HomeMy WebLinkAboutAIPP - Hotel Paseo - The Airstream 4 NA 7uSTAFF REPORT CITY OF PALM DESERT DEPARTMENT OF COMMUNITY DEVELOPMENT MEETING DATE: December 14, 2017 REQUEST: Approval of The Airstream by David Winick as the public art component for Hotel Paseo located at 45400 Larkspur Lane. Recommendation By Minute Motion: Approve The Airstream by David Winick as the public art component for Hotel Paseo subject to staff's receiving a detailed maintenance plan, additional information on the artist and his past artwork, and further information on the area surrounding the Airstream trailer detailing its design and confirming that it was developed by an artist. No funds are required to be expended at this time, once the artwork is installed, and the above requirements are satisfied, staff will return to the City Council with a request for reimbursement of the applicant's Art in Public Places Fee. Committee Recommendation At its regularly scheduled meeting on November 13, 2017, the Art in Public Places (AIPP) Commission reviewed the public art proposal from Hotel Paseo. The original proposal included four options that totaled more than double the amount of the AIPP fee for the project. After review of all of the proposed artwork, the AIPP Commission opted to recommend The Airstream by David Winick as the public art component for the project. The Commission members believed that the theme of the artwork is appropriate for the hotel and liked the idea that the artwork is interactive with people being able to sit around and enjoy it. The members believed that the artwork would be a draw to locals and visitors to Palm Desert. This recommendation was made contingent on the following: • The applicant supplies staff with additional information on the artist including examples of past artwork. • The seating area around the Airstream trailer be considered part of the artwork itself so that people can sit in the era themed chairs and be part of the artwork. • The area around the Airstream trailer be designed by an artist. • The applicant not allow for early check-in from the trailer (which will on occasion be rented to visitors). • The area around the Airstream not be closed off to the public. The recommendation was unanimously approved with a vote of 6-0-0, with Commissioners Adney, Boren, Campbell, Darby, Hough, and Miller voting yes. Staff Report Hotel Paseo Public Art December 14, 2017 Page 2 of 3 Strategic Plan Objective The continued exhibition of quality public art is in line with the Tourism and Marketing element of the City's Envision Palm Desert Strategic Plan. Specifically, the artwork installation contributes to "Improve access to Palm Desert and its attractions to enhance the ease of lifestyle". Executive Summary Approval of the Commission's recommendation will allow Hotel Paseo to install The Airstream, and subject to receipt of the additional materials by staff, be able to request a return of the project's AIPP fee upon the completion of the installation. Project Description Located on El Paseo and Larkspur Lane, Hotel Paseo is a four star Autograph Collection Hotel (part of the Marriott brand). Scheduled to open at the end of the year, the hotel will be home to restaurants, a spa, a pool, tennis courts, a fitness center, and more. Hotel Paseo will house numerous works of art in both two and three dimensions. The work of art that will be utilized to satisfy the project's public art component and has been recommended for approval by the AIPP Commission is entitled The Airstream by David Winick. The sculpture will be located on the event lawn area located on the east side of the building. The exterior of the artwork will be open to the public and at times will have a docent present to talk about the work. Staff is currently working with the applicant to get more information on David Winick including a more formal resume and images of past projects that indicate his experience creating art. Fiscal Analysis Hotel Paseo has paid $107,430 into the Art in Public Places Fund. The total cost of The Airstream is $125,350. Staff will return to the City Council at a later date with a request for a return of the AIPP fee, at which time the applicant can only be reimbursed up to the amount paid into the AIPP fund. We are very supportive of the arts community and in addition to our submittal hove designed a rotating art gallery for artists to showcase their work in the hotel lobby. We will have a full-time art docent on staff. Hotel Paseo will sponsor receptions to promote public art and artists throughout the year. The hotel also features permanent art pieces including a commissioned painting called "Welcome to Southern California" by Tom Swimm the featured artist at the 1992 La Quinta Art Festival. ARTWORK DESCRIPTION: "THE ARRIVAL" The porte cochere at the main entrance of the hotel adjacent to the public walkway was created to replace a standard hotel element. The porte cochere art piece will be the talk of the town. It was designed to create a sense of arrival with a two-story mid-century modern slanted roof element with two majestic palm trees rising through the roof line. It will be up lighted with blue lights to give visitors and the community a sense that they have arrived at an oasis. 2. LOCATION ON PROPERTY Located along Larkspur Lane at the centermost point of the project. Approximately, 24 feet from the public walkway. 3. MATERIALS AND SPECIFICATIONS Created with steel, wood, stone, drywall, electric lights, and two palm trees, 4. FABRICATION AND INSTALLATION PROCEDURES The steel was fabricated locally at Whites steel. All of the construction is being performed by Watkins Landmark Construction and local subcontractors. 5. "The Arrival" construction cost was $164,000 plus additional costs for design, lighting, and two 26' tall Washingtonia Filifera palm trees installed with a crane for an additional cost of $17,300. The total cost is $181,300 less $75,000 equals $106,300. Sun protection dictates the Architecture, and the palm trees dictate the desert, and the prime example is at the porte' cochere, where both elements share the same space._. Louie DiCarlo -Artist/Designer Louie DiCarlo has an Italian heritage that is expressed in his sleek modern designs. He was raised in Stockton, California. As a child prodigy in kindergarten, he painted with watercolors, teachers and staff were amazed at his depiction of a submarine, and later, a lighthouse. The submarine was inspired by his fascination and love of the marionette TV show "Stingray". He was always amazed at the concept and aura of light and the benevolence of lighthouses. These paintings impressed everyone so much that he was published in the Stockton Record newspaper and his work displayed at the San Joaquin Student Art Show in 1965. Louie attended San Joaquin Delta College and began taking art classes. In order to help support his family he decided Architecture was a better means of support. He graduated from Cal Poly Ponoma at the top of his class with a degree in Architecture. A number of his projects were retained by the Architecture Department and were used as examples for the California State accreditation board. Louie DiCarlo has worked for a number of architectural firms over the past 20-years. His unique exterior designs have been utilized in several projects throughout California and Nevada. Local artists Roger Hopkins and his son Jacob created a stone sculpture passage way to assist guests to Palm Desert in finding their path. The art piece will be illuminated and set in a water feature. 2. LOCATION ON PROPERTY The stone passage will be located adjacent to the hotel entrance in the center landscape area Located along Larkspur Lane at the centermost point of the project. The art piece selected for the entry drive of the hotel within a few feet of the public walkway is a 12-foot tall creation by Jennifer Asher a Berkeley School of Arts graduate and metal sculpture. ARTWORK DESCRIPTION: "THE AIRSTREAM" Airstream Trailers rumbled down Highway 111 through Palm Desert and past the Salton Sea dating back to the City of Palm Desert's inception. Our Airstream is a one of a kind 1950 Airstream Cruiser totally restored from the ground up including hand crafted wood working, stainless steel artisanship, and master welding. "The Airstream" will be available for public tours daily by the Hotel Concierge/Docent. On special occasions guests, will be able to experience a piece of living art and spend the night in the airstream. For security reasons "The Airstream" is located on the exterior of the hotel in a courtyard open to the public. The hotel will average over 30,000 guests per year viewing "The Airstream". "The Airstream" was restored by Nationally acclaimed artist David Winick. Tom Hanks when seeing David's work wrote: "All Airstreams are gorgeous these are Heavenly". Since the acquisition of "The Airstream" national media has taken an interest in Palm Desert's hotel will a unique form of art. SUPPLEMENTAL SUBMISSION Art is an important part of Hotel Paseo. The team has gone to great lengths to try and incorporate art into the project. Not submitted as public art but done in the spirit of the art community the following art pieces are part of our hotel. When you enter the lobby of the hotel you are greeted by an art gallery that will rotate a variety of art four times per year. The Concierge/Docent is there to assist you with information about the art and the artists. Receptions will be held in the lobby for several art events. As you explore further you will find an original painting commissioned for Hotel Paseo by Tom Swimm called "Welcome to Southern California". With a sense of whimsical fun, you will see a life size swimsuit mannequin diving from the ceiling toward the painting's swimming pool. Tom Swimm was the featured artist at the La Quinta Art Festival in 1994. On the way to "The Airstream" you will see an artistic fountain exemplifying the desert heat with flames and the cool relaxing water of the desert oasis. Located in the lovely art colony of Laguna Beach, the show runs the length of the entire summer. brant gordon My recent work juxtaposes images of historical and current political, environmental, and socio- economic issues with colorful abstracted images of commonplace, everyday subjects, to convey the schism between the ordinariness of everyday life, and the daily horrors taking place in the world, and the rapidly escalating destruction of the natural environment. * As an undergraduate, Brant studied art and architecture at or Washington University in St. Louis,and continued his education at Virginia Tech where he received a Master of Architecture Degree.
