ROLL CALL Present Maureen Boren Norma Bussing Katherine Hough Lesley Miller Also Present Absent Donna Jean Darby Megan Miller Deborah S. Glickman, Management Analyst Debbie Thompson, Recording Secretary Susan Marie Weber, Councilmember Liaison Tony Bagato, Acting Director of Community Development Cory Hutchinson, Youth Committee Liaison John Vuksic, Architectural Review Commission ORAL COMMUNICATIONS NONE CONSENT CALENDAR Minutes of the regular meeting held on November 18, 2015. Commissioner Lesley Miller moved to approve the Minutes of November 18, 2015. Motion was seconded by Commissioner Bussing. Boren, Bussing, and Lesley Miller voted AYE with Hough abstaining and Darby and Megan Miller ABSENT. Motion failed for lack of majority vote. Minutes of the regular meeting held on Art in Public Places Minutes December 9, 2015 November 18, 2015 will be continued to the meeting of January 13, 2016. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Mayor Susan Marie Weber No report. B. PLANNING COMMISSION REPORT — Ken Stendell Mr. Bagato reported that the Planning Commission approved the request from Tesla for a Conditional Use Permit to display a vehicle at the Gardens on El Paseo, and to also allow sales. Mr. Bagato reminded the Commission that at last month's meeting he announced that Denny's was going to move into the old Elephant Bar building. However, Denny's pulled out and will not move into the building. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT — John Vuksic Mr. Vuksic reported that there is one vacant pad remaining in the Desert Gate Shopping Center. A 6,700 square foot multi -tenant building is being considered to occupy that pad. CODA Gallery will be moving into one of the vacant buildings in El Paseo Square on El Paseo and San Pablo. BIGHORN Golf Club presented plans to build a new, three story clubhouse where the existing clubhouse is. The third story will include four bedroom condos. Desert Business Interiors is moving from Rancho Mirage into the building on Highway 111 where The Blueprinter used to be. Mis Amore's is moving into the old Napas Tapas building. VI. CONSENT ITEMS HELD OVER None 2 Art in Public Places Minutes December 9, 2015 VII. NEW BUSINESS A. CONSIDERATION OF A REPLACEMENT SCULPTURE FOR JOSHUA TREE ONE BY MITCHELL TAYLOR FOR THE 2015/2016 EL PASEO EXHIBITION Ms. Glickman reported that Mitchell Taylor, whose sculpture Joshua Tree One is currently in the El Paseo Exhibition, may have a buyer for it. The El Paseo Exhibition contracts state that artists can sell and replace a sculpture one time during the exhibition as long as it has been on display for at least six months. Ms. Glickman presented an image of the proposed sculpture Reach. It is made from recycled, one inch squared tubing to honor the Mohave Desert Ocotillo and stands 8' 6" tall, and the top of the diameter stretches across 5'. It will be powder coated a bright orange copper color with a clear gloss coat. Commissioner Hough moved to approve the replacement sculpture of Joshua Tree One by Mitchell Taylor for the 201512016 E/ Paseo Exhibition. Motion was seconded by Commissioner Bussing and carried 4-0-0 with Boren, Bussing, Hough, and Lesley Miller voting AYE, with Darby and Megan Miller ABSENT. B. CONSIDERATION OF ARTIST(S) TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY Artist Lena Toritch applied to be included in the City of Palm Desert's Artist Registry. Commissioner Lesley Miller moved to decline artist Lena Toritch in the City of Palm Desert's Artist Registry. Motion was seconded by Commissioner Hough and carried 4- 0-0 with Boren, Bussing, Hough, and Lesley Miller voting AYE with Darby and Megan Miller absent. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE 3 Art in Public Places Minutes December 9, 2015 X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Glickman reported that the current exhibition, Looking Around, has been well received. B. First Weekend Ms. Glickman reported that First Weekend events have been well attended. The featured event for January is the Galen 5K Resolution Run on Saturday, January 9, 2016 at the Palm Springs Art Museum in Palm Desert. The featured event for February is the Swing `N Hops event on Saturday, February 6 on El Paseo. Ms. Glickman encouraged everyone to visit the First Weekend website (pdfirstweekend.com) to view the events. C. Film Series Ms. Glickman announced that the films for the film series are set and reservations can be made online at palmdesert.ucr.edu/programs/ArtDoc20l6.htmi. XI. REPORTS AND REMARKS A. STAFF Ms. Glickman announced that Maureen Thompson has resigned from the Art in Public Places Commission. Ms. Glickman reported that the sculpture Ascension has been repaired and installed on the concrete pad in front of Wells Fargo Bank located on Highway 111 and Monterey Avenue. The two sculptures by Jim Richardson were removed from the pad at the bank and moved to the pad on El Paseo west of Highway 74. B.
