HomeMy WebLinkAboutDrctn - Alessandro West Corridor Imprvmnt Prjct STAFF REPORT CITY OF PALM DESERT PUBLIC WORKS DEPARTMENT MEETING DATE: October 12, 2017 REQUEST: Direct staff to proceed with the Alessandro West Corridor Improvement Project without the undergrounding of the overhead utilities Recommendation By Minute Motion, direct the staff to proceed with the Alessandro West Corridor Improvement Project (Alessandro West) without the undergrounding of the overhead utilities The project is included in the Fiscal Year 2017-18 Capital Improvement Project Budget, and will be reimbursed by restricted funds set aside for this purpose. Strategic Plan Whether the City Council chooses to underground the utilities or not, the project will meet the Economic Development and Transportation goals of the Strategic Plan by revitalizing the Highway 111 corridor. Executive Summary Staff is aware that the undergrounding of utilities has been identified as a priority for the City. However, the cost for undergrounding increases the estimated project cost by $3.8 to $5M (depending upon the limits of the undergrounding work), exceeding the budget by up to $4.7M. Staff worked with the Finance Department to identify funds available to appropriate to the project, but it was determined that there are no funds available. For this reason, staff is recommending that the project proceed without the undergrounding component. Background Analysis In January 2017, the Economic Development Department presented a report to the City Council regarding the Alessandro West project. One of the items of discussion in the report addressed the issue of including the undergrounding of utilities with the other proposed improvements to the corridor. In that report, staff recommended to the City Council that the undergrounding portion be left out of the street improvement project, and should the City Council desire to underground the utilities, it should be done as a separate project at a later date. However, the City Council directed staff to further explore the inclusion of the utility undergrounding in the Alessandro West project, and return to the City Council with a report and recommendation. October 12, 2017 - Staff Report Direct staff to proceed with Alessandro West improvements without undergrounding utilities Page 2 of 3 The addition of the overhead utility undergrounding would add considerable time and cost to the Alessandro West project. It is estimated that the undergrounding would add 18 to 24 months to the construction schedule. Because the project is in the planning and design phase, the time and cost estimates are subject to change. A breakdown of the estimated cost is below: SCE engineering $11,000 SCE construction $1,750,000 Frontier fees $87,500 Spectrum fees $70,000 Electrical engineer $100,000 Electrical upgrades $1,250,000 Civil Plan redesign $25,000 Sub-total $3,293,500 15% Contingency $494,025 Total Estimate $3,787,525 The cost estimate for the improvements to Alessandro West, namely the parking improvements and street widening, is $1.4M. With the addition of the undergrounding, the construction cost estimate increases to $5.2M. If the City Council elects to underground the overhead utilities, there is a question as to the preferable limits of the improvements. In the estimate above, the undergrounding would follow the limits of the Alessandro West project, extending from the west end of the alley to Las Palmas. However, this same line of overhead utilities continues to the east and crosses San Pablo Avenue. Because the San Pablo corridor is undergoing significant improvements, if the City Council decides to proceed with the undergrounding of the utilities, staff recommends extending the undergrounding to the east of San Pablo Avenue. Based on the estimated cost per pole, the additional work could increase the cost by $1.2M. The additional design would not significantly affect the schedule of the project. Southern California Edison (SCE) has gathered information to prepare a preliminary design for the utility undergrounding from the west end of the Alessandro West project to Las Palmas Avenue. The other utility providers with facilities on the poles, Frontier (telephone) and Spectrum (cable TV), would use the SCE design as a base map to create their design. The SCE design would also be used by an electrical engineering consultant who would have to be hired by the City to design the interface between the existing buildings and the new underground lines.
