Recommendation By minute motion, declare a 2007 Honda motorcycle (VIN # JH2SC51767M500084), dedicated to police services, as surplus and dispose of via auction or salvage. Commission Recommendation The Public Safety Commission reviewed this item on October 11, 2017, and respectfully recommended approval by the City Council. Strategic Plan This item is keeping with the intent of Public Safety and Emergency Services section of the Palm Desert Strategic Plan, specifically under Priority 1: Enhance the delivery of public safety services. The priority's strategy is to expand the existing superlative services provided by the fire and police departments to address future growth and safety concerns. The recommended action assists in meeting this goal by ensuring the Police Department rotates out inefficient equipment and maintains a current motor fleet. Background Analysis A 2007 Honda motorcycle owned by the City of Palm Desert (VIN # JH2SC51767M500084), which was dedicated to police services, has been non- operational for several months. The vehicle was taken out of service and utilized for parts, but is no longer useful to the Police Department. The cost to repair this motor unit to an operation level far exceeds its value, so staff respectfully recommends that it be disposed of via auction. If auctioning it is not a viable solution, the unit will be sent to salvage. Jorge Ramirez 5(— SUBJECT: Request to declare police motorcycle as surplus DATE: August 16, 2017 A police motorcycle, owned by the Palm Desert Police Department and described as a 2007 Honda (VIN #.11H2SC51767M500084), has been non -operational for several months. The vehicle was taken out of service and has been used for parts, but is now no longer useful in any way. The motorcycle has over 98000 miles on the odometer and an expired warranty. The seat is torn and it is missing both saddlebags. The engine and transmission are thought to be workable, but the engine does have a significant knocking noise. The cost associated with repairing the bike to an operational level would far exceed the value of the bike. Also, with the high mileage, the future maintenance costs would outweigh the benefit of keeping it. It is recommended that this motorcycle be deemed as surplus, to be disposed of either through a licensed salvage company or an online auction. Approval of this request may generate funds from the online auction company or Iicensed salvage dealer for the scrap materials and these funds will go into the General Fund.
