Household Hazardous Waste Grant
Grant Applications to CalRecycle
At its meeting of March 24, 2016, City Council authorized submittal of the Household
Hazardous Waste (HHW) 27th Cycle (FY 2016/2017) Grant Application to CalRecycle
and adopted Resolution No. 2016-27 authorizing City Manager John Wohlmuth, or a
designee, to execute in the name the City of Palm Desert, all necessary applications,
contracts, payment requests, agreements, and amendments, for the purposes of
securing grant funds and to implement and carry out the purposes specified in grant
applications.
Because the deadline to submit the HHW 27th Cycle grant application is April 19, and a
signature authority resolution is required by CalRecycle upon submittal of the
application, in order to proceed with applying for the grant funding, staff is requesting to
update the resolution giving signature authority to the Interim City Manager, or a
designee.

RESOLUTION NO. 2016. 30
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PALM DESERT RESCINDING
RESOLUTION NO. 2016-27 AND
AUTHORIZING HOUSEHOLD HAZARDOUS
WASTE GRANT APPLICATIONS AND SOLID
WASTE AND RECYCLNG GRANT
APPLICATIONS TO CALRECYCLE.
WHEREAS, the California Department of Resources Recycling and Recovery
(CalRecycle) has made available grants to assist local governments establish or expand
household hazardous waste collection programs, per Public Resources Code, Division 30,
Part 7, Article 3.5, Section 47200, as well as other grants for solid waste and recycling
diversion programs such as beverage container and tire programs; and
WHEREAS, the people of the State of California have enacted Assembly Bill 1220
(Eastin, 1993) that provides grants to local governments to establish and implement waste
diversion and separation programs to prevent disposal of hazardous waste, including
household hazardous waste in solid waste landfills; and
WHEREAS, CalRecycle has been delegated the responsibility for the
administration of these programs within the State, setting up necessary procedures
governing application by cities and counties under these programs; and
WHEREAS, the City of Palm Desert intends to apply for household hazardous
waste grants, as well as other grants through CalRecycle to fund various waste diversion
projects in the future; and
WHEREAS, the City of Palm Desert will enter into agreements with the State of
California for development of the projects.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Palm Desert, California authorizes the following:
1. Rescind Resolution No. 2016-27 in its entirety;
2. The submittal of grant applications to CalRecycle for all available grants
relative to Household Hazardous Waste and other solid waste and recycling grants for the
period of January 1, 2016 through December 31, 2020; and

3. The Interim City Manager Rudy Acosta, or a designee, is hereby authorized
and empowered to execute in the name of the City of Palm Desert, all necessary
applications, contracts, payment requests, agreements, and amendments hereto for the
purposes of securing grant funds and to implement and carry out the purposes specified in
the grant application.
PASSED, APPROVED, and ADOPTED at a regular meeting of the City Council
of the City of Palm Desert held on this 14th day of aril, 2016, by the following vote, to
