Approve reimbursement to the City of Rancho Mirage for the purchase of a Sokkia Total Station laser surveying instrument for traffic accident investigation in the amount of $21,123.06. 2. Appropriate $21,123.06 from the Unobligated General Fund Reserves Account and transfer into Account No. 1104210-4304000 (Police Contingency Fund) for the Sokkia Total Station reimbursement. Commission Recommendation On April 15, 2015, the Cove Commission received a first quarter report from the Sheriff's Department that referenced the need for a new laser surveying equipment for the Cove Cities' various traffic teams (see attached). The report indicated that Rancho Mirage will purchase the unit and be reimbursed by the other Cove Cities per the population based Cove formula. Strategic Plan Obiective This item is related to the Public Safety and Emergency Services section of the Palm Desert Strategic Plan, specifically under Prioritv 1: Enhance the delivery of public safety services. The priority's strategy is to expand the existing superlative services provided by the fire and police departments to address future growth and safety concerns. The purchase of this equipment helps the Police Department in meeting this priority, by enhancing their ability to conduct traffic accident investigations. Background The City of Rancho Mirage purchased a Sokkia Total Station laser surveying instrument to assist traffic accident investigations performed by the traffic teams in all the three Cove Cities. The cost of the unit will be split based upon the existing Cove Communities formula that is population based. Palm Desert's portion of this cost is $21,123.06. McKinney and Wohlmuth: At the April 15, 2015 Cove Commission Meeting, the Riverside County Sheriff's Department presented their first quarter report which included reference to the need for new laser surveying equipment for the traffic teams that serve the Cove Cities (see attached pages from 1S` Quarter Report 2015). The report indicates that Rancho Mirage will purchase the unit and be reimbursed by the other Cove Commission cities "per the Cove formula". The cost was listed as $30,614.00. Rancho Mirage purchased the unit for $30,613.13 and a copy of the invoice is attached for your records. The unit is operational and in use by the Riverside County Sheriff for the benefit of the Cove Commission cities. These checkpoints bring public awareness to the dangers of driving while intoxicated, driving without a seat belt, speeding, red light violations and other safety violations. Equipment Needs This year, the city traffic teams need to replace their aging Sokkia Total Station. The new Sokkia Total Station, which cost $30,614 will be purchased by the city of Rancho Mirage with the agreement to split the cost between the three cities per the Cove formula. Commercial Vehicle Enforcement The Cove Communities also share a dedicated officer, designated as the C.O.V.E. Commercial Vehicle Enforcement Program, under the Commercial Vehicle Program. This program consists of one officer specifically assigned to focus on commercial vehicles that are overweight and/or carrying improper loads (unsafe vehicles) on the roadways within the cove communities. The officer also handles Vehicle Identification Number (V.I.N.) verifications using state of the art computer software and handles the citation sign off duties.
