REQUEST: ADOPT RESOLUTION NO. 2016 - 28 OF THE CITY OF PALM
DESERT AUTHORIZING THE SUBMITTAL OF AN APPLICATION
TO THE LEAGUE OF CALIFORNIA CITIES FOR THE HELEN
PUTNAM AWARD FOR EXCELLENCE IN THE CATEGORY OF
ECONOMIC DEVELOPMENT THROUGH THE ARTS FOR THE
FIRST WEEKEND PROGRAM

Recommendation
By Minute Motion, that the City Council:
Waive further reading and adopt Resolution No. 2016 - 28 of the City
of Palm Desert authorizing the submittal of an application to the League
of California Cities for the Helen Putnam Award for Excellence in the
category of Economic Development through the Arts for the First
Weekend program; and
2. Authorize the City Manager or his designee to execute all documents that
may be necessary to facilitate the application or award.
Backaround
Established in 1982 by the League of California Cities, the California Cities Helen Putnam
Award for Excellence program recognizes outstanding achievements by California's cities.
The program recognizes cities that have made unique contributions to community
residents and businesses that have resulted in lower costs or more effective delivery of
services. The purpose of the California Cities Helen Putnam Award for Excellence program
is to recognize and promote the outstanding efforts and innovative solutions by city
governments.
The program goals are listed below:
Improve the quality of life in local communities
Implement efficiencies in service delivery and operations
Provide services responsive to the community

Any League of California member city that provides a program or service that has proven
tangible and measurable results with a minimum of one year of implementation may apply;
however, approval must be obtained from the City Manager and Mayor prior to submittal of
an application.
Staff recommends that the First Weekend program be submitted for the Helen Putnam
Award for Excellence in the Economic Development through the Arts category. Part of the
application will be to define how this program supports the League's strategic goals for
cities. The 2016 League Strategic Goals include the following:
• Successful programing that illustrates how investment in the arts has stimulated the
local economy through tourism, festivals, and cultural attractions including
performing arts.
• Innovative arts programs (i.e. music, dance, theatre, visual arts, museums, etc.) that
were established through a collaborative partnership.
• Adopted city policies or ordinances that integrate the arts and culture into their
General Plans, specific plans, or other city council adopted policies

RESOLUTION NO. 2016 - 28
A RESOLUTION OF THE CITY OF PALM DESERT WHEREIN THE
CITY COUNCIL HEREBY AUTHORIZES THE SUBMITTAL OF AN
APPLICATION TO THE LEAGUE OF CALIFORNIA CITIES FOR THE
HELEN PUTNAM AWARD FOR EXCELLENCE FOR THE FIRST
WEEKEND PROGRAM IN THE CATEGORY OF ECONOMIC
DEVELOPMENT THROUGH THE ARTS; AND THE EXECUTION OF
ANY RELATED DOCUMENTS NECESSARY FOR THE APPLICATION.
WHEREAS, the League of California Cities (hereinafter referred to as the
"League") has issued a call for applications for the 2016 Helen Putnam Award for
Excellence; and
WHEREAS, the City of Palm Desert, a municipal corporation, ("Applicant")
desires to apply for the Helen Putnam Award for Excellence and submit an application
for the First Weekend program in the Category of Economic Development through the
Arts.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PALM DESERT
DOES HEREBY DETERMINE, RESOLVE, AND ORDER AS FOLLOWS:
1. Applicant is hereby authorized and directed to apply for and submit to the
League the 2016 Helen Putnam Award for Excellence application in the category of
Economic Development through the Arts.
2. That the City Manager or his designee is authorized to execute in the
name of the Applicant the application package and related documents as required by
the League in participation of this program.

ECONOMIC DEVELOPMENT THROUGH THE ARTS I Successful programs that illustrate
how investment in the arts has stimulated the local economy through tourism,festivals,and cultural
attractions including performing arts. May include programs established through a collaborative
partnership and adopting city policies that integrate the arts.
ENHANCING PUBLIC TRUST, ETHICS,AND COMMUNITY INVOLVEMENT I Promotion
of ethical practices at city hall and in the community,and institution of procedures and policies that
demonstrate effective and respectful deliberation and handling of public issues.
HEALTH AND WELLNESS PROGRAMS I Innovative planning efforts to promote city design that
encourages healthy lifestyles.
HOUSING PROGRAMS AND INNOVATIONS I Innovative housing designs that are conducive
to good land use planning and jobs balance,while preserving natural resources,and promoting safe,
community-oriented neighborhoods.
INTERNAL ADMINISTRATION I Innovative and efficient internal programs that promote effective
communication and management.
LEAGUE PARTNER AWARD FOR EXCELLENCE IN CITY-BUSINESS RELATIONS
Collaborative efforts in engaging the leadership of the private, nonprofit,and labor sectors to
address community problems.
PLANNING AND ENVIRONMENTAL QUALITY I Innovative planning and land use programs,
environmental quality preservation and enhancement.
PUBLIC SAFETY I Effective services that address physical and mental health support and emergency
medical services,disaster preparedness and homeland security.
PUBLIC WORKS, INFRASTRUCTURE,TRANSPORTATION I Proven programs that provide
for the economical development and maintenance of public works facilities and infrastructure.
RUTH VREELAND AWARD FOR ENGAGING YOUTH IN CITY GOVERNMENT
Collaborative efforts between cities and other agencies(schools,public agencies, non-profits,churches,
and private)to inform and engage youth about city issues and their community.

ELIGIBILITY & INSTRUCTIONS

Any League member city, or group of California cities, including League Divisions, that provide
a program or service that has proven tangible and measurable results with a minimum of one
year of actual implementation is eligible to apply. Instructions must be followed carefully as
this will facilitate the fair evaluation of all applications and ensure fairness among entries.
SCORING CRITERIA
The selection juries will judge each entry on:
► the impact of the problem/challenges and how well it is outlined
► the innovativeness of the solution
► the quality of the results achieved
In addition, the following criteria will be used in the evaluation and scoring process. Be sure to
address these criteria in your application. (Some criteria may not apply to a particular category;
no penalty will apply.)
Community Engagement Partnerships
To what extent is the public informed and involved To what extent are other agencies,schools,
and has input that is fully considered? businesses,community-based organizations,etc.
Savings and Efficiencies/ involved formally and informally?
Improved Services Applications of Technology
To what extent does the program or service result To what extent are technologies involved in
in greater public benefits and/or less cost? innovative ways in the program or service?
Positive Citizen Feedback Youth Development
To what extent is the public reaction to the To what extent does the program or service better
