Recommendation
By Minute Motion, appoint Natalie L. Stern to the El Paseo Business Improvement
District Board of Directors to fill the seat formerly held by Michael Shimer (term ending
December 31, 2017).
Background
Since the resignation of Michael Shimer from Tommy Bahama's at The Gardens On El Paseo,
there has not been a representative restaurateur on the EPBID Board. Therefore, the
application presented herein of Natalie Stern, General Manager of Mastro's Steakhouse, is
recommended for appointment. She has been interviewed by the EPBID Board, has been
attending their meetings regularly, and will be fully ready to be a participating member of the
Board. (Please see Economic Development Manager Ruth Ann Moore's cover memo attached.)
As a Business and Property Improvement District, created through approval of business owners,
organization and objectives of the EPBID are specific about membership and how such
members are recommended by the Board for City Council to appoint. Hence, the reason for
bringing forward consideration at this time, separate from the City's 16 remaining legislative
bodies. City Council's approval is recommended.

Subject: El Paseo Board Member Recommendation
On December 17, 2015 at the regular meeting of the El Paseo Business Improvement
District (EPBID), the board of directors voted unanimously to recommend to the City
Council the appointment of Natalie Stern to the district's board.
According to the EPBID by-laws, board members must either be a business owner or a
general manager of a national tenant within in the borders of the district.
Natalie Stern is the general manager for Mastro's Steakhouse since 2006. She has a
Bachelor's Degree from UCLA and a MBA from Northeastern. Natalie has attended the
board meeting since last spring and is familiar with both the committee proceedings and
the EPBID budget.
In addition, by adding Ms. Stern to the EPBID, the restaurant category will again have
representation on the board. The board members believe Natalie will be able to
contribute to the marketing decisions for the EPBID programs and recommends her
appointment.
