ROLL CALL Present Maureen Boren Donna Jean Darby Megan Miller Lesley Miller Also Present Absent Norma Bussing Katherine Hough Maureen Thompson Deborah S. Glickman, Management Analyst Debbie Thompson, Recording Secretary Susan Marie Weber, Councilmember Liaison Cory Hutchinson, Youth Committee Liaison Tony Bagato, Acting Director of Community Development ORAL COMMUNICATIONS Mayor Susan Marie Weber thanked the Commission members for their time and service to the City. She added that she is honored to be the liaison to the Commission and appreciates the efforts that each Commissioner provides to help the public art program. She handed out the gifts of appreciation on behalf of City Council and the City of Palm Desert. Chairperson Boren stated that she is proud of the City of Palm Desert's public art program as it extends throughout the community, through the film series, selection of artworks of various mediums, the Student Art and Essay Contest, and involving students in creating works such as the traffic signal cabinet Art in Public Places Minutes November 18, 2015 program. Having art in our day to day interactions with our citizens is one of the City's greatest accomplishments. Ms. Glickman introduced Cory Hutchinson who is on the Youth Committee and will be the liaison between the Youth Committee and the Art in Public Places Commission. Mr. Hutchinson introduced himself. He is a senior at Palm Desert High School, serves as the Chair for the City's Youth Committee, is an AP Student, and is an avid art lover. IV. CONSENT CALENDAR Minutes of the regular meeting held on October 14, 2015. Commissioner Darby moved to approve the Minutes of October 14, 2015. Motion was seconded by Commissioner Megan Miller and carried 4-0-0 with Boren, Darby, Lesley Miller, and Megan Miller voting AYE, with Bussing, Hough, and Thompson ABSENT. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Mayor Susan Marie Weber Ms. Glickman reported that at its November 12 meeting, City Council approved the following. Commission an artist to paint a design on the set of two traffic signal cabinets on the northwest corner of Fred Waring Drive and Portola Avenue and to commission an artist to create artwork for a vinyl wrap to be placed on the set of two traffic signal cabinets on the southeast corner of Magnesia Falls Drive and Portola Avenue. The artist awarded the commission for the traffic signal cabinets on Magnesia Falls and Portola Avenue will be required to work with students for the creation of the design. Staff will send out the call for artists for both projects. City Council also approved sending out a call for artists and the Commission to curate the 2017/2018 El Paseo Exhibition. Staff will send out the call for artists soon. The contract for the restoration of the Peace Memorial was awarded to Rosa Lowinger & Associates located in Los Angeles. Ms. Glickman stated that the substructure that holds the marble base of the sculpture in place is crumbling and the marble is cracking. She has received glowing recommendations from the 2 Art in Public Places Minutes November 18, 2015 references that were provided by Rosa Lowinger. The restoration work should begin after the first of the year. B. PLANNING COMMISSION REPORT — Ken Stendell No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT — John Vuksic Mr. Bagato reported that Denny's will move into the building where the old Elephant Bar was located and will include a sports bar. V1. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. SELECTION OF A THEME AND TITLE FOR THE 2016 STUDENT ART AND ESSAY CONTEST Ms. Thompson referred to the staff report that included suggestions of themes for the 2016 Student Art and Essay Contest. There was discussion on the theme Looking Up/Sky's the Limit and Endangered Species. Ms. Glickman stated that there is an empty pad in the Civic Center Park on which she would love to have a sculpture placed. The Mother Child sculpture that is in the park came to fruition due to a second grader's essay written for the Student Art and Essay Contest based on the theme, If I Could Create Public Art. Ms. Glickman suggested repeating this theme to see if one of the students' art or essay could be made into a sculpture. Mr. Hutchinson commented that My Favorite Landmark would be a good theme because today's youth is very focused on themselves and distracted by technology and do not have a true sense of the world around them. He feels that the theme My Favorite Landmark would help introduce a global perspective. Staff emphasized that the theme does not have to focus exclusively on Palm Desert. Ideas of the windmills on 1-10, hiking to the Cross, the dinosaurs on 1-10, a lake where you caught your first fish, Hadley's Date Farm, etc. were mentioned as topics to be used as landmarks. It was suggested to have staff offer 3 Art in Public Places Minutes November 18, 2015 ideas to the teachers when announcing the theme to the schools. Commissioner Lesley Miller moved to approve My Favorite Landmark as the title for the 2016 Student Art and Essay Contest. Motion was seconded by Commissioner Megan Miller and carried 4-0-0 with Boren, Darby, Lesley Miller, and Megan Miller voting AYE, with Bussing, Hough, and Thompson ABSENT. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Glickman reported that the new exhibition, Looking Around with Dennis Johnson and Robert Quintana opened November 12 and has been well received. The show will be on display through January 22, 2016. The opening reception was November 16 and there was a good turnout. Ms. Glickman will send out the call for artists for the upcoming season after the beginning of the year. B. First Weekend Ms. Glickman reported that First Weekend kicked off on November 6. The November signature event, STREET, was held on Saturday, November 7 at Westfield Palm Desert and was well attended. The event was located on the top level of the parking structure by Macy's and included food, art projects, musicians, and a beer garden. The December featured event will be at the Art Place on Saturday, December 5. 0 Art in Public Places Minutes November 18, 2015 C. Film Series Ms. Glickman reported that the films for the 2016 Palm Desert Public Art Documentary Film Series have been set. The films are Sol Lewitt: Wall Drawings, January 21; Calder — Sculptor of Air, February 18; Beyond These Walls: Building Community through Public Art, March 17; and A Model for Matisse, April 21. Upon question by Chairperson Boren, Ms. Glickman responded that a postcard listing the films will not be produced for 2016. She added that there was a delay in producing the rack card last year and it did not affect the attendance at the films. XI. REPORTS AND REMARKS A. STAFF Ms. Glickman presented images of the mosaic mural that Sandy Bryant of Showcase Mosaics Studio installed at Carlos Ortega Villas. There will be a dedication of the entire project, including the art, and Ms. Glickman will notify the Commission members once she knows the date. Ms. Bryant is working on the plaque. Ms. Glickman reminded the Commission members that the All Valley Public Art Meeting is Thursday, November 19 at 5:30 p.m. at College of the Desert Visual Art Building, and approximately 25 people have signed up to attend. Erin Harkey from Los Angeles County Arts Commission will give a presentation, and with the exception of Indian Wells and Rancho Mirage, all of the Valley's cities are scheduled to participate on the panel.
