Recommendation By Minute Motion, that the City Council: approve the Geographic Information Systems (GIS) services proposal from REGIS Connect in an amount not to exceed $42,300 and authorize the City Manager to negotiate, finalize and execute agreement, subject to City Attorney approval. Strategic Plan Although the City's internal I.T. infrastructure is not addressed in the strategic plan, its upgrade underlays, and is essential to, all projects and services performed by the City. Information Technology Master Plan Develop GIS Master Plan is listed as Initiative 40 in the Information Technology Master Plan adopted by the City Council on February 23, 2017. It was rated as a high priority by the I.T. Steering Committee. This contract for services is a first step toward a GIS Master Plan. Executive Summary A robust Geographic Information System (GIS) is a critical component to the City. It manages and displays location based data, and provides a platform to consume this data in many ways. Rancho Cucamonga Enterprise GIS (REGIS) Connect is a department of the City of Rancho Cucamonga and is a leader in providing a full range of GIS services to local governments. This six month agreement will give the City the staffing hours and programming expertise to do more with GIS data, both internally and externally. From helping inspectors with custom GIS apps, to enhancing civic engagement with story maps, this contract with REGIS Connect will allow us to quickly achieve our GIS goals. Background Analysis REGIS has become an area leader of GIS, providing similar services for many cities in Southern California. They have successfully completed similar engagements for the December 14, 2017 - Staff Report REGIS Connect Services Page 2 of 2 cities of Yucaipa and Corona and as a public agency they provide shared services at cost, specializing in public agency needs. This proposal will help jumpstart our current GIS environment, adding both accuracy and new features to improve our internal and external GIS presence. The City's current GIS staff member spends an inordinate amount of time on map creation, updating the system, and general maintenance. New tools and software are available to allow more self-service of maps and updating data. By moving to these newer tools and upgrading our current GIS environment, we will greatly increase the productivity of our GIS staff. Staff has identified several items where REGIS could provide us with assistance: • Assessment and upgrade of our current GIS environment. • Enhance the GIS to TRAKiT integration and ensure our address point accuracy. • Create a Palm Desert GIS Web Portal, making our map data available to the public in a format that is easy to consume. • Create custom Field Applications for both data collection and maintenance — making it easier for staff to update GIS data from the field. • Create Story Maps to enhance our communication with the public, with applications across many departments. These are all services that REGIS Connect has provided to other cities with great success. Fiscal Analysis Approval of staff's request would result in an expense not to exceed $42,300. Funds are available for this fiscal year, account number 5304190-4404000. Prepa layton von Helf, Information Systems Manager LEGAL REVIEW I DEPT. Appendix A : REGIS Connect Company Information Mission Statement Rancho Cucamonga Enterprise GIS (REGIS) Connect is dedicated to providing clients with quality enterprise Geographic Information Systems (GIS) services, solutions, and customer service through a shared services model, meeting and exceeding the needs and requirements of clients at competitive rates. Company Information REGIS Connect represents the Department of Innovation & Technology (DolT) in the City of Ranch❑ Cucamonga. The GIS session of DolT was established in 1986 and is a full-service city and enterprise G]S service provider, providing a full range of GIS and mapping services. REGIS Connect represents a talented team of professionals with extensive expertise in GIS and an intimate understanding of local government service delivery. REGIS Connect will leverage its resources to fulfill the needs and requirements of clients in order to ensure project success and a clear return on investment. The REGIS Connect Model for Shared Services In the current economic landscape, local governments and agencies face ever-increasing challenges to provide excellent service to their residents or constituents with limited resources. This environment creates the need for agencies to explore new ways to improve efficiency in processes and workflows in the organization, increase productivity with limited resources, and have a clear return on investment, in order to meet the demand. This is where GIS comes into play, and excels as a unique and powerful system of services and tools. When implemented properly with a clear understanding and defined strategic plan, GlS can significantly help an organization improve efficiency and customer service, increase productivity and provide a clear return on investment. GIS is essentially an invaluable decision-making tool to provide timely information by mapping and analyzing data to reveal relationships, patterns, and trends in a way that is quickly understood and easily shared, and can be used at all levels of the organization for daily activities as well as for specific projects. REGIS Connect. comprised of our team ❑f professionals with extensive expertise in GIS technology and years of experience in city and local government service delivery, strives to provide services and solutions in a shared services approach, that is. building relationships with client cities and agencies and "sharing" our resources including our knowledge, expertise, and experiences in order to meet the goals and needs of each unique organization in this common economic environment. Through this approach, we can help client cities and agencies build a common operational framework of information that will only improve the sharing of timely information as well improve the decision-making process within their own organization. with their constituents and with other agencies, in a cost effective way. 13I Prepared by REGIS--November 6, 2017 City of Palm Desert—Geographic Information System (GIS) Support Services The development of the capacity for shared services is becoming more common in the public sector, as agencies seek to partner together to share expertise and bring down overall costs to the taxpayers. The REGIS Connect model for shared services includes the flexibility t❑ tailor specific service delivery to the needs of the particular client agency. For example, in some agencies, REGIS Connect may assist existing IT or GIS staff in developing and using GIS capabilities; in other agencies, REGIS Connect may provide full-service support. The specific scope of services is determined in concert with each client. Most importantly, the shared services model accomplishes these goals at a significant budget savings to the client agency, as compared to the cost of using other service providers. With shared services, these costs are spread across the public agencies involved. providing cost savings for everyone as compared to stand-alone, in-house operations. Professional Services Professional services performed ❑n a time and materials basis, at an hourly rate of$90, for additional or optional work including • Map production and printing • Custom report generation • Integration of other business or information systems • Field data collection • Additional data conversion and translation • Additional training on-site • Training or visioning webinar(s) • Additional technical support including software installation, web application development, database setup and development. etc. 14jPage Prepared by REGIS—November 6, 2017 City of Palm Desert—Geographic information System (GIS) Support Services Customer Support REGIS Connect will provide support and maintenance for the first year or 12 months from the date of purchase.
