By Minute Motion, approve the following:
1. The Palm Desert Century Recreational Bicycle Ride scheduled for November 12,
2016;
2. Road closure at University Dr. from College Dr. east to west and southbound
lane closure of College Dr. between University and Frank Sinatra;
3. Temporary waiver of Palm Desert Municipal Code (PDMC) Section 11.01.140,
Amplified Sound;
4. Temporary waiver of Palm Desert Municipal Code (PDMC) Section 11.01.080 Q,
Vendor Sales; and
5. Temporary waiver to Palm Desert Municipal Code (PDMC) Section 11.01.080 W,
Possession/Consumption of Alcohol in City Parks pursuant to PDMC 9.58.040.
Discussion
Mr. Jim Knight of Shadow Tour, LLC (organizer), is currently planning the 6'h Annual Palm
Desert Century Recreational Bicycle Ride. For the last several years, this event has brought
hundreds of people to Palm Desert, consistently selling out the Homewood Suites (Host
Hotel) and nearly selling out the Hampton Inn, as well as providing increased sales to
numerous local businesses. Event feedback from the riders, hotels, businesses, and police
has all been very positive.
The event will again be held at University Park, off of Cook Street, and is scheduled for
Saturday, November 12, 2016 (second Saturday in November). Event setup will begin
around 8 a.m. on Friday, event activities will begin at 5:30 a.m. on Saturday, and cleanup
will take place around 6 p.m. Saturday evening. As with previous years, a DJ will start
making announcements and alternating music sets at about 6:30 a.m. At 11 a.m.,
depending on the event field size, there will be a small band for entertainment. As a result,
staff is requesting a waiver of PDMC Section 11.01.140, Amplified Sound. (Note: music is
more for background entertainment and announcements and has not generated any

complaints from residents or businesses in the past.) Additionally, as in years past, the
organizer is proposing to have expo booths for sponsors and exhibitors with 10'x10' pop-up
canopies to promote and sell products. As such, staff is requesting a waiver of PDMC
Section 11.01.080 Q, Vendor Sales. Following the recent trend in recreational events, this
year the organizer is requesting permission to set-up a gated beer garden during the event,
which will require waiver of PDMC Section 11.01.080 W, Possession/Consumption of
Alcohol in City Parks pursuant to PDMC 9.58.040. If approved, staff will ensure that the
organizer obtains the proper permits from the Department of Alcohol and Beverage Control
(ABC) and works directly with the police department to secure the required public safety
services that go along with serving alcoholic beverages at these types of events.
In 2015, the organizer worked with the Palm Desert High School PTO as their volunteer
base and official event charity and plans to contact them again this year. The event, setup,
and route are basically the same as was approved last year. Provided below, as a refresher
for City Council, are details from the 2015 ride that are anticipated to remain the same for
2016:
The closest occupied residential units are located in the southeast quadrant of University
Dr. and College Dr., which is approximately 400 feet from the park. The organizer has
contracted with Homewood Suites (hotel adjacent to the park) to become the Host Hotel
and the Hampton Inn as the Event Hotel. Agreements with both hotels will be finalized at a
later date. In addition, the organizer will work with California State University San
Bernardino (CSUSB) Palm Desert to obtain approval to utilize the campus parking area for
additional event parking if needed.
The event's route includes approximately 4.3 miles one-way (8.6 miles roundtrip) within
Palm Desert, meaning the majority of the ride proceeds through other Coachella Valley
communities, to unincorporated areas at the east end of the route on Box Canyon Road.
The ride will have 20, 32, 50, 60, 70, 100, and 130 mile segments with the complete route
proceeding to Chiriaco Summit where riders will turn around and follow the same route back
to University Park. Following are the section of the route that is within Palm Desert and the
street/road closures and other requirements:
Palm Desert Route:
• Riders will proceed south on College Dr. toward Frank Sinatra Dr.
• Turn left heading east on Frank Sinatra Dr. and proceed past Cook St.
• Continue on to Tamarisk Row Dr.
• Turn left heading east on Country Club Dr., past Washington Street until riders reach

Street/Road Closures and Other Requirements:
• Road closure at University Dr. from College Dr. east to west, and southbound lane
closure of College between University and Frank Sinatra.
• The organizer will be required to notify residents directly impacted by the road
closures in advance of the event.
• Parking will be at hotels, University Village business complex parking lot area, and
CSUSB Palm Desert campus.

Palm Desert Police officers will be stationed at the following three intersections for
the start of the ride: 1) College Dr./Frank Sinatra Dr.; 2) Frank Sinatra Dr./Cook St.;
and 3) Tamarisk Row Dr./Country Club Dr. Traffic will be stopped at these
intersections to allow riders to move through quickly and safely until they are out of
city limits. Police will also utilize the Palm Desert Citizens on Patrol (COPS)
members to assist with traffic control at various intersections. City staff and police
will continue to work with the organizer to mitigate any traffic related issues as the
event date gets closer in.
On the return, riders become significantly dispersed, and as a result, the same
conditions will not necessarily exist as in the start of the event; therefore, officers will
be present along the route to ensure riders are obeying the rules of the road. If
necessary, officer(s) will utilize the same process as at the start of the event to allow
riders through signals to keep traffic and riders moving smoothly.
The organizer will relay to all riders before and during the event that safety is the
number one priority and traffic laws shall be obeyed at all times during the ride.
Fiscal Analvsis:
There will be no fiscal impact to the City associated with this request, The organizer has
been informed that the City will not consider any monetary compensation for the event.
