREAS, In July 2017, Roy's Desert Resource Center (Roy's) closed its
doors; and
WHEREAS, Roy's was the only homeless shelter to operate in the west end of
the Coachella Valley; and
WHEREAS, the closure of Roy's has left a void in the west end for a homeless
shelter and services as well as within the Coachella Valley; and
WHEREAS, CVAG and the Homelessness Committee are tasked with
addressing the on-going concerns of homelessness within the Coachella Valley and
finding alternative shelter/housing for homeless individuals; and
WHEREAS, CVAG has recently entered into an agreement with Path of Life
Ministries to operate the new Housing First Homelessness Program, which is the new
model to address housing for homeless persons; and
WHEREAS, the City of Palm Desert has always been an active partner with
CVAG and other local cities in addressing homelessness within our communities,
including the annual contribution in the amount of $103,000; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm
Desert, California, as follows:
SECTION 1: That the City Council of the City of Palm Desert, California, does
hereby approve participation in the new Housing First Homelessness Program through
CVAG.
SECTION 2: Authorizes the expenditure of $103,000 for the City's 2017/2018
participation in the Housing First Homelessness Program.
SECTION 3: The City Council will consider future year's participation through the
budget process.
