Martha's Village & Kitchen's Thanksgiving Day 5K scheduled for Thursday, November 24, 2016; 2. Road closures on El Paseo between Highway 74 and Portola Avenue; and 3. Allow the Consumption of Alcoholic Beverages on City -owned Property Pursuant to Palm Desert Municipal Code 9.58.040. Discussion Martha's Village & Kitchen is requesting to hold their Tenth Annual Thanksgiving Day 5K Run/Walk on Thursday, November 24, 2016, utilizing the City's certified course on El Paseo, with road closures between Highway 74 and Portola Avenue. Last year's Thanksgiving Day 5K drew over 2,000 participants and 200 volunteers. The proceeds of this event allow Martha's Village & Kitchen to continue providing 225,000 meals to the hungry every year. As a refresher, at its meeting of April 25, 2013, City Council approved a total of six events that require road closures on El Paseo annually and the Thanksgiving Day 5K was one of those events. With regard to the City's certified 5K course, in effort to lessen the event's impact on the Hotel Paseo development, staff is currently working on reconfiguration of the course to move the start/finish line and main event area to the south side of El Paseo at San Pablo. The Thanksgiving Day 5K will be the first event to utilize this new course, which will require minimal changes to the overall traffic control plan. With this new course, event organizers will be conditioned to notify nearby residents in advance of the event and will also work with the Gardens on El Paseo STAFF REPORT APPROVAL OF MARTHA'S VILLAGE & KITCHEN'S 2016 THANKSGIVING DAY SK MARCH 10, 2016 PAGE 2 management on approval to place portable restrooms, sinks, and trash/recycle bins in the El Paseo Village parking lot. Because this event is scheduled for Thanksgiving Day, there will be no negative impact to the merchants on El Paseo due to a majority of the businesses being closed for the holiday. As with previous events, for safety precautions, hard closures will be utilized at all major intersections and sworn police officers will be required at designated locations along the route. Following the recent trend in recreational events, this year the organizers are requesting permission to set-up a gated beer garden during the event which requires City Council approval to allow the consumption of alcoholic beverages on City -owned property pursuant to Palm Desert Municipal Code 9.58.040. If approved, staff will ensure that the organizer obtains the proper permits from the Department of Alcohol and Beverage Control (ABC) and works directly with the police department to secure the required public safety services that go along with serving alcoholic beverages at these types of events. Fiscal Anaivsis There is no fiscal impact to the City associated with this request. Martha's Village & Kitchen will be responsible for all costs related to the event.
